PART 1 - GENERAL PROJECT DESCRIPTION

1. The scope of this project includes the expansion of the chapel building (B 109) to extend rooms

102 and 103, as well as the construction of the facilities required to implement the Sexual Assault Prevention and Response Program (SAPR).

2. The chapel, building 109, was built in 1958 with a surface of 4.222 sf. later in 2000 the air conditioning system was replaced, in 2005 the windows were replaced and finally in 2015 a renovation of the building was carried out.

PART 2 - PROJECT OBJECTIVES

1. Provide a complete and fully operational facilities for the base needs in compliance with all applicable United States and Spanish codes, as the UFC, UFGS and Spanish codes.

2. Provide facilities that incorporate maintainability and sustainable design principles.

3. Energy efficiency shall be incorporated into the design principles.

4. Provide a completed project with coordinated systems (structural, mechanical, electrical, fire protection, civil and other applicable disciplines, if required).

5. Provide a complete project considering the ecological, physical and visual features of the site.

6. Provide low maintenance facilities and non-use of hazardous substances are of primary importance.

7. Provide all necessary safety precautions in accordance with applicable United States of America (USA) and Spain safety standards in the design phase.

8. Provide a design in coordination and agreement with environmental requirements and guidelines.

9. Include proper training of Government personnel in the Operation and Maintenance (O&M) of new equipment installed and provide fully developed O&M packages.

10. Project shall incorporate a Stormwater Pollution Prevention Plan (SWPPP) describing all the construction site operator’s activities to prevent stormwater contamination, control sedimentation and erosion, and comply with the legally binding requirements.

PART 3 - SCOPE

1. GENERAL: The work covered by this Statement of Work (SOW) consists in the design and build of the project, performing all necessary travels and furnishing all professional services, facilities, labor, equipment, materials, plants, transportation, documents, specifications, and detailed drawings that enable the Contractor to construct a complete and usable facilities under a firm fixed price contract. The Contractor shall investigate site conditions, perform topographic surveys (geographic information system) at each facility and utilize manufacturer’s standard installation plans, specifications and drawings to the maximum extent feasible in developing the final design documentation necessary for obtaining Government approval. Any design change suggested by the Contractor to the Statement of Work (SoW) requires the approval of the Contracting Officer before its acceptance is given. The Contractor shall responsible for the temporary markings, signs, markers and lights at the area affected by the construction and, if required, shall provide the flagmen, escorts and foreign object debris (FOD) controllers during the work hours. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent and certified laboratory for the quality control.

2. WORK DESCRIPTION:

The only Basic Package is the Complete Design and Construction Works: consisting of, but not limited to, the items listed below, including testing to be performed by independent, certified quality control laboratories. All items do not limit or reduce the Contractor's responsibility to design and construct all work required by the project in order to provide a complete, operational and low maintenance facility.

The work is divided into two CLINs:

Clin#1 Design.

Clin#2 Construction

The design and construction work consist of, but are not limited to, the items indicated below, including the testing to be performed by an independent and certified laboratories for quality control.

All items do not limit or reduce the Contractor’s responsibility to design and build all works as required by the project in order to provide a complete, operational and low-maintenance facilities.

2.1. Project Requirements: This project consists of the following:

2.1.1. Renovation and expansion of the office areas of the Chapel:

a) The current office 101 will be relocated to the current location of room 103, occupying the area between room 104 and the existing structural joint.

b) Expansion of room 102 (Office) with 19.17 m² (206.34 ft2) of current floor area.

This room will be enlarged with adjacent space connected by demolition of the existing enclosure, with an increase of 23.5 m² (255 sq. ft.)

c) Expansion of room 103 (Sacristy) with 15 m² (161.46 ft2) of current floor area.

These two rooms will be enlarged with adjacent spaces connected by demolition of the existing enclosure), with an increase of 17 m² (204 sq. ft.).

d) A movable wooden partition will be placed to separate the two rooms, 102 and 103, so that the whole space can be unified in one.

e) The existing building and the addition described above will be considered a separate user from the SAPR office building. Fundamentally acoustically and visually.

f) All the finishes of the area of action will be unitary, i.e. rooms 102 and 103 will have the same finishes in their entirety, with the exception of the area of influence of the countertop located in room 103.

g) The roof of the existing building will have to be modified in its slope due to the extension, all the water will be towards the outside, avoiding any water collection point inside the building.

The constructed area of the chapel extension will be approximately 46.65 m².

2.1.2. The newly created SAPR area:

a) It must have an independent access that guarantees the greatest anonymity to the victims and that has a connection with the parking lots located in the vicinity of the access.

b) The program of the SAPR zone will be as follows:

• Vestibule or corridor of connection with the Chapel

• 1 (Victims Room). 155 sf (14,32 m²)

• 1Office for staff. 115 sf (10,83 m²)

• 1 Office for staff 115 sf (10,83 m²)

• 1 Room to be used as a meeting room and a room for training, awareness and prevention activities.157 sf (14,20m²)

• 1 Storage room for promotional and educational items for the SAPR.71 sf (6,60 m²)

• Break room 67,27 sf (6,25 m²)

• 1 Unisex restroom that complies with accessibility regulations.

• 1 Waiting Room 463 sf (43,09 m²)

• Entry lobby - separated in cubes for a visual break, so that from the entrance or reception area the circulation area or common areas of the office area cannot be seen in order to preserve the privacy and anonymity of the victims. 133,36 sf (12,39 m²)

NOTE: In the attachment Concept Drawing (Attachment D), a distribution of both the extension of

SOW 7 of 126 the Chapel and the new offices of the SAPR is presented, which will serve as a model, as they are already agreed with the users.

The built-up area of the new SAPR area will be approximately 153.80 m². (This surface area is without considering the roof overhangs.)

c) Among the characteristics of this SAPR area are of great importance to maintain the anonymity of the victims, among the measures that will have to be taken are to have all the access doors to this area have their relevant locks having the control from inside the SAPR area. Access doors from the chapel and the door communicating with the Entry lobby.

d) The entrance will have a control camera that will be visualized from the two staff offices, so that from these offices the door can be opened automatically.

e) All rooms, i.e. the victim's room, the staff offices and the meeting room, shall be considered as separate users for the purposes of acoustic regulations, both between them and with the rest of the building. In the same way it will have to be acoustically isolated with the entrance room and with the vestibule that communicates with the Chapel and with this same one.

f) The roof of this building will be integrated to that of the chapel, with the same constructive solution and in such a way that it is unitary.

g) A sidewalk will be built to continue the building's surroundings, as shown in the Concept Drawing.

h) Shrubs and trees will be planted in such a way that the victim is protected from view both on the access roads to the entrance and through the windows of the building itself.

i) Electronic duress alarm notification system capability in coordination with installation security personnel.

2.2. Description of Proposed Construction

Both the area to be modified and enlarged of the existing chapel building and the newly constructed area destined for the SAPR should be architecturally, aesthetically and functionally integrated with the existing building, following the same compositional language.

Based on the results obtained from previous structural analyses and soil investigations in other areas of the base, the natural soils in the area show some expansive capacity. Therefore, the foundation will be designed to mitigate those adverse reactions, supported by the corresponding geotechnical study to be performed as preliminary work as part of this contract. This additional service will also provide the basis of design according to the soil characteristics to determine the seismic-resistant parameters required by local codes.

It shall be also part of this service the study of the rainwater drainage of the surrounded unit areas, the discharge points and the storm drainage channels affected. It shall be supported by a topographic survey that will provide the correction measurements to guarantee a correct drainage without ponding zones

2.3. Civil Works

1. “Provide GeoRadar – Applicable to all construction work that includes excavation.

Verify existing utility locations indicated on contract drawings, within area of work.

Scan the construction site with Ground Penetrating Radar (GPR), electromagnetic, or sonic equipment, and mark the surface of the ground or paved surface where existing underground utilities. Verify the elevations of existing piping, utilities, and any type of underground obstruction not indicated, or specified to be removed, that is indicated or discovered during scanning, in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made.”

2. Carry out a GIS/topographic survey of the areas to be occupied by the new pavements, slabs, parking and perimeter fenced, it shall include the storm drainage channels, culverts and roads conforming the block described in paragraph 2 of Part 1. The topographic survey shall include:

(1) General Tasks:

(a) Performing a field review of the work area to determine accessibility.

(b) Locating existing natural and manmade features on that surface of the ground/pavement or slightly above or below that surface of the ground/ pavement using reference posts and based on reference control points, stations and/or benchmarks provided by the Geobase Department of Morón Air Base (MAB).

(c) Clearing utilities using the information provided by MAB by means of AF Form 103, Base Civil Engineering Work Clearance Request.

(d) Providing all necessary traffic control in coordination with Security Forces of MAB.

(e) Producing field logs for feature.

(f) Producing topographic survey drawings.

(g) Producing spatial data.

(2) Topographic Survey Requirements:

(a) The topographic survey shall be performed based on the reference points, stations and/or benchmarks to be provided by the GeoBase Department of MAB.

(b) The topographic survey shall establish permanent horizontal and vertical control points along the full area of the block. The control points shall be placed at maximum intervals of 15 m in length and located so that a minimum of two adjacent points are inter-visible).

(c) The topographic survey shall gather enough data about horizontal location and elevation of ground/pavement points to provide enough data for the map to be prepared.

(d) The topographic survey shall identify, locate and gather data about the existing natural and manmade features on the surface of the ground/pavement or slightly above or below that surface. These features can be hills, ravines, streams, drainage, vegetation, trees, fences, buildings, streets, walkways, handholes, manholes, utility poles, retaining walls, underground and overhead utilities, utility markers, existing structures (such as bridges and culverts), etc.

(e) The topographic survey shall locate the outlines of the proposed pavements and slabs, marking them with stakes at 20-m intervals.

(f) The topographic survey shall locate the centerline of the existing pavement every 20 m, marking it with steel nails.

(g) The topographic survey shall determine the elevations along and across the centerline of the pavement for plotting profile and cross sections every 20 m.

(h) The elevation difference between the contour lines shall be 20 centimeters (cm).

(i) The topographic survey maps shall be detailed accurate plan drawings and shall show the contours of the ground/pavement being surveyed and the location, size and height of the existing natural and manmade features on the surveyed ground/pavement or slightly above or below that surface.

(j) For new pavement construction purpose, the topographic survey maps shall compute the required volumes of earthwork and shall prepare a mass diagram.

(k) For new pavement construction purpose, the topographic survey maps shall show the required extremities for cuts and fills.

(l) The profile and cross sections of the pavements shall be provided.

(m) For new pavement construction purpose, the proposed grading plan shall be provided.

This proposed grading plan shall show the grades required for the drainage, the

SOW 10 of 126 proposed drainage areas to be considered for the design of ditches and culverts and the proposed location for the drainage structures, such as bridges and culverts.

(n) The computer files shall contain information of the topographic survey in a completed topographic survey spatial data base (Geographic Information Systems, GIS, data) containing topographic survey log information and the location information in X, Y and Z coordinates or reference point/offset format.

(o) The computer files shall contain information of the topographic survey in a completed topographic survey drawings containing topographic survey log information and the location information in X, Y and Z coordinates or reference point/offset format.

(p) The spatial data base shall be delivered in ESRI shapefile or ESRI Geodatabase.

(q) (The A&E firm shall identify the classification, type, size, location, ID number, and any other necessary attributes, as specified by the Government, for all the features.

(r) The A&E firm shall deliver the spatial data base in a logical layering system according to the current version of Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE).

(s) The spatial data base shall be delivered in the Universal Transverse Mercator (UTM) coordinate system, World Geodetic System 1984 (WGS84) datum. MAB is located within UTM Zone 30 North.

5. To build an access sidewalk from the parking lots to the access to the SAPR area, with a width of 1.5 m.

6. Planting of shrubs and trees to protect the access route to the SAPR building from views.

7. The removal of the existing ditches, culverts, and discharge points, if required.

8. Analysis of existing facilities in the area to be served as well as existing facility connections in the existing building. Cancel, remove or reroute the network of facilities that are expected during the design to be in poor condition, that require rerouting or that will be replaced by a new one. Fiber optic installations will have to be coordinated with the communications department.

2.4. Architectural Works

1. Geotechnical study: Carry out a geotechnical study and laboratory test in accordance with CTE for a type C-0 on group T-3 soil. It shall be determined at least 3 examinations in accordance with the CTE. the geotechnical study will be programmed according to art 3.2.1 of the basic document of structural safety - foundations. The geotechnical study shall include:

(1) Laboratory tests, Identification parameters:

(a) Grainsize sieving analysis.

(b) Moisture analysis by drying oven.

(c) Bulk density.

(d) Moisture analysis by drying oven.

(e) Bulk density

(f) Atterberg limits determination.

(g) Simple compression resistance test.

(h) Expansiveness, swell test of unaltered soil sample and maximum swell pressure.

(i) Direct shear test, consolidated and undrained soil.

(j) Soluble sulphates content in the soils.

(k) Baumann-Gully acidity.

(l) Aggressiveness of water analysis in concretes.

(2) Repair any damage cause by the boring test sampling and test.

(3) Desktop Works:

(a) Geotechnical report preparation.

(b) Determination of Maximum permissible vertical load, and collapse pressure, total and effective.

(c) Settlement and expected and allowable settlements.

(d) Soil resistance to horizontal actions.

(e) Ballast module.

(f) Determination of soil classification and coefficients NCSE-02

(g) Conclusion and validation of the proposed foundation.

2. Renovation and expansion of the office areas of the chapel:

a) Sampling and analysis of materials suspected of containing lead-based paint in the action areas of the existing building. This item will be performed by A&E during the design phase.

b) Remove lead-based paint as necessary from existing building performance areas.

c) Part of the roof overhang will be demolished in order to attach the additions.

d) The entire roof will be treated in such a way that, with the additions, the idea of a gable roof will be maintained throughout the development of the building, with the exception of a third slope on the access front of the SAPR building.

e) Demolition of interior partition walls and interior carpentry of the current rooms 103, 102, 101 and end of corridor 109.

f) Removal of closet door in room 110 and closing the gap with the same existing material, leaving the same wall finish throughout the room.

g) Removal of the existing countertop in the current room 103 with all its water, sewage and electrical connections.

h) Demolition of some doors. Some of them will be reused

i) Demolition of existing flooring in rooms 103,102 and 101

j) Relocate room 101, to be located between room 104 and the existing structural joint.

The floor will be finished with carpeting of similar characteristics to that existing in the rest of the building.

k) Removal of closet door in room 101 and the door of the access to the room 101 and closing the gap with the same existing material, leaving the same wall finish throughout the room.

l) Demolition of existing enclosures in areas to be expanded

m) Extend room 102 to 482 sf of floor space (44.79 m²). The structure will be built with reinforced concrete. The floor will be finished with carpet flooring. All the resulting room will have the same carpet, complying with the regulations (ETL) 07-4.

n) Construction of a full -length closet with sliding doors of the same material as the existing interior carpentry, in the new room 102

o) Extend room 103 to 355 sf of floor space (32.96 m²). The structure will be built with reinforced concrete. Execute in the new room 103 (Sacristy) a new granite countertop with stainless steel sink, installing the same existing electrical and water outlets, adding an electrical outlet for oven. The floor will be finished with carpet flooring.

All the resulting room will have the same carpet, complying with the regulations

(ETL) 07-4.

p) Create a communication space between the common areas of the chapel office area (building 109) and the new SAPR building. This space will be a vestibule or independent corridor with lockable access doors, allowing anonymity and privacy from the SAPR area.

q) Rooms102 and 103 resulting from the enlargement shall have the same type of covering on walls and ceilings,

r) The separation between the extended areas of rooms 102 and 103 will be made with a sliding partition wall, which meets the requirements of acoustic insulation.

3. To build the rooms that will be used for the SAPR, whose program consists of the following

a) The enclosure will meet all thermal and acoustic requirements.

b) The area occupied by the SAPR will be considered as another user different from the

Chapel, especially in terms of acoustic regulations.

c) In relation to the acoustical standards, all rooms in the SAPR building except for the storage room and the vestibule connecting to the church will be considered as separate units of use.

The waiting room, restroom and breakroom shall all be considered as one unit of use.

d) the roof will be built with the same constructive characteristics as the existing one, being a continuity of it.

e) A lifeline system will be installed that will cover the entire roof, covering the first floor of the chapel and all the additions that are objects of this project.

f) The entire SAPR building, as well as the addition to building 109, will be provided with the roof overhang following the aesthetics of the existing building, as well as the French drain, connecting it to the existing ditches or swale.

2.5. Mechanical Works for both, the modified are and new constructed area

a) Removal of affected mechanical installations.

b) Install interior sewer system for toilets, breakroom and/or kitchen areas.

c) Install interior plumbing system for potable and non-potable uses.

d) Provide plumbing/kitchen fixtures and accessories.

e) Provide exterior underground potable water service connecting to the nearest main utility line. Once finalized the project, there will be a single potable water service line feeding the building to cover the existing, modified and expanded areas.

f) Provide exterior underground non-potable water service connecting to the nearest main utility line. Once finalized the project, there will be a single non-potable water service line feeding the building to cover the existing, modified and expanded areas. The two existing water closets located in rooms 104 and 106 shall be connected to the new interior non-potable water pipe.

g) Provide exterior underground fire suppression service connecting to the nearest main utility lines in order to accommodate the new combined fire demand for the whole building. Once finalized the project, there will be a single firefighting water service line feeding the building to cover the existing, modified and expanded areas.

h) Provide exterior underground sanitary sewer services connecting to the nearest main utility lines.

i) Install Domestic Hot Water system as required.

j) Expand/upgrade/re-calculate the existing wet pipe fire sprinkler system in order to feed the modified and new constructed area. Modify the existing system as required in order to handle the new fire flow demand, including the water supply pipe, Double Check Valve Assembly, control valve, etc.

k) Install an independent HVAC system (VRF) to cover the modified and new areas.

Provide a Dedicated Outside Air System (DOAS) unit as required for ventilation of the different areas.

l) Modify and restore the exterior utilities affected by the building expansion, at a minimum, the lawn sprinkler system for irrigation.

2.6. Electrical Works

a) Disconnect and demolish electrical facilities to affected rooms

b) Check capability of existing electrical line for new facilities requirements from transformer vault #185. If not, install new feeding line from transformer vault #185 even its own protections. If not, install new feeding line from transformer vault #185 even its own protections.

c) Install from main panel board new feeder lines for new SAPR area, new HVAC, air renovation system and new secondary panel board for SAPR area in storage room.

d) Research possible upgrades on MDP in order to be able to service the new facilities, a power meter must be included in this electrical panel.

3. SITE AVAILABILITY:

3.1. The Contractor shall coordinate with the Contracting Officer or authorized representative for site visits with a minimum of ten (10) working days in advance. The attendance to the site visit prior to design phase commencement is mandatory.

3.2. The Contractor is responsible to investigate the site as needed to complete the project.

The Contractor shall follow all instructions to comply with the base access requirements.

4. PROJECT PHASING: The Contractor shall plan and execute all works in strict adherence to phase completion requirements provided by the Government below. The two general phases of the project shall be the Design Phase and the Construction Phase. One notice to proceed Awarded Contract (AC) shall be issued for the project (design and construction phases).

The design and construction phases below can be balanced, i.e.: if the Contractor completes the design faster, the remaining time can be used for construction; on the contrary, if the Contractor design is delayed, the construction period shall be shortened accordingly, so the overall project performance period shall be maintained at no extra cost to the Government in case that the Contractor needs to increase resources to accomplish the overall contract.

The construction phase shall consider the phasing plan required to perform works with minimum interferences to Base operations and security, including a Construction Phasing Plan, if needed.

PART 4 - DESIGN REQUIREMENTS

1. PROJECT DESIGN

1.1. The project design shall be performed by the Contractor or by an approved Architect- Engineering (A&E) firm hired by the Contractor for this contract. The design shall meet Spain, United States of America (US), regulations. The Contractor shall provide a comprehensive description of the project to be designed under this contract. The description of the project shall be prepared in sufficient detail to clearly describe all functional requirements and minimize design changes. During the progress of the work, the Contractor may expect changes in criteria within the general scope of the project and shall make necessary adjustments accordingly. The 35% design submission is intended to clarify and establish specific requirements of project.

1.2. The project submitted by the Contractor shall represent the best engineering solution possible providing a complete and usable installation. All work must be in accordance with current criteria, guides and specifications established by the Air Force (AF), US, and Spain regulations.

2. ARCHITECTURAL CRITERIA

2.1. The Architectural Compatibility Plan for Morón Air Base (see Attachment A) shall be followed to assure final design meets all architectural requirements. Attachment A is delivered with the intention to provide a good understanding of the architectural requirements of the Base and is delivered in a separate file.

3. ENVIRONMENTAL CRITERIA

3.1. The Integrated Natural Resources Management Plan for Morón Air Base (see Attachment B) and the Environmental Final Governing Standards (FGS) (see Attachment C) shall be followed to assure final design meets all environmental requirements. Both attachments are delivered with the intention to provide a good understanding of the environment requirements of the Base and are delivered in two separate files.

4. SERVICES. The design services to be performed and project documents to be provided to the Government shall include the following:

1. GIS/Topographical survey of the work area.

5. KICK-OFF MEETING: Before beginning the design and within 20 days of contract award, the Contractor shall review current criteria, guides and specifications, make a thorough study of conditions at the site and the requirements of the project. A kick-off meeting shall be held by the Contractor with the members of 496 Air Base Squadron (ABS) and Government representatives to clarify the functional requirements to be met and the scope of the Work (SoW). Any conflict shall be brought to the attention of the Contracting Officer. The expected outcomes of this meeting are:

1. Designate the project team, i.e., Contractor, A&E firm, if any, and all Base and Government representatives, involved in the project.

2. Achieve consensus from the project team on any issues and concerns with the Contractor's technical proposal and the user's functional requirements. Confirm the design is within the project budget.

3. Establish and explain criteria, policies and procedures for successful completion of the project.

4. Establish clear lines of communication and points of contact of the project team members.

5. Establish project design schedule and preliminary construction schedule, including the main

6. Discuss design milestones and events.

7. Establish clear expectations and schedules for facility turnover, providing asset management records, O & M submittals, and training of Government maintenance personnel.

8. Establish procedure for the Contractor's resolution to the comments provided by the project team.

6. DELIVERABLES: The submission requirements at the different design review milestones shall be as indicated below.

6.1. First Submittal (35% Design): This submission to the Contracting Officer or authorized representative shall be at approximately the 35 percent stage of the design completion (see requirements in the below table). The Contracting Office or its authorized representative shall provide the Contractor with the comments and corrections from the 35% design review package to be included in the second submission. All submitted documents shall be date stamped with the date of submission.

An incomplete submittal shall not be accepted.

6.2. Second Submittal (65% Design): This submission to the Contracting Officer or authorized representative shall be at approximately the 65 percent stage of the design completion (see requirements in the below table). The Contracting Office or its authorized representative shall provide the Contractor with the comments and corrections from the 65% design review package to be included in the third submission. All submitted documents shall be date stamped with the date of submission.

The second submission shall incorporate all comments of the first submittal and the response from the Contractor for the comments. An incomplete submittal shall not be accepted.

6.3. Third Submittal (95% Design). This submission to the Contracting Officer or authorized representative shall be at approximately the 95 percent stage of design completion (see requirements in the below table). This submission shall be essentially complete from engineering viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. The intent of this submission is to prevent premature time-consuming reviews of incomplete drawings and specifications. All submittal documents shall be date stamped with the date of submission. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed. The Contractor's name and the project title shall be shown, as well as A&E firm’s name, if any. Design data shall be clearly stated, and where unconventional design methods or formulas are employed, reference sources shall be cited.

Specifications for the third submission shall be complete, with all elements thoroughly checked and coordinated with the drawings and with sufficient detailed information to permit accurate construction of the project. The third submission shall incorporate all comments of the previous submissions and the response from the Contractor for the comments. Particular emphasis shall be placed on coordination of the different disciplines where parts of the design are subcontracted. The Contracting Office or its authorized representative shall provide the Contractor with the comments and corrections

6.4. Fourth Submittal (100% Design or Final Design): This submission to the Contracting Officer or authorized representative shall be the 100 percent stage of design completion (see requirements in the below table). This submission shall be complete from engineering viewpoint and shall include information in sufficient detail of all phases of the work to provide a complete technical submittal. All submitted documents shall be date stamped with the date of submission. An incomplete submittal shall not be accepted. Engineering calculations shall be legible, neatly arranged, bound and indexed. The Contractor's name and the project title shall be shown, as well as A&E firm’s name, if any. Design data shall be clearly stated and, where unconventional design methods or formulas are employed, reference sources shall be cited. The fourth submission shall incorporate all comments of the previous submissions and the response from the Contractor for the comments. Project drawings shall be final and complete with all elements thoroughly checked and coordinated. All elements of the work shall be properly coordinated to insure that there are no conflicts between all portions of the work. Drawings shall be prepared in order to avoid errors, omissions, inadequacies or conflicts with the specifications
