Project Title
Upgrade programmable logic controller (PLC) and supervisory control and data acquisition (SCADA) system
1.0 Purpose
System provides automated monitoring and control of the spring water delivery/processing system for the location’s three fish culture laboratories; it is in need of upgrading due to its advanced age and obsolete components.
2.0 Scope or Mission
The scope of this requirement is to upgrade or replace any and all obsolete hardware and software components of the location’s PLC/SCADA system with modern components to ensure that the system remains functional and serviceable, and to make it web-enabled for remote access and control. Please see section 4 (Background) for current system components and section 5 (Performance Objectives) for specific requirements.
3.0 Period and Place of Performance
Within 45 calendar days of contract award. 11861 Leetown Road, Kearneysville, WV 25430
4.0 Background
Current PLC/SCADA system, which is original to the location, was custom built circa 2001 and is GE-based. It is not serviceable and at risk of losing functionality in the event of an obsolete hardware failure. The current system consists of the main hub (PLC hardware and SCADA software) located in Room 113 along with satellite/slave components located throughout the campus (within 0.5 miles of the main hub) that are associated with the water delivery/processing system. To our knowledge, only the main hub components (PLC hardware and SCADA software) need to be upgraded at this time.
The main hub (Room 113) consists of the following hardware and software components:
• Two (2) Phoenix Contact 24V power supplies (Quint Power and Quint 5)
• One (1) Schneider Electric power supply switching relay
• One (1) General Purpose rectifier
• One (1) GE ACC400 CPU energy pack
• One (1) GE PSA140 power supply
• One (1) GE CPE305 programmable automation controller
• One (1) GE ETM001 ethernet module
• One (1) GE PNC001 profinet controller
• Four (4) Genius Bus Controllers
• One (1) Allen-Bradley power supply
• One (1) Allen-Bradley 1756-DH+/RIO communication interface module
• One (1) Allen-Bradley 1756-ENET ethernet/IP bridge module
• Proficy HMI SCADA Cimplicity 9.0
• Proficy Historian 4.5
The main hub is connected to nine (9) PLC slaves located throughout the campus which control eleven (11) variable frequency drives (VFDs), four (4) level sensors, three (3) water flow rate sensors, five (5) lead/lag pump controllers, and approximately fifteen (15) alarm points that tie into a Sensaphone remote monitoring/auto dialer system.
Collectively, this system maintains adequate spring (first use) and recirculated water flow rates to support the location’s fish culture systems by automatically adjusting pump speeds via VFD electric motors, maintaining adequate water holding sump levels, providing switching between primary and secondary water pumps, and monitoring flow rates, sump levels, and pump run status to alert users via alarm (Sensaphone) when abnormal conditions exist. The location uses approximately 600 gallons of spring (first use) water per minute and operates two (2) partial water recirculation systems that each recirculate approximately 500 gallons per minute.
5.0 Performance Objectives
The objectives of this requirement are to:
• Upgrade or replace any and all obsolete hardware and software components of the main hub (Room 113) listed in Section 4 (Background) with modern components to ensure that they remain functional and serviceable.
Existing project files must be preserved and transferred, or developed de novo, to ensure that, at minimum, current system functionality is maintained;
• Make upgraded system web-enabled to allow for remote access and control (the current system is not web-enabled);
• Upon completion of work, perform testing of all components to ensure that complete system functionality is maintained, and:
• Provide system overview (with schematic diagram/documentation) and basic operator training to a minimum of two (2) USDA system operators.
USDA will provide new PC (Dell) for vendor to configure software.
6.0 Deliverables / Schedule
Offeror to specify timeline for upgrade, testing, and training upon award of contract.
7.0 Operating Constraints
Work is to be completed during normal business hours (8:00 am to 4:30 pm, Monday through Friday, excluding federal holidays). As part of the location’s biosecurity protocol, access to Room 113 requires all visitors and contractors to wear USDA-provided disposable shoe/boot coverings.
