About this file

This is Amendment 0002 to a Defense Logistics Agency (DLA) Energy solicitation SPE60526R0218 for fuel delivery services.

The amendment extends the proposal closing date from September 28, 2026, to November 4, 2026, at 9:00 AM Fort Belvoir, Virginia local time. It adds supplemental guidance specifying that quantity variations are limited to a 10% increase or 10% decrease, permitted only when caused by loading, shipping, packing conditions, or manufacturing allowances. Two Quality Assurance Provisions (QAPs) are deleted from Attachment D: QAP E1 (Contractor Inspection Responsibilities, April 2024) and QAP E40.01 (Material Inspection and Receiving Report for Bulk Fuel/Direct Delivery Aviation Fuel). The amendment also provides DLA Energy's responses to eight vendor inquiries addressing: direct site visit coordination procedures for DFSP Guam and DFSP Andersen, confirmation of operational receiving pumps at delivery locations, fuel specification exception request procedures for DS2 and MUR fuels, clarification on "applicable established price" definitions under FAR 52.216-2, price adjustment documentation requirements, confirmation that Schedule A Item 0003 (Tinian delivery site) may require future amendments, confirmation that Schedule A Item 0008's tank truck with pump and meter requirement is mandatory and cannot be omitted, and confirmation that all other provisions remain unchanged. Attachment D containing the Quality Assurance Provisions E-QAPs is referenced as the updated attachment.

DLA Energy Responses to Vendor Inquiries:

1.May vendors contact the designated site POCs directly to coordinate site visits, or must these visits be arranged through the Contracting Officer? Please advise of any required approvals or installation access procedures.

DLA Energy Response: Yes, vendors may contact directly to set up site visits.

•DFSP Guam: You may be asked to complete a Naval Base Access Request Form. Liaison’s contact information will be shared after award. The liaison will coordinate with the NBG Visitor Control Center (VCC).

•DFSP Andersen: Coordinate through Andersen AFB Visitor Center. POL area access will be completed through the Fuel Service Center.

2.Please confirm if each delivery location has operational receiving pumps available.

DLA Energy Response: Yes, operational receiving pumps are available at the delivery location.

3.Fuel Specifications –

Will DLA consider below spec limits for DS2:

i.Distillation (90% Recovery) at 360°C Max instead of 338 under ASTM D975.

ii.Total Aromatics: 12% min, 35 %max (by mass). This should still comply with 35% max volume as per ATM D975 a.Will DLA consider below spec limits for MUR:

i.Max Sulfur Content at 80 ppm wt vs ASTM requirement of 10ppm wt under ASTM D4184

DLA Energy Response: Vendors must submit an exception request if they cannot meet the QAP requirements. Technical acceptability determinations will not be made until after the solicitation proposal period closes. Include all required information in your proposal and whatever additional information you deem necessary to justify why the Government should consider waving or adjusting the fuel specification requirements.

4.Please clarify the definition of "applicable established price" and what pricing elements are included for purposes of contract price adjustments under FAR 52.216-2

DLA Energy Response: Please refer to FAR 52.216-2(a)(1)-(2) for the definition of “established price.”

5.Please clarify the requirements and supporting documentation necessary to request a price adjustment under FAR 52.216-2.

DLA Energy Response: Requests for price adjustments do not fall under FAR 52.216-2. No documentation is needed for this clause. For claims, please refer to DFARS 252.243-7002 Requests for Equitable Adjustment.

6.Please confirm whether the contractor's "applicable established price" for purposes of FAR 52.216-2 includes both the MOPS benchmark and the applicable market premium. If so, please clarify what documentation is required to substantiate increases in the market premium component and whether changes in premium alone constitute a valid trigger for an economic price adjustment.

DLA Energy Response: This clause allows the price of standard goods in a fixed-price contract with economic price adjustment to go up or down based on changes in the established catalog or market prices. The Government has set forth which escalators will be used for each CLIN, and therefore, assuming the Contractor agrees to use the escalators proposed by the Government, the Contractor will not be required to report price changes in the market.

7.In reference to Schedule A, Item:0003, for the Tinian delivery site: Will this also require MUR fuel?

DLA Energy Response: Any additional requirements will be added by amendment in the future.

8.In reference to Schedule A, Item: 0008, mode of delivery to this location is listed as tank truck with pump and meter. Is this meter a specific requirement or can this be omitted?

DLA Energy Response: The requirement for a Tank Truck with Pump and Meter was an explicit delivery condition the customer requested for this location and cannot be omitted.

9.Except as provided in this Amendment, all other provisions and terms of Solicitation SPE605-26-R-0218 remain unchanged.
