ATTACHMENT X – QUESTION RESPONSES
1. Is the DLA open to passing through GRT/PUCA charges for the legal entities requesting it this way?
DLA Energy Response: This would be considered an exception, please include in your proposal.
2. Regarding NASA CLIN 0015 – will the DLA accept suppliers billing congestion as a pass-through line item since it does not specify in the RFP
DLA Energy Response: This would be considered an exception, please include in your proposal.
3. Attachment I- Installation Data Sheet, tab 0015 NASA Projctn shows 11 accounts and column D indicates which product; however, tab 0015 NASA JSC has an additional account (1008901000181570011100). Please confirm if suppliers should use those eleven accounts or we should include the additional one?
DLA Energy Response: Please refer to Amendment 0002, Item 5.
4. Can the DLA please confirm the requested bandwidth swing percentages for each CLIN number? Specifically, in relation to paragraph 108.01 – we see the language around 10% but it is not clear to us what is the requested swing for the other groups are – It just states “bandwidth calculations shall be on an installation basis for all remaining CLINs.”
DLA Energy Response: The bandwidth clause is applicable to all CLINs except for CLINs 0001, 0002, 0008, 0009, 0010, 0011, 0012, CLIN 0015 ESID numbers 1008901000183000017100, 1008901000181570011100, 1008901023813685220103, and 1008901023809429370100; and CLIN 0020. In other words, I801.01 is applicable to all accounts solicited on a Firm-Fixed-Price basis and is not applicable to those accounts that are to be priced in accordance with B19.47 or B802. The 10% bandwidth defined in I801.01, Paragraph (a) shall be constant for all CLINs / accounts subject to the requirements of I801.01.
Please note that offerors may submit prices based on the Requirements clause (I84.02) (Load Following) alone or in conjunction with the Bandwith clause (I801.01) contained in this solicitation. Both prices will be evaluated on an equal basis.
5. Will the DLA provide a signed LOA (Letter of Authorization) for each of the listed entities in the various TDSPs included in the RFP?
DLA Energy Response: A Letter of Authorization will be provided after the Offeror Due Date as defined in Block 8 of the Standard Form 1449 to each offeor that has submitted a valid and timely proposal.
6. While usage data was provided it was for the kwh only and kw demand was not given. We need the kw demand for each location as well as 15 minute interval data. The LOA will provide all data necessary to provide accurate pricing.
DLA Energy Response: Please see response to Question 5 above. Offerors a Letter of Authorization will be provided to permit offerors to obtain any additional usage data that may be required.
7. Also, please state if the DLA can provide any analysis that shows the impact of Covid-19 to the volumes in March thru July 2020.
DLA Energy Response: The Government is not aware of any impact to the usage volumes for the period from March 2020 through July 2020 as a result of Covid-19. DLA Energy will continue to coordinate with the installations covered by this solicitation and will amend the solicitation accordingly should an impact on the volumes detailed in the Installation Data Sheet be identified.
8. SUPPLIER can also normalize the consumption with the additional detail provided by the load histories available through the LOA’s.
DLA Energy Response: Please see response to Question 5 above.
9. Does the DLA have and be willing to provide the detailed usage, kW demand, LF info and 15-minute interval data on IDR meters?
DLA Energy Response: Please see response to Question 5 above.
10. Please provide Attachment II: Experience with End Users that is mentioned in the RFP on page 32. It is not currently posted on SAM.gov.
DLA Energy Response: Attachment II – Experience with End Users has been posted to BetaSAM.
11. Page 10, (b) – How is this transaction fee to be billed to the customer? Will it be bundled into the adder or unbundled?
DLA Energy Response: This question appears to relate to C800, Paragraph (b). As a general term, and excluding the use of the term in I801.01, ‘adder’ can be used to describe the Transaction Fee as defined in B802, the Supply Service Fee, defined in B19.47, or the Retail Adder defined in I821 of this solicitation. As applicable, any Transaction Fee, Supply Service Fee, or Retail Adder shall be billed as a separate line item on the invoice. Please refer to Amendment 0002, Item 3.
12. Page 12, #7 – Not all TDSP “pass through” charges have a usage and/or rate associated with them on the invoice. Those charges will show description and charge on the invoices only.
DLA Energy Response: This is an exception to the terms and conditions of the solicitation and should be submitted with your proposal for further consideration.
13. Page 12, #8 – Transmission loss information will be under the meter section, but not directly associated with all the line items related to #1 – 7.
DLA Energy Response: This is an exception to the terms and conditions of the solicitation and should be submitted with your proposal for further consideration.
14. Page 13, CLIN 002 Dyess AFB – The metered usage is not adjusted for losses in ERCOT. Is the request to send this data to the customer although it doesn’t impact billing? If so, in what format and in what method?
DLA Energy Response: In accordance with B802, Paragraph (a), the metered load for CLIN 0002 Dyess AFB shall be increased for: the current Transmission Line Losses to the same Load Zone calculated in a manner consistent with the methodologies defined by ERCOT and applicable transmission line loss factors posted by ERCOT, and distribution line losses using the current distribution line loss factors for the voltage level at which the account receives services as posted by ERCOT. In support of this requirement, and as a requirement under CLIN 0002, C800, Paragraph (b) states that the metered interval usage for CLIN 0002 be grossed up for line losses on a 15-minute basis and provided in addition to the non-line loss adjusted interval usage.
15. Page 13, CLIN 0005 Nasa Columbia Scientific #3 – Does this mean that in the event of payments being withheld by the customer, we’d need to make a separate request for the payment beyond sending a corrected invoice?
DLA Energy Response: Correct.
16. Page 14, CLIN 0015 Nasa JSC #5 – Does this mean the customer wants four validation spreadsheets showing the settlements between the block and index loads for four sites that will have a purchased block load?
DLA Energy Response: The spreadsheet must detail the settlement between the block and index volumes on an individual account basis and not in aggregate. Separate spreadsheets contained within a single Excel Workbook is acceptable.
17. Page 15, (e) – Monthly interval data throughout the term of the contract – is this being requested to be provided only when asked.
DLA Energy Response: It appears this question relates to C800, Paragraph (e) Record Keeping. Unless otherwise required elsewhere in the solicitation, the information referenced in this paragraph shall be provided upon request to DLA Energy or to any party designated by DLA Energy as authorized to request this data. Specific to interval data (for those accounts with an interval meter), the Contractor shall be prepared to provide this data on a monthly basis throughout the entire delivery term of any resultant contract if so requested by DLA Energy or any party designated by DLA Energy.
18. Page 29 – Will there be energy bandwidth settlement in play for CLIN 0005, CLIN 0007, and some of the CLIN 0015 Nasa JSC sites as opposed to all of them? If so, what are the bandwidth percentages?
DLA Energy Response: Please refer to Question 4 above.
