About this file
This file is Appendix E of the Title VI Assurances, a nondiscrimination compliance document issued under US Department of Transportation Order 1050.2A, applicable to the City of Napa's Soscol Avenue Rehabilitation Project in California. The document outlines the contractor's obligations to comply with federal nondiscrimination statutes and authorities throughout contract performance. The contractor, including its assignees and successors in interest, must adhere to these requirements as a condition of contract execution. The project is subject to a sealed bid process with submissions due by Wednesday, May 6, 2026, at 3:00 pm through the City of Napa's electronic procurement portal.
The assurances mandate contractor compliance with comprehensive nondiscrimination authorities including Title VI of the Civil Rights Act of 1964 (race, color, national origin); the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970; the Federal-Aid Highway Act of 1973 (sex discrimination); Section 504 of the Rehabilitation Act of 1973 (disability); the Age Discrimination Act of 1975; the Airport and Airway Improvement Act of 1982; the Americans with Disabilities Act Titles II and III; Executive Orders 12898 and 13166 (environmental justice and limited English proficiency access); and Title IX of the Education Amendments of 1972 (sex discrimination in education). These requirements apply to all contractor programs and activities, whether federally funded or not, and require contractors to take reasonable steps to ensure meaningful access for persons with limited English proficiency and to avoid programs with disproportionately adverse effects on minority and low-income populations.
