This is an Invitation for Bid (IFB) issued by the State of North Dakota Procurement Office for the printing of IFTA (International Fuel Tax Agreement) decals for the North Dakota Department of Transportation. The solicitation number is SRC000480, with a procurement officer designated as Steve Lippert. The bid response deadline is November 6, 2026, at 1:00 PM, with electronic submission required through the NDBuys online procurement system. The contract period will run from January 1, 2027, through December 31, 2027, with options to extend for one additional 12-month period and renew for up to two additional one-year periods upon mutual written agreement. Bidders must submit representative samples of the IFTA decals in one of the specified colors at no cost to the state by the bid response deadline. The solicitation requires bids for four line items totaling 21,500 sets of decals: Item 1 (18,000 sets), Item 2 (2,000 sets), Item 3 (1,000 sets), and Item 4 (500 sets), with delivery required within 45 days of order receipt to the North Dakota DOT in Bismarck.

The bidding is conducted on an "all or none" basis, with award made to the lowest-priced responsible bidder meeting all specifications and requirements. Bidders must provide both unit prices per set and total prices for each line item. The decals must be manufactured using 3M Validation Security Sheeting Reflective Film Series 5470 or an equivalent material, with bidders using equivalent materials required to submit Material Safety Data Sheets, product specification sheets, and material samples demonstrating equivalency. Each decal set consists of two identical 3" x 3" decals on a continuous backing sheet (6" x 3" total), serial numbered consecutively in black ink with no missing numbers, and packaged in uniformly sized cartons containing 1,000 decals. Pricing shall be firm-fixed for the first 180 days of the contract, after which price adjustments may be requested with supporting documentation. Delivery is F.O.B. destination with freight included in the bid price, and payment is typically made within 30 days of delivery and invoice receipt. North Dakota printing preference applies under N.D.C.C. 46-02-15, though out-of-state bids are accepted; in case of tied bids, preference is given first to North Dakota vendors, then to approved vendors on the State Supplier List.
