Federal Aviation Administration Boston Infrastructure Engineering, (AJW-2E15L), 11 Murphy Drive Nashua, New Hampshire, 03062.
C. Construction Contract Administration: An FAA Contracting Officer will administer this contract.
D. Construction Manager: This contract will be field managed by an FAA / Contracting
Officers Representative (COR).
E . The project includes those elements indicated and specified in the contract documents including, but not limited to the following:
(The information below is for information only and is not presented in a required order of precedence.)
1. The VOR facility will be shut down for the duration of construction. The Contractor is expected minimize the VOR facility outage by maintaining schedule. The work is expected to take 45 calendar days.
2. The FAA will remove the existing VOR transmit antennas, TACAN/DME cables (inside the teepee) and the VOR monitor antennas (“mailboxes”) along the edge of the roof.
Remaining (cable) connectors shall remain taped and protected for the duration of construction.
3. The Contractor shall protect all electronic equipment inside the VOR shelter for the duration of the project. Install a 6 mil plastic covering wrap over electronic equipment cabinets to protect from moisture and dust.
4. The Contractor shall preserve and protect VORTAC components removed from the roof.
With FAA assistance, the Contractor shall remove the stacked VORTAC components from atop the structure so roof rehabilitation may commence. The (800 lb.) TACAN is located at the top of the stack (see Contract drawings) and shall be removed first, followed by the (300 lb.) TACAN collar and finally the (800 lb.) VOR cone (or teepee) which rests on the roof. The teepee is (relatively fragile) so the collar shall be removed while teepee is still attached to the roof. Mutually acceptable FAA/Contractor dates for the VORTAC picks shall be coordinated through the FAA COR and agreed on at the Pre-Construction Meeting.
5. The GFM teepee delivery and old teepee pickup shall take place via one truck on the same day. This will require teepee storage at the Contractors staging area. The Contractor shall supply dunnage/cribbing to secure the Tacan, the Tacan collar, and VOR tee pee while they are being stored on site. The contractor shall provide a means to secure the equipment to prevent it from blowing over while in storage.
6. At minimum, the Contractor shall provide a crane, crane operator, a 60’ Gene man lift and eight hours of labor for each “crane operation” day.
7. Actual sequence of work is the Contractor’s preference, but crane operation days will include one or a combination of the following events:
SUMMARY OF WORK 01 10 00 - 3
(i) Removing the existing VORTAC antenna components from the roof
(ii) Removing the refurbished VOR tee pee from (GFM) supplier’s trailer
(iii) Installing the refurbished VOR tee pee, TACAN collar and TACAN to the roof.
(iv) Loading the existing VOR tee pee on to supplier’s trailer.
(v) Installing/removing the VORTAC components from (Contractor supplied) cribbing on site.
8. The FAA COR shall identify the north monitor bracket for the Contractor to create an offset for re-establishment of the north monitor bracket location. After an offset for the north bracket has been established by an Registered Land Surveyor (RLS) the Contractor shall remove the 16 monitor brackets (and associated hardware) from the roof perimeter.
9. Remove ground brackets, hangers, grounding system leads and ladder support lags from the roof and soffit areas. Secure grounding system leads (down conductors) out of the way, preserve and protected for reattachment.
10. Remove the existing roof overlay of existing roofing material and associated flashings down to (but not including) the panelized metal roofing. The existing roof overlay to be removed includes single ply membrane (PVC) roofing, fiber board, mastic impregnated roofing felt, edge flashing, vertical edge fascia and other associated roof materials.
Preserve soffit and building fascia.
11. Remove all dirt, chalking, debris and any other foreign matter from the metal deck in preparation for rehabilitation work.
12. Remove metal panelized roofing as necessary to replace all rotted and/or damaged 2 x 6 tongue and grove wood decking. Replace T&G deck with pressure treated wood, dimensionally similar material to the material being replaced.
13. Cut radius and install 2 x planks at the roof perimeter along the underside of the existing deck so as to provide a 3” nailer and blocking for the roof edge strip, ladder support and GFM monitor support assemblies.
14. A Registered Land Surveyor (RLS) shall re-establish the north bracket location from the offset previously placed. From the centerline of the north bracket, layout the 16 new (GFM) monitor antenna support assemblies (brackets) at 22.5° intervals/segments.
15. For installation new monitor antenna support assemblies, dual studs anchors (see Monitor
Antenna Support Assembly drawing) will require installation first. To install the Contractor shall carefully unfasten (disassemble if necessary) and lift the panelized roof system at the perimeter to access the wood deck at the edge for anchor installation.
Refastened and repair roof after anchor installation. Do not tighten anchor nuts until soffits have been reinstalled.
16. Replace as necessary all rotted and/or damaged panelized metal roofing. Metal panelized roofing may be patched with fully soldered sheets of terned stainless steel manufactured by Spangler Industries (or equal) or 20 oz. copper sheets no greater than 16 sq. ft. in area.
Prepare areas to be soldered with wire brush to assure a metal to metal soldered joint. See Division 7, Thermal and Moisture Protection.
SUMMARY OF WORK 01 10 00 - 4
17. Install copper ground plates (see Grounding Details drawing) and bond to (existing) down conductors as shown on Contract drawings.
18. Cut insulation application access panels in all ceiling areas above conditioned building space.
19. Provide COR 48 hour minimum notice prior to power washing substrate. Power wash entire surface with minimum pressure as prescribed by the elastomeric roofing manufacturer. Remove all dirt, chalking, debris and any other foreign matter. Provide for water to be transported to the site as needed. The power wash will also serve as a water test of the substrate. Use a minimum of 250 gallons and test entire area outside the VOR enclosure footprint. The wood deck underside shall be inspected for water intrusion and the topside panelized substrate for significant ponding.
20. Prior to application of the elastomeric roof system the COR shall approve the substrate.
Install an elastomeric fluid applied overlay to the panelized metal roof. At a minimum the system shall consist of a fluid base coat, a reinforcing fabric laid into the basecoat and a topcoat-weathering surface (Truco or equal).
