About this file

This is a specification document for tennis court resurfacing and equipment installation prepared by the City of Palo Alto's Community Services Department for Invitation for Bids (IFB) #197312. The project encompasses comprehensive resurfacing work at two municipal tennis court locations: Hopkins (three courts requiring 2-inch asphalt overlay with crack repair, acrylic resurfacing, and striping) and Hoover (two courts requiring crack repair, acrylic resurfacing, asphalt apron replacement, and striping). The scope includes site preparation, traffic control, sediment and erosion management, removal and disposal of existing equipment, replacement of asphalt pathways totaling approximately 260 linear feet at Hopkins and 4-foot by 2-foot apron replacement at Hoover, installation of new tennis posts (Har-Tru Advantage Round External Wind Posts), nets (Edwards 40LS Tennis Net), benches (HAR-TRU Multi-purpose Bench), and fence and irrigation repairs as needed. All surfacing materials must be supplied by California Products Corporation using the Plexipave System with ITF Category 2 pace classification. Bids are due electronically through the City's OpenGov portal by 3:00 p.m. on May 13, 2026, with project commencement anticipated May 18, 2026, and completion required by December 31, 2026. Questions regarding specifications must be submitted by 3:00 p.m. on April 22, 2026.

Bidders must be California-licensed Class A contractors in good standing with the California Department of Industrial Relations and authorized applicators of the California Products Corporation Plexipave System with American Sports Builders Association (ASBA) builder membership. A one-year warranty covering materials and workmanship is required, with bid bonds equal to 10 percent of the aggregate bid required for bids exceeding $25,000 and performance and payment surety bonds equal to 100 percent of the contract sum due within ten business days of award. The project is subject to California prevailing wage requirements under Labor Code Sections 1720 et seq., and liquidated damages are assessed at $1,050 per day for failure to meet the completion deadline. Bidders must submit completed questionnaires with company information, business history, relevant project references from the past three years, management staff details, California Contractor's License information, DIR registration number, and certifications of non-collusion. No specific budget range is disclosed; however, the substantial scope of work at two multi-court locations indicates a project value likely exceeding the $25,000 bid security threshold.
