About this file
This document is a response to bidder questions submitted after the deadline for the State of Wisconsin Request for Bid No. NGNF1-DB for Natural Gas and Supply Management Services. The State of Wisconsin seeks qualified vendors to provide comprehensive natural gas supply and management services for state agencies and facilities statewide. The natural gas supply is to be delivered on a secondary firm basis, which is preferred, or on an interruptible basis if secondary firm service is unavailable. The State currently holds no firm transportation contracts on intrastate or interstate pipelines. Fixed basis pricing is required for a single one-year contract term. Questions were submitted after the initial due date of September 22, 2021.
The file addresses critical bidding procedural and technical clarifications. Regarding technical requirements, the State confirmed that there is an End-User Allocation Agreement between Northern Natural Gas, Southwest L&P, and the state for balancing services on the Northern Natural Gas system. Regarding submission requirements, the State clarified that original ink signatures are not mandatory; electronic signatures are acceptable, and bidders need not have executives submit original paper documents. Form DOA-3832 serves as the required original signed bid submission, satisfying the signature requirement outlined in the Bid Response Qualifications and Requirements section. No additional signature sheets beyond Form DOA-3832 are required for the qualification and requirements section.

State of Wisconsin Request for Bid No: NGNF1-DB, Natural Gas and Supply Management Services
Response to potential bidders’ questions, exceptions, additions, and clarifications Questions submitted after due date
9/22/2021
Questions (Q), Response (R)
Potential bidder #1:
Q1: To clarify… If the State is balancing on NNG, does Superior have an End Use Allocation Agreement
(an NNG specific agreement) between SWLP and NNG to actuate this balancing service. Or… are they just balancing on NNG according to the SWLP and NNG tariff, which is generally vague on this requirement whereby, as long as UWS does not cause harm to SWLP then SWLP does not charge additional imbalance costs other than what is outlined in the NNG tariff.
R1: Yes, there is an End-User Allocation Agreement with NN, SWL&P and the state.
Q2: Do you require original signatures on forms that make up the bid response to the State of WI RFB, meaning the original ink on the paper? In other words, it is true that I cannot have a Senior Executive in a different state email me the applicable forms with their signature and include that in my bid response? Also, how many signatures do expect to get back with each supplier’s proposal? I see that there is Form DOA – 3832 that needs to be signed. However, under Bid Response Qualifications and Requirements it states, “A response to each qualification and requirement listed shall be clearly checked and/or submitted as applicable and the sheet signed”. But I didn’t see any forms with signature lines as it relates to this section (Bidder Requirements and Qualifications). It also says that suppliers should submit an original signed Bid. Does Form DOA-3832 that needs to be signed accomplish this requirement of an original signed bid? As you can see, I’m confused about how many signatures you require from suppliers and if those signatures can be not the original ink on the paper.
R2: No No Yes, Form DOA-3832
