2. CQAPs: C1.02 GENERALIZED TECHNICAL GUIDANCE (MAR 2025) has been added to the CQAP package for this solicitation.

3. Alternate Escalators are not being accepted for this solicitation. Please use the escalator that has been provided.

4. Line item 0356 is being deleted from the solicitation as the requirement is no longer needed.

9. The escalator and base reference price for CLIN 0368 is being updated to reflect the requirement of MUR with 0 ethanol. The escalator will be updated to AXXIS NORFOLK VA UNL Clr Avg, the base reference price is $2.4195, and the base reference date is 4/21/25.

10. The delivery mode for line item 0007 and line item 0165 have been updated from Tank Truck w/ Pump to Tank Wagon.

C. Offeror questions regarding the solicitation:

Question #1: On the "Turn In Checklist" it asks for truck picture, year, make, model and vin number. We use common carriers so there is no way for us to honestly give you this information as different trucks deliver on different days and there is no way to provide accurate information to answer this question. Can we please ignore this part of the checklist as it is unobtainable?

Response: Providing a sample of the information is sufficient with regards to the vin #s and license plates.

Question #2: None of the socio economic questions seem to be included in the Solicitation. (e.g., Hub Zone, Woman Owned Business, etc.) It does not matter to me, but I wanted to make sure it was not accidently left out of your bid request. Questions about that stuff are usually included in these bid information requests.

Response: Socio Economic categories would have been identified in response to the RFI and Sources Sought that went out before the solicitation.

Question #3: In the past you have accepted terminal bills of lading in place of metered tickets from truck equipment for TT and TTWP delivery modes. Will this substitution still be allowed for the new contract?

Response: Please refer to Determination of Invoice Quantity on page 28.

Question #4: Previous solicitations included clause F1.01-1 Delivery Conditions for Transport Trucks, Trucks and Trailers, and Tank Wagons with the following 5,200-gallon minimum transport truck delivery:

This new solicitation does not include that language about 5,200 gallons minimum. Will that still be acceptable? If not, what will the new minimum be?

Response: This is still in the solicitation see page 27. Additionally, a note has been added to the solicitation regarding the 5,200-gallon minimum. See page 4, #19.

Question #5: This solicitation has added a requirement of providing truck license number, VIN number, and pictures of the trucks to be used. This could be hundreds of different trucks for all these locations. Instead of submitting this with the solicitation, could you consider only requesting these documents from the awarded vendor and only for sites specifically requesting these documents? That could help save lots of time for all vendors and allow the submittal to be more concise for pricing comparisons.

Response: Providing a sample of the information is sufficient with regards to the vin#s and license plates is sufficient

Question #6: CLIN 0368 in NC states the product code as MUR but the line-item narrative specifies they require non-ethanol gasoline. Should the product code be updated to EFR (Gasoline, Ethanol Free Regular Unleaded)?

Response: DLA Energy has confirmed that the customer’s requirement is MUR with 0 ethanol. Due to system limitations, the product code will remain unchanged. However, the escalator will be updated to AXXIS NORFOLK VA UNL Clr Avg, the base reference price is $2.4195, and the base reference date is 4/21/25.

Question #7: CLIN 0007 & 0165 in AL state in the narrative an adapted is needed for small fitting but has the delivery mode listed as TTWP. Should these be updated to have a delivery mode of TW?

Response: DLA Energy has confirmed that the delivery mode for CLINs 0007 and 0165 is inaccurate. The mode will be

updated to TW for both CLINs.

Question #8: In regard to the specifications required for the trucking component, we had discussed in the pre-solicitation meeting that providing direct evidence of our current capabilities and past performance as a DLA Energy broker for the past 5 years would be sufficient to lend credence to our bid. In the solicitation it indicates that vin #'s, Driver names and licenses, etc. are required as part of the bid. As a national carrier, that data can change depending on capacity and ordering cycles for the bases. While we can provide some data on current carriers and company owned assets, for the most part, those would likely not be the exact trucks and/or trailers dispatched on any given order. My question is, should we provide a detailed example of our past performance that is pertinent to the trucking component, and would that be sufficient to make certain that our bid is not diminished due to not wanting to provide data that is not ultimately reliable based on the above?

Response: Providing a sample of the information is sufficient with regards to the vin #s and license plates is sufficient. Past performance will be pulled by the team via the systems provided in the solicitation
