The contractor's responsibility is limited to purchase and delivery; installation will be performed by government personnel.

The fender systems must meet or exceed specified technical characteristics and comply with ISO 17357-1:2014 standards for floating pneumatic rubber fenders. Each unit shall have nominal dimensions of 4.5 meters in diameter and 9 meters in length, constructed of high-strength black rubber with multiple tyre-cord layers resistant to cutting and over-pressurization. The fenders must be unsinkable, capable of absorbing extreme dynamic loads during submarine berthing while maintaining low reaction forces to prevent damage to sensitive submarine pressure hulls and external sensors. Each fender system shall be delivered completely equipped with all required accessories including counterweight, hanging chain, safety/pressure relief valve, heavy-duty mooring chains with minimum 2.5-inch diameter, connecting hardware (shackles and swivels), and installation manuals. A minimum two-year manufacturer's warranty is required. The complete order must be delivered within 120 days of contract award under Cost, Insurance, and Freight (CIF) terms to Pier K14, NATO Marathi Pier Complex, Marathi, Akrotiri 73100 Chania, Greece. Coordination must be made at least five business days prior to delivery, with deliveries accepted Monday through Friday between 0800 and 1600 local time.
