A. Quality-Assurance Services: Activities, actions, and procedures performed before and during execution of the Work to guard against defects and deficiencies and substantiate that proposed construction will comply with requirements.
B. Quality-Control Services: Tests, inspections, procedures, and related actions during and after execution of the Work to evaluate that actual products incorporated into the Work and completed construction comply with requirements.
C. Mockups: Full-size physical assemblies that are constructed on-site either as freestanding temporary built elements or as part of permanent construction.
PART 2 - PRODUCTS (NOT USED)
PART 3 - EXECUTION
3.1 QUALITY ASSURANCE
A. Delegated Design Services: For products and systems assigned to Contractor to be designed and certified by Contractor's design professional to be in compliance with performance and design criteria.
B. Qualifications:
1. Contractor's quality-control personnel.
2. Manufacturer.
3. Fabricator.
4. Installer.
5. Professional engineer performing delegated design services.
6. Specialists.
7. Testing agency.
8. Manufacturer's technical representative.
9. Factory-authorized service representative.
C. The Contractor shall require that the manufacturer’s technical representative visit the site two days at the beginning, one day in the middle and at the end of the project.
QUALITY REQUIREMENTS 01 4000 - 2
1. The technical representative advises the Contractor and COR concerning the effectiveness and acceptability of the Contractor’s proposed and implemented method of welds.
2. The technical representative, Contractor and COR shall test all the welds. All welds shall be tested for continuity by running a rounding edge screwdriver along the membrane joints after cooling. Any discontinuities shall be re-welded.
Positive evidence of good welding is characterized by an uninterrupted extrusion of melted black material from the joint.
3. The COR, shall require the Contractor to sample the welded seams by cutting two-inch wide cross-section samples of the welded seams. Correct welds will display failure from shearing of the membrane prior to separation of the weld. The
Contractor at no additional charge to the FAA shall patch each test cut. Expect to test at least twice at each seam completed that day.
4. The technical representative shall confirm that the finished product will receive the specified manufacturer’s warranty; and send a copy of their site visit report to the COR.
5. The technical representative inspects the roof just before installation of the walkway to assure the roof is watertight. All welds shall be tested and sampled for continuity weld.
D. Mockups: For each form of construction and finish required, using materials indicated for the completed Work.
1. The Contractor shall conduct fastener pullout tests in accordance with the latest revision of the APRE/ANSI Fastener Pullout Standard to help verify condition of deck/substrate and to confirm expected pullout values.
2. A minimum of 3 seam test samples, each approximately 1 inch wide, must be taken on a daily basis by the Roofing Contractor. Samples should be taken at the start of each days welding, when welder stops for break, and when starting back up after lunch breaks.
a. Allow the membrane to cool off after hot-air welding. The sample is taken by cutting out a cross-section of the seam approximately one-inch wide by eight inches long with the seam in the center.
b. Using Vice-Grips or pliers, pull the seam apart. The seam is considered acceptable when the top membrane separates within itself.
c. Repair the sample area by hot-air welding a patch that is at least 3 inches larger than the opening in all directions.
3. Demolish and remove mockups when directed unless otherwise indicated.
4. Retesting/Reinspecting: Regardless of whether original tests or inspections were
Contractor's responsibility, provide quality-control services, including retesting and reinspecting, for construction that replaced Work that failed to comply with the Contract Documents.
E. A water test must be performed on all drains. The day before the test, the Contractor must plug the drains and flood them with water. Enough water to completely cover the
QUALITY REQUIREMENTS 01 4000 - 3
drain. COR attending the test will inspect the underside of the deck below the drains for leakage upon his arrival the next day. The test must take place for a minimum of 16 hours. The water over the drains can then be released. If there is a leakage, the source must be determined and corrected immediately.
F. Repair and Protection: Contractor's responsibility, regardless of the assignment of responsibility for quality-control services.
3.2 QUALITY CONTROL
A. All products delivered to the job site shall be in the original unopened containers or wrappings bearing all seals and approvals.
B. Handle all materials to prevent damage. Place all materials on pallets and fully protect form moisture.
C. Membrane rolls shall be stored lying down on pallets and fully protected from the weather with clean canvas tarpaulins. Unvented polyethylene tarpaulins are not accepted due to the accumulation of moisture beneath the tarpaulin in certain weather conditions, which may affect the ease of membrane weld ability.
D. All adhesives shall be stored at temperatures between 40 degrees F and 80 degrees F.
E. All flammable materials shall be stored in a cool, dry area away from sparks and open flames. Follow precautions outlined on containers or supplied by material manufacturer.
F. All materials which are determined to be damaged, by the COR or Roofing
Manufacturer, are to be removed from the job site and replaced at no cost to the FAA.
3.3 JOB CONDITIONS
A. Roofing Manufacturer materials may be installed under certain adverse weather conditions but only after consultation with Roofing Manufacturer, as installation time and system integrity may be affected.
B. Only as much of the new roofing as can be made watertight each day, including all flashing and detail work, shall be installed. All seams shall be cleaned and heat welded before leaving the job site each day.
C. All work shall be scheduled and executed without exposing the interior building areas to the effects of inclement weather. The existing building and its contents shall be protected against all risks.
D. All surfaces to receive new insulation, membrane, or flashings shall be dry. Should surface moisture occur, the Contractor shall provide the necessary equipment to dry the surface prior to application.
QUALITY REQUIREMENTS 01 4000 - 4
E. Uninterrupted waterstops shall be installed at the end of each day’s work and shall be completely removed before proceeding with the next day’s work. Waterstops shall not emit dangerous or unsafe fumes and shall not remain in contact with the finished roof as the installation progresses. Contaminated membrane shall be replaced at no cost to the
FAA.
F. Arrange work sequence to avoid use of newly constructed roofing as a walking surface or for equipment movement and storage. Where such access is absolutely required, the
Contractor shall provide all necessary protection and barriers to segregate the work area and to prevent damage to adjacent areas. A substantial protection layer consisting of plywood over Sarnafelt or plywood over insulation board shall be provided for all new and existing roof areas that receive rooftop traffic during construction.
G. Prior to and during application, all dirt, debris, and dust shall be removed from surfaces either by vacuuming, sweeping, blowing with compressed air and/or similar methods.
H. All roofing, insulation, flashings and metal work removed during construction shall be immediately taken off site to a dumping area authorized to receive such materials.
Hazardous materials, such as materials containing asbestos, are to be removed and disposed of in strict accordance with applicable City, State and Federal requirements.
I. All new roofing waste material (i.e., scrap roof membrane, empty cans of adhesive) shall be removed from the site by the Contractor and properly transported to a legal dumping area authorized to receive such material.
J. All rooftop contamination that is anticipated or that is occurring shall be reported to
Roofing Manufacturer to determine the corrective steps to be taken.
3.4 NOTIFICATION OF NONCOMPLIANCE
A. The COR/RE will notify the Contractor of any detected noncompliance with the foregoing requirements. The Contractor must take immediate corrective action after receipt of such notice. Such notice, when delivered to the Contractor at the work site, must be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the RE may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders must be made the subject of claim for extension of time or for excess costs or damages by the Contractor.
