About this file
This document is a comprehensive Project Manual for a Pinellas County utility infrastructure project involving a 60" Keller Valve Insertion, prepared by Mead & Hunt, Inc. in May 2025. The project involves the installation of valve stops, two tapping sleeves with valves on a pipe, and a blow-off assembly for a bypass, with work to be completed within 480 calendar days. The project manual includes detailed technical specifications across multiple divisions, covering everything from general requirements and site access to specific utility installation procedures, materials specifications, testing protocols, and execution requirements.
The project is funded through Pinellas County and includes specific bid items with associated pricing, such as mobilization, pre-construction video documentation, survey layout, and various pipeline infrastructure components like steel pipe, ductile iron pipe, valves, fittings, and cathodic protection systems. The total project encompasses multiple bid items with specific technical requirements, including surface preparation, pipe installation, testing, and disinfection procedures. Contractors will be required to provide detailed submittals, follow strict installation guidelines, and adhere to comprehensive technical specifications that cover everything from material selection to final testing and documentation.

Items. No additional payment will be made therefore.
3. The Contractor shall provide and maintain such modern plant, tools, and equipment as may be necessary, in the opinion of the Engineer, to perform in a satisfactory and acceptable manner all the Work required by this Contract. Only equipment of established reputation and proven efficiency shall be used. The

C. Public Utility Installations and Structures:
1. Public utility installations and structures shall be understood to include all poles, tracks, pipes, wires, conduits, vaults, manholes, and all other appurtenances and facilities pertaining thereto whether owned or controlled by the Owner, other governmental bodies, or privately owned by individuals, firms, or corporations, 01 00 00-2 PCU-005224A used to serve the public with transportation, traffic control, gas, electricity, telephone, sewerage, drainage, water, or other public or private property which may be affected by the Work shall be deemed included hereunder.
2. The Contract Documents contain data relative to existing public utility installations and structures above and below the ground surface. These data are not guaranteed as to their completeness or accuracy and it is the responsibility of the

5. Where public utility installations of structures owned or controlled by the Owner or other governmental body are encountered during the course of the Work, and are not indicated on the Drawings or in the Specifications, and when, in the opinion of the Engineer, removal, relocation, replacement, or rebuilding is necessary to complete the Work under this Contract, such Work shall be accomplished by the utility having jurisdiction, or such Work may be ordered, in writing by the Engineer, for the Contractor to accomplish. If such work is accomplished by the utility having jurisdiction it will be carried out expeditiously, and the Contractor shall give full cooperation to permit the utility to complete the removal, relocation, replacement, or rebuilding as required. If such work is accomplished by the Contractor, it will be paid for as extra work as provided in the Agreement.
6. The Contractor shall, at all times in performance of the Work, employ acceptable methods and exercise reasonable care and skill so as to avoid unnecessary delay, injury, damage, or destruction of public utility installations and structures; and shall, at all times in the performance of the Work, avoid unnecessary interference with, or interruption of, public utility services, and shall cooperate fully with the owners thereof to that end.
