About this file

This is a Statement of Need for the procurement of one commercial-off-the-shelf (COTS) 2000-gallon double-wall aviation fuel trailer required by 20 CMS. The equipment must be new, completely assembled, and ready for immediate operation upon delivery. The trailer must be delivered to 558 Killian Ave, Shaw AFB, Building 1207, Sumter, SC 29152, no later than 365 days following contract award.

The salient characteristics specify a double-wall tank with stainless-steel primary construction and mild steel outer containment, minimum 7-gauge steel thickness, and minimum 2000-gallon capacity. The trailer must include minimum two internal stainless-steel baffles, a base coat primer with protective powder coat finish, and be fully DOT-approved for transporting JET-A/JP-8 fuel. Required components include aviation-grade hoses and fittings, a refuel/defuel pump, tank level gauge, leak detection gauge, 20-inch minimum hatch with vacuum/pressure vent and lockable fill cap, integrated fuel sump with spring-close valve, and an installed ball valve to isolate the tank. The trailer chassis must feature minimum 6-inch channel frame construction, achieve minimum 21,000 lbs GVWR, and be DOT-approved for public highway towing at full capacity. Dimensional variances are acceptable if they do not impact capacity or highway towing approval. Vendors quoting equivalent products must submit comprehensive specification sheets, product brochures, and technical documentation demonstrating compliance with all salient characteristics, with failure to provide sufficient documentation resulting in technical rejection. Standard commercial warranty for the trailer and all integrated components must be included with the quote.
