About this file
This is a Contractor Questions and Government Responses document for Air Force solicitation FA480326Q0114 regarding the procurement of a fuel trailer.
The government requires a fuel trailer with a minimum capacity of 2,000 gallons, though larger capacities up to 3,000 gallons are acceptable provided the gross weight rating does not exceed 21,000 GWR due to towing limitations. The trailer must be equipped with aircraft grounding and bonding cable reels, hoses no shorter than 50 feet to reach aircraft in hangars, and a filtration system. The unit must support both over-the-wing refueling and single-point refueling receptacle (SPR) operations for underwing refueling and defueling. The underwing refueling system must deliver output pressure of 50 PSI and include an underwing nozzle. Each vendor or company is limited to submitting a maximum of two quotes due to time and review constraints. Evaluation will prioritize lowest price followed by technical acceptability assessment prior to award decision.

Contractor Questions and Government Responses
Fuel Trailer
Question 1: What equipment, other than a pump and hoses, is needed on the unit?
Government Response: Aircraft grounding and bonding cable reels. Please note that the hoses should be no shorter than 50 ft to ensure the ability to reach the aircraft in hangers. We will also need a filtration system, if not already identified.
Question 2: Will the end user be fueling and defueling overwing or underwing?
Government Response: We will need the capability to refuel over the wing and to refuel/defuel through the use of a single point refueling receptacle (SPR).
Question 3: If underwing, what output pressure is needed on the pump and would there be a need for the underwing nozzle?
Government Response: We need an output pressure of 50 PSI. Yes, we need an underwing nozzle.
Question 4: Must the trailer only meet minimum constraints/characteristics outlined by the Statement of Need, or can a trailer for a larger amount (i.e. 3,000gal) with additional features be submitted?
Government Response: Yes, the trailer must meet the minimum requirement of 2000 Gal, any larger amount would be acceptable, although not preferable as our towing capacity is limited to
21,000 GWR
Question 5: Can multiple quotes be submitted for this solicitation?
Government Response: This will be limited to a max of two quotes per vendor/company due to time constraints and review process. Quotes will still be sorted by lowest price and reviewed for technical acceptability prior to any award decision.
