About this file

This is a Preliminary Staff Report from Pinellas County Utilities detailing a new bid solicitation for the Keller Water Treatment Plant (WTP) 60" Valve Insertion and By-pass Project (PID005224A). The project involves installing a 60" valve and a 42" by-pass at the Keller WTP to improve emergency response capabilities for the North Pinellas County Water Service area. The current water transmission main lacks an in-line valve for emergency shutdowns, and this project will address that critical infrastructure limitation. The project is scheduled for fiscal years 2025-2026, with a total construction cost of $2.55 million.

The project will be funded through the Water Capital Improvement Program (CIP) Fund, with William Peters serving as the Project Manager/Construction Administrator and oversight from Susan Goebel-Canning (Planning & Project Management Division Director), Jeremy Waugh (Utilities Director), and Merry Celeste (Purchasing Director). The project aligns with the county's strategic plan objectives of maintaining resilient infrastructure, ensuring sustainable water management, and pursuing continuous improvement. The installation will enable emergency shutdown and pressure redirection for the water transmission system, enhancing the overall reliability of the water infrastructure in North Pinellas County.
