About this file
This document is a business justification letter from the University of Southern Mississippi Police Department seeking a sole source procurement for an Axon camera system service agreement. The University Police Department proposes to enter into a three-year contract to acquire 47 upgraded body cameras and multi-bay docks, with cloud storage services. The contract will replace their existing twelve-year-old camera system, ensuring continued seamless video documentation and storage capabilities. The new agreement is set to commence in October 2025, providing enhanced body camera technology for officers patrolling on foot, in vehicles, on bicycles, and motorcycles.
The total contract value is $196,587.72, payable in three annual installments: an initial payment of $65,542.34 followed by two subsequent payments of $65,522.69. The service includes Evidence.com storage, Pro and Basic Evidence.com Licenses, and 47 cameras with associated hardware. Key justifications for the sole source procurement include the Axon system's unique features such as the standalone Evidence Transfer Module, cloud-based storage, and compatibility with their existing system. The department emphasizes the system's efficiency in video upload, accessibility, and data management, which saves officer time and provides critical evidence for court proceedings, complaint resolution, and training purposes.

Mr. Ronnie Taylor Procurement Specialist i-Tech
Dear Mr. Taylor, This letter is to provide a business justification for Sole Source Procurement of Axon camera system service agreement for the University Police Department.
The University Police Department has used the Axon Body camera systems over the past twelve-year period with great success. This camera system has been worn by officers while patrolling on foot, in vehicles and on bicycles and motorcycles. The cameras are simple to activate, provide sufficient battery life for an entire shift, and record wide-angle, high-quality audio and video.
All law enforcement agencies are facing an increased public expectation that body worn cameras will be available to officers. While UPD has had them available for the past twelve years, the current contract is set to expire in October of 2025 with the new contract going into effect at the same time to provide upgraded cameras and continue a seamless service of video storage.
The business needs for the sole source purchase are met by the unique characteristics of the Axon system. The most important features are the use of a standalone Evidence Transfer Module, the cloud-based storage and the ability to maintain compatibility with our existing system.
The Evidence Transfer Module allows the user to upload video simply by plugging the controller into the module. No computer is required, and the user need not spend any time managing the data. The end user simply inserts the controller and walks away. Eliminating the requirement of additional tasks is a significant savings in time and personnel that are unique to this system.
Cloud-based storage allows all video to be accessible anywhere. Guest users, such as prosecuting attorneys, can be granted access as determined by their level of need. Data issues such as security, audits of modifications, backup, etc. are managed in the cloud. Valuable officer time is saved by not having to provide these services at UPD, which is unique to this system.
The past twelve years of use has created a large database of stored video that has been used as required to provide proof in court, to resolve complaints and for training purposes. The existing user knowledge base and competency with the Axon system is unique to the Axon system.
The University Police Department proposes to enter into a three-year contract agreement that will provide 47 upgraded new body cameras and multi-bay docks, and service for cloud storage needed for the department. The total amount of the hardware/service agreement is $196,587.72 and will be payable in three yearly installments with the first one at $65,542.34 and all the remaining payments being $65,522.69 for which the department will receive access to:
· Evidence.com storage
· Pro Evidence.com License
· Basic Evidence.com License
· 47 cameras and hardware
Accordingly, I respectfully request the Axon camera system service agreement be approved for a Sole Source Procurement under the provisions of section 3. 109.02 of the Mississippi Procurement Manual of section 31-7-13 of the Mississippi Code.
