Technical Proposal Instructions
FA5575-25-B0004, DSN & CNS Chapel Addition
DEFINITIONS
As used in this solicitation/contract, the term "Government" shall refer to the "United States Government" unless express reference to a different named government is made.
1. STEP ONE OF TWO-STEP SEALED BIDDING INSTRUCTIONS
1.1. This requirement will be procured using FAR 14 and FAR 36, Sealed Bidding and Construction Contracts. The two-step sealed bidding method will be used.
Offerors must follow the instructions contained herein. Offerors are cautioned that noncompliance with the instructions of this technical proposal Request may result in their technical proposal being deemed ineligible for consideration.
1.2 Step One: Submission of technical proposal:
Offerors shall submit only one technical proposal containing all required submission requirements to meet the evaluation criteria. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror.
Offerors shall submit proposals that are acceptable without additional explanation or information.
The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted.
The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors.
A notice of unacceptability or acceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination. Offerors determined to have submitted an acceptable technical proposal will receive an invitation for bids and will be expected to submit their sealed priced bids within one or two weeks. A site visit may or may not be scheduled. The exact date and time of submission and bid opening date will be notified in the Invitation for bids.
1.3 Step Two: Submission of Sealed Priced bids if technical proposal determined acceptable by Contracting Officer.
Only those offerors that have submitted an acceptable technical proposal will proceed to Step Two and will receive an invitation for bids with instructions.
2. TECHNICAL PROPOSAL INSTRUCTIONS
2.1.1 Proposals shall be in the English language.
2.1.2. The Government is not responsible for any costs incurred or associated with preparation and submission of a technical proposal in response to this request. NO OFFEROR WILL BE
COMPENSATED FOR SUBMITTING A TECHNICAL PROPOSAL.
2.1.3. Any proposal which modifies or fails to conform to the essential requirements or specifications of, the request for technical proposals shall be considered nonresponsive and categorized as unacceptable.
2.1.4. If an offeror believes the requirements in these instructions contain an error, omission, ambiguities, or are otherwise unsound, the offeror shall immediately notify the Contract Officer in writing with supporting rationale no later than seven (7) calendar days after the request for technical proposal release date.
2.1.5. Technical Proposals must be sent by e-mail to all four members of the Contracting Construction Team (below) by 23 June 2025, no later than 10:00 hours local time.
It is the offerors responsibility to ensure that Contracting has received the proposal before the due date and time. Technical proposals delivered after the exact date and time for receipt of proposals will not be considered.

2.2 TECHNICAL PROPOSAL REQUIREMENTS AND EVALUATION CRITERIA
2.2.1 TECHNICAL REQUIREMENT NUMBER 1: ECONOMIC, FINANCIAL, SKILL
AND PROFESSIONAL SOLVENCY OF THE BIDDER
Submit the Classification Certificates detailed below.
Based on the Spanish Law 9/2017, Law of Public Sector Contracts, approved on 8 November 2017, the Bidder must hold the following current classification certificates issued by the Spanish "Registro Oficial de Licitadores y Empresas Clasificadas del Estado" of the "Ministerio de Hacienda y Administraciones Públicas". The submitted classification certificates must be original or a notarized copy.

This requirement is considered acceptable when all the classification certificates above are held by the offeror and have been submitted.
2.2.2. TECHNICAL REQUIREMENT NUMBER 2: WORK ACTIVITIES TO BE
PERFORMED BY THE BIDDER
Submit a document detailing the work activities to be carried out by the offeror.
Work Activities: The Offeror must identify the work activities to be performed by him.
The offeror shall include in his proposal the work activities to be carried out with its own organization, which shall be equivalent to at least 20 percent of the total work required by the Statement of Work.
This requirement is considered acceptable when offeror’s submission identifies the work activities to be performed directly by them add to at least 20% of the total work required to complete the project in accordance with the Statement of Work.
2.2.3. TECHNICAL REQUIREMENT NUMBER 3: BIDDER AND KEY
SUBCONTRACTOR AGREEMENT
Submit a Memorandum of Agreement between the Bidder and each Key Subcontractor, if any:
The Bidder must hold a memorandum of agreement between the Bidder and each key subcontractor, if any, establishing that the key subcontractor shall perform the work activity indicated on that memorandum of agreement if the contract is awarded to the Bidder. The memorandum of agreement has to be signed by the Bidder and the key subcontractor and shall be original or a notarized copy.
This requirement is considered acceptable when offeror submits Memorandum of Agreement signed by both parties when offeror is to perform less than 100% of the total work required to complete the project.
2.2.4. TECHNICAL REQUIREMENT NUMBER 4: A-E DESIGN CAPABILITIES
A-E Design Capabilities: The Bidder shall identify his proposed A-E design firm. The Bidder has to provide the capabilities of the A-E design firm demonstrating his experiences performing designs of projects of similar scope, physical size and dollar value. The experience information must be detailed sufficiently to allow the Government to ascertain that the Bidder has the capability to perform the required design.
This requirement is considered acceptable when offeror submits sufficient A-E design firm experience and capabilities to demonstrate capability to perform the required design.
