About this file

This is a specification document for a Request for Statements of Qualification (RFQC #22-036) issued by the City of Sandy Springs, Georgia, for traffic signal, ITS (Intelligent Transportation Systems), and fiber maintenance, repair, and installation services. The City operates a traffic management infrastructure consisting of 132 traffic signals, 17 flashing beacons, 43 miles of fiber communications infrastructure, 119 uninterrupted power supplies, and 95 CCTV cameras. The selected contractor must provide daily maintenance and repair services from 7:00 AM to 6:00 PM, Monday through Friday (excluding city-observed holidays), with two two-person crews and one project manager, along with seven-day, 52-week-per-year on-call emergency response with a maximum two-hour response time and an anticipated 12 call-outs per month. The contractor must supply a minimum of two 45-foot bucket trucks, one service pickup truck, concrete saws for loop detector installation, and fiber-splicing capability. Responses were due February 28, 2022, at 2:00 PM EST via the Bonfire Interactive portal, with questions due by February 17, 2022, at 5:00 PM. The contract term is one year with four one-year renewal options, commencing July 1, 2022.

The contractor must maintain current Georgia Department of Transportation prequalification in work classes 647 (Traffic Signal Installation) and 935 (Fiber Optic System), and the project manager must hold IMSA Traffic Signal Field Technician Level III certification with a minimum of ten years of signal maintenance and construction experience; crew leaders must hold minimum Level II IMSA certification with three years of experience. Insurance requirements include Commercial General Liability ($1,000,000 each occurrence/$3,000,000 aggregate), Employer's Liability ($3,000,000 per accident), Automobile Liability ($1,000,000), and Umbrella coverage ($3,000,000). The City manages work orders through Central Square Lucity EAM and anticipates approximately 100 locates per year. Office space with restrooms must be provided, though not necessarily within Sandy Springs city limits, and maintenance vehicles must display the City logo and call center telephone number. The City budget for the contract was to be established in June 2022, and pre-qualification decisions were anticipated in March 2022, following a two-phase process with selected contractors invited to submit formal bids in phase two.
