About this file
This Special Provisions document outlines the contract requirements for the City of Napa's Soscol Avenue Rehabilitation Project (Project No. 33ST26PW12), a construction project in California. The Notice to Proceed is expected to be issued in Summer 2026, with sealed bids due by Wednesday, May 6, 2026, at 3:00 pm via electronic submission through the City's procurement portal. A pre-construction conference will be held following contract execution, at which the contractor must present an on-site superintendent with 24-hour contact information, key project personnel details, staging plans that minimize impacts to residents and businesses, traffic control plans signed by a licensed traffic engineer, a baseline schedule, a breakdown of lump sum bid items, a submittal schedule with material suppliers, and coordination plans with affected utility owners. The contractor is required to use Procore, a project tracking platform, for all requests for information and submittals, with a minimum of seven calendar days allowed for the Engineer's review plus transit time.
The contract compensation is structured as a lump sum price that includes full costs for mobilization, control of materials, control of work, construction staking and surveying, water pollution control, progress scheduling, and all related labor, materials, tools, and equipment. The contractor bears all costs associated with landscape replacement of damaged plants and trees, monument replacement if destroyed during construction, disposal of materials outside the public right-of-way with required grading permits, and construction water fees through a City-supplied hydrant meter. The contractor is responsible for obtaining all necessary approvals from public agencies, complying with California Department of Transportation standards for signing and delineation materials, and maintaining an Erosion and Sediment Control Plan. Standard working hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding legal holidays, though nighttime paving operations between 8:00 p.m. and 6:00 a.m. are required at specified intersections to minimize traffic impacts, with all requests for extended or weekend work requiring Engineer approval at least five working days in advance.
