Given that the current setup has a single control panel in the guard shack operating both the sliding gate and the wedge barrier, should the new control system replicate this integrated configuration, or will the new wedge barrier have an independent control panel?
Yes the new system must maintain all current functionality. This needs to be an integrated system that encompasses the new wedge barrier, metering arm, signal light, sliding gate, operator controls in both the guard house and the main building.
Does the same programmable logic controller (PLC) manage both the sliding gate and the wedge barrier? Yes the PLC from the current barrier signals the sliding gate when to open and close.
If separate PLCs are used for the sliding gate and the wedge barrier, must the sliding gate’s PLC remain in place after the wedge barrier installation?
The intent is to maintain all current functionality with a new wedge barrier installed.
If a fiber optic cable runs from the guard shack to the main building and is damaged during construction, who is responsible for its repair?

We have a 12 strands of 50 micron multimode om3 fiber running from the first floor IDF room to the guard booth. 8 Strands available - 4 are utilized. (Must work with IT)

Yes, Unknown.
Are there underground communication lines, including fiber optic cables, at the project site, and if present, what is their capacity or type?
Yes, copper and fiber.

Are any protective coatings such as galvanization required for the metal. Yes weather resistant and rust prohibitive coating are required.
Please confirm that the existing electrical panel has the capacity to supply potential additional load requirements of the new barrier, traffic arm, and sump pump.
Spec calls for 230 volts, 3 phase, 60 hz (120/220 need for panel/other electronics)

Please confirm that the required crash rating is K54.
Yes, per spec provided - The Barricade System has been tested in full scale configuration and has demonstrated its ability to stop and destroy a fast moving heavily loaded truck (weigh 65,000 pounds –collision speed 50 MPH). The Barricade System survived the K54 impact with all major elements intact – the Barricade System was repaired and operating in 3 hours. U.S.
Please confirm that 144 inch barricade length is accurate, leaving a clear opening of potentially greater than 48" +/- each side of the barrier from plate to gate post/bollard. REFERENCE 2.1.3
Yes 144 inches is accurate. If additional bollards are needed, they will be added in a separate contract later.
Will additional crash rated bollards be required on each side of the barrier to maintain a continuous crash rated system. If so, what is the desired rating for these bollards.

Is an exit loop required for the new wedge barrier installation, and if so, what are the specifications for its design and placement?
Yes a free egress loop will be required. It should be installed in a manner that meets the manufactures specification
Please clarify if existing bollards to left and right of barrier will remain or if they will need to be relocated and what are the requirements for those, quantity, and locations.
They will remain in the existing location. If additional bollards are needed, they will be added in a separate contract later.
Will the deadline for bids be extended?
Yes, The deadline has been extended to July 1, 2025. Please reference the solicitaion in SAMs for any updates or changes.
Considering there appears to be a controller inside the main building that operates the existing sliding gates and wedge barriers, is it the intent of this project to install an additional controller in the building to manage the new wedge barrier, or will the existing controller be modified?
The intent is to maintain all current functionality with a new wedge barrier installed.
Since the wedge barrier and sliding gate appear to be integrated, such that separating them could render the sliding gate inoperable, is it the intent of this project to incorporate the sliding gate into the new wedge barrier installation, or are these considered separate projects?

A sump will be required to properly drain the barrier from collected rain water. Is there an adjacent drainage structure (such as a storm drain) available in close proximity, or will the sump be required to drain to daylight.

What additional pathways and circuits are required to be provided for integration by others. Please provide start and end locations so material calculations can be made.
Access control integration will be required for after hour access to the building. Access control panel is located in in the guard booth. A point of connection from the access control output relay, to a input of the wedge barrier controller. The input should be programmed for a single cycle, allowing on car to enter and then close. NOTE: the existing 3/4 in conduit runs between the existing wedge and guard booth.
Are any civil or as-built plans available for the entrance? No.
What is the required sequence of operations for the gate, traffic arm, barrier, and traffic lights.
Reference sequence of operation is provided called Sequence of Operations "A", Document is a pdf - request from Contracting Officer if you do not see it.
Is a wood arm signal gate required, or will a fiberglass or aluminum arm be sufficient. REFERENCE 3.3 Yes, per the manufacturer specification provided. The arm is requested to be made of wood
Please confirm the required signal gate arm length. REFERENCE 3.3 Arm length could vary depending on location of pivot point. Arm length must cover the entirety of the wedge.
Where is the intended location for the master control panel. Parking spot adjacent to barrier.
Will there be any auxilliary panels such as secondary master, guard booth panel, push button stations, etc.
If so, where?
Push button stations for control of the system must be located at the guard booth and at the PSO office in the main building.
Are there existing conduit pathways from the guard house to the locations of all intended control panels, if so, please provide size and quantity to each location.
There is one 3/4 inch conduit running from the guard booth to the current wedge barrier in any controller need to operation on existing FIBER. The main pathways from guard booth to the main building/IDF room currently has the existing FIBER run. NO NEW FIBER IS TO BE RAN INTO THE EXISTING CONDUIT. POC is IT/Facility.
Will the barrier require a heater circuit. Only if required by manufacture to maintain 24/7 operation in a southern climate.
Will the HPU be allowed to be placed in the first parking spot adjacent to the barrier? REFERENCE 2.2.5 Yes, in optional weather resistant enclosure. Reference 2.2.5

Engineer Crash Certification. Q: If a size not crash tested is acceptable, will Government accept a Manufacturer self-certification that the proposed size will maintain the “as tested” size crash rating or shall an independent Professional Engineer (PE) stamped and sealed certification letter be required for submission and approval?

The entrance to this location turning off highway/roadway and with consideration of slope, would be challenging for a threat vehicle of 15,000 lbs. to access at 50 mph.* Q: Vulnerability Threat Analysis for this location? Is the approach only possible at 30 mph or 40 mph speed which would require minimum K4 or K8 crash rating for proposed vehicle barrier system? *This response may affect the certification measures as questioned herein above.
Maintaining K12 rating as specified, Existing bollards throughout the Region 4 Rhodes Building site are all k12 rated and this was addressed prior NEW R4 building construction modifications.
The existing model NMSB VIII-E to be removed and replaced, is a K4 Rated/Certified surface bolt-down wedge barrier solution with integrated operator buttress housing. The manufacturer also possesses a similar design with integrated operator housing buttress but with ASTM M50/P1 Rating/Certification and is flush mounted as with the basis of design specified DSC 501 model. Replacement with similar layout would reduce cost for installing a remote operator system, separate operator foundation concrete pad, relocation of conduits and wiring, additional crash rated fixed bollards to close obstruction, amongst other infrastructure challenges and additional costs. Q: Is a replacement Wedge Barrier system having the same layout as existing, with integrated operator housing buttress an acceptable solution?
No, It must meet the description - specific requirement are in the scope of work and specifications have been provided by OCSO HQ Sec
Site visit discussed adding an additional single (1) crash rated bollard of same or greater crash rating than specified for new replacement Wedge Barrier. Q: If additional single (1) bollards is installed on each outer edge of roadway, what is the required distance between inside to inside of bollards to maintain obstruction of threat in secure position and vehicle safe passage in non-secure position?
Determination if bollards are needed will be addressed in a separate contract and in coordination between Region and OCSO HQ Sec.

For replacement hydraulic wedge operable systems, a proper drainage system per OEM requirements and site-specific conditions shall be required. Q: Is drainage from Wedge Barrier foundation possible to drain into the storm drain at bottom of entrance slope?

The existing surface bolt-down wedge barrier system does not incorporate hydraulics and is all-electric operable. Even though most manufacturers use bio-degradable oils, most city/county/state regulations require oil/water separator unless disbursed on Government site, which may not be regulated by the Federal requirements. q: Is drainage from Wedge Barrier foundation possible to drain into the storm drain at bottom of entrance slope? Is an oil/water separator required? If not required, what is basis of response determining non-requirement? If determination unknown and Bidder does not include in its submission, how shall Bidder qualify they have determined an oil/water separator as a non-requirement?

Wedge Barrier: The specification call for a 12FT wedge barrier. The site visit showed that a larger wedge barrier may be needed to have a 4FT opening on both sides of the barrier. Is a larger barrier an option for this project?

Lay Down Area: Is there any area inside the fence during construction for lay down area for materials and equipment?

Salvage Components: The Nasatka Surface Mount WB has components that are indicated to be salvaged for spare parts, who will be responsible for these parts and do you have a specific list?
