The RFB encompasses 45 state facilities across 12 geographic areas served by multiple local distribution companies and pipelines, with total forecasted usage of approximately 10.1 million dekatherms annually. All facilities have alternate fuel capability. Responses were due on September 27, 2021, at 2:00 PM Central Daylight Time, with an anticipated award date of October 10, 2021, and a contract start date of January 1, 2022. Vendors must include all costs to the city gate, including fuel, taxes, and vendor margin, with utility balancing, cash-out fees, and end-of-month pricing variances shown separately. The state does not guarantee minimum purchase quantities or amounts. Contractors must provide detailed itemized invoices, consolidated summary invoices, and monthly price confirmations. Vendor qualifications require a minimum of three years' experience in Wisconsin, submission of three to five client references, designated account management, 24/7 customer service availability, online account access, and emergency contact information. The RFB is open to all qualified vendors, with supplier diversity preferences for certified Minority-Owned Business Enterprises (MBEs) and Disabled Veteran-Owned Businesses (DVBs) receiving permissive five percent price preferences.
