About this file
This document is a Questions and Answers (Q&A) clarification addressing VAT applicability and customs processes for a federal contract solicitation involving the supply of fenders with associated shipping and handling services.
The contractor is responsible for conducting all customs processes and including these costs in the quotation. NAVSUP Customs will provide necessary documentation upon shipment arrival, so duties and taxes will not be paid at the port of entry. Local transportation costs must be included in the quotation. Domestic sub-contracting services should be quoted with rates exclusive of VAT, and the NAVSUP Customs office will furnish VAT exemption forms upon receipt of invoices for these services. Freight costs are to be included within CLIN 0002, Shipping & Handling, rather than separately in fender pricing.
