About this file
This is a Statement of Work (SOW) for carpet replacement services at the Coast Guard District Northwest Regional Information Center located in the Jackson Federal Building, Seattle, Washington.
The project requires removal and replacement of approximately 760 square feet of worn carpet tiles and 160 linear feet of baseboards in Room 3544 on the 35th floor. The contractor must remove all existing carpet tiles and baseboards, dispose of materials in compliance with local and federal environmental regulations, prepare the Vinyl Composition Tile (VCT) substrate by scraping and removing adhesive residue, and supply and install new glue-down commercial carpet tiles and 4-inch black commercial rubber cove base according to manufacturer specifications. Each carpet tile must be individually glued to allow future access to the raised floor system. The contractor shall also provide carpet samples of appropriate pattern and color for Coast Guard selection prior to installation. The estimated period of performance is August 24, 2026 through September 4, 2026, with the actual dates subject to change closer to award. The contractor must provide all personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to complete the work.
Due to the location within a federal building and Command Center, significant security and access requirements apply. All contractor personnel must comply with Coast Guard physical security and access protocols, coordinate with the local Point of Contact (OS1 Morgan Custer at Morgan.D.Custer@USCG.mil or 1-866-498-0713) for facility access and security background checks, be escorted at all times per COMDTINST M5510.23B, leave all Portable Electronic Devices outside the Command Center, and ensure the facility is sanitized of all Controlled National Security Information (CNSI) before work commences.
