About this file

This Questions & Answers file pertains to a Request for Statements of Qualification (RFQC #22-036) issued by the City of Sandy Springs, Georgia for traffic signal, ITS, and fiber maintenance, repair, and installation services. The procurement seeks qualified contractors to provide daily maintenance and repair services from 7:00 AM to 6:00 PM Monday through Friday, as well as on-call emergency response with a maximum two-hour response time seven days per week, 52 weeks per year. The City operates an advanced traffic management system comprising 132 traffic signals, 17 flashing beacons, 43 miles of fiber communications infrastructure, 119 uninterrupted power supplies, and 95 CCTV cameras. The contractor must supply a minimum of two 45-foot bucket trucks, one service pickup truck, concrete saws for loop detector installation, and fiber-splicing capability. The deadline for submitting responses is February 28, 2022 at 2:00 PM EST via the Bonfire Interactive portal, with questions due by February 17, 2022 at 5:00 PM. The contract term is one year with four one-year renewal options, commencing July 1, 2022, following a two-phase pre-qualification and bidding process with pre-qualification decisions anticipated in March 2022.

Contractors must maintain current Georgia Department of Transportation prequalification in work classes 647 and 935, and the project manager must hold IMSA Traffic Signal Field Technician Level III certification with a minimum of ten years of experience. The contractor must provide four signal/ITS maintenance technicians daily, with crew leaders holding minimum Level II IMSA certification and three years of experience, as well as office space with restrooms. Insurance requirements include Commercial General Liability ($1,000,000 each occurrence/$3,000,000 aggregate), Employer's Liability ($3,000,000 per accident), Automobile Liability ($1,000,000), and Umbrella coverage ($3,000,000). The City budget for the contract will be established in June 2022 and will be based on the City's management of approximately 100 locates per year through the Central Square Lucity EAM system, with anticipated emergency call-outs of approximately 12 per month.

QUESTIOINS & ANSWERS I

1. Question: RFP documents state that the resulting contract will be for a one-year period, with the option to extend the contract for four additional one year terms as agreed upon by all parties.

Typically, commissary service contracts are for an initial period of 3 years with the option to extend after the initial contract period allowing for the amortization of capital expenses over a longer period of time. In order to receive more beneficial offers, would the County be open to vendors submitting proposals for an initial contract period of 3 years instead of 1 year?

ANSWER: Yes, we are open to a 3-year initial contract.

2. Question: How many vending machines is the County interested in obtaining? Answer: The County jail does not currently have vending machines. We are interested in trying machine in the inmate workforce dorms with the potential to expand later.

3. Question: The RFP document states "It is the goal of the Floyd County Jail to contract these services out to a private firm. For the right to provide these services, the firm would pay the Floyd County Sheriff an agreed upon percentage of gross sales." Typically, commission is paid on all sales less taxes and non-commissionable items like postal items and indigent kits. Can you please clarify what is meant by gross sales? Answer: Commission is typically assessed on total sales, minus sales tax percentage, postal items and items determined to be on the indigent kit/packages.

4. Question: The bid price submission form states commission percentage should be (paid based on usage not collected). Can you please clarify what is meant by that? Answer: If for any reason an inmate were to have an uncollected balance. The company would be responsible for collection and the County Jail would be due any commissions that are to be paid.
