About this file

The document is a Notice of Proposed Sole Source Purchase (SSP 25_026) issued by the University of Southern Mississippi (USM), specifically for the university's police department. USM is seeking to procure a three-year contract with Axon Enterprise, Inc. for body-worn camera (BWC) equipment and associated software licenses, including an upgrade to Axon Body 4 cameras at no additional charge. The contract will cover various software components such as Axon Evidence 10GB, device connectivity licenses, performance licenses, Fusus License, Auto Transcribe, and Basic/ProLicense. The advertisement is scheduled for publication on 6/18 and 6/25, with objections to the sole source procurement to be submitted by July 7, 2025, at 8:00 AM CST.

The university has been using Axon body-worn cameras for twelve years and argues that Axon is the only provider capable of meeting their specific needs, with unique camera features and the only cloud storage option for their existing camera system. Through negotiations, USM claims the proposed three-year contract will save $2,717.85 compared to their previous contract, while providing camera upgrades at no cost and maintaining necessary service and storage capabilities. The procurement process allows for potential challenges to the sole source designation, with USM prepared to either withdraw the sole source request and pursue a competitive bid or appeal to the Public Procurement Review Board if no alternative sources are identified.
