About this file

This is a Notice of Intent from the City of Altamonte Springs, Florida, regarding a sole/single source procurement for an outdoor pool deck resurfacing project at the Westmonte Recreation Center. The city intends to waive the standard solicitation process and approve Classic Marcite, Inc. as the sole source vendor for the second and final phase of the pool deck resurfacing, with a project value of $155,790. The response deadline is set for 4:30 p.m. on Thursday, October 3, 2024, during which interested vendors can submit alternative solutions that potentially overcome the sole source justification.

The sole source justification stems from Classic Marcite's proprietary pool deck surface product, which has demonstrated superior performance through previous testing and application. The original surface material proved inadequate for the aquatic environment, causing deterioration, cracking, and safety issues with small sharp particles entering the pool and filtration system. Classic Marcite's product has been successfully tested in a high-traffic area of the pool deck two years ago and applied around the entire pool perimeter last year, proving its durability under demanding conditions of foot traffic, chlorinated water, weather elements, and routine cleaning. The city is seeking to complete the final phase of the project using this specifically developed surface material.

The City of Altamonte Springs intends to waive the solicitation process and approve Classic Marcite, Inc.

as a sole source vendor for the use of the pool deck surface product developed by Classic Marcite, Inc.

for the second and final phase of the pool deck resurfacing project at Westmonte Recreation Center’s outdoor pool. The responses must be submitted and posted online no later than 4:30 p.m. on Thursday, October 3, 2024.

MEMORANDUM

Date: September 17, 2024 To: Frank Martz, City Manager Via: Ryan Thompson, Director of Leisure Services From: Neida Hernandez, Recreation Division Manager CC: Roxana Siaca, Procurement Division Manager Re: Single/Sole Source Request – Outdoor Pool Deck Resurfacing

This memo serves to provide sole source justification for the use of the pool deck surface product developed by Classic Marcite, Inc. for the second and final phase of the pool deck resurfacing project at Westmonte Recreation Center’s outdoor pool, in the amount of $155,790.

As previously outlined, the product mixture and application of the original surface material utilized during the renovation have proven inadequate for the aquatic environment, resulting in deterioration and cracking of the material. These issues have caused small, sharp particles to enter the pool and filtration system, impacting functionality, aesthetics, and user safety.

Classic Marcite, Inc. employs a proprietary formula, which was successfully tested in a high-traffic area of the pool deck approximately two years ago. Additionally, this product was applied around the entire perimeter of the outdoor pool last year, demonstrated its durability under the demanding conditions of foot traffic, chlorinated pool water, weather elements, and routine cleaning.

Given the performance of this product and its proven suitability for our needs, we are requesting approval to continue using Classic Marcite, Inc. as the sole source vendor for the completion of this final phase of the project.

Thank you for your attention to this matter.
