About this file

This is a Statement of Need for the procurement of one commercial-off-the-shelf (COTS) 2000-gallon double-wall aviation fuel trailer by 20 CMS. The trailer must be new, completely assembled, and ready for immediate operation upon delivery. The equipment must be delivered to Shaw Air Force Base, Building 1207, 558 Killian Ave, Sumter, SC 29152, within 90 calendar days following contract award. Delivery terms are FCA 20 CMS.

The trailer must meet or exceed specific salient characteristics across three categories. Tank and containment specifications require a minimum 2,000-gallon capacity with double-wall construction featuring a stainless-steel primary tank and mild steel outer containment vessel, minimum 7-gauge steel thickness, minimum two internal stainless-steel baffles, and an exterior base coat primer with protective powder coat paint finish. Aviation and fuel system components must be fully Department of Transportation (DOT) approved for JET-A/JP-8 transport and storage, include aviation-grade hoses, piping, and fittings, feature a pump capable of refueling and defueling aircraft, include a tank level gauge and leak detection gauge, a 20-inch minimum hatch with vacuum/pressure vent and lockable fill cap, an integrated fuel sump with spring-close valve, and an installed ball valve to isolate the tank. Trailer and chassis specifications require DOT approval for highway towing at full 2,000-gallon capacity, a minimum Gross Vehicle Weight Rating of 21,000 lbs, and a minimum 6-inch channel frame construction or equivalent strength. Dimensional variances are acceptable provided they do not impact the 2,000-gallon capacity or DOT highway towing approval. Vendors quoting equal products must submit comprehensive specification sheets, product brochures, and technical documentation demonstrating compliance with all salient characteristics, or their quotes may be deemed technically unacceptable. The vendor must provide standard commercial warranty terms with the quote.
