About this file
This is a Request for Proposal (RFP) for Alongside Aircraft Refueling (AAR) fuel services at Maks Army Airfield (AAF), Louisiana, issued by the Defense Logistics Agency (DLA) Energy. The Government seeks to award two firm fixed-price contracts for Contractor-Owned, Contractor-Operated (COCO) fuel storage and management services over a nine-year period consisting of a four-year base period (September 1, 2026 through August 31, 2030), a five-year option period (September 1, 2030 through August 31, 2035), and a six-month extension option (September 1, 2035 through February 29, 2036). The solicitation number is SPE603-26-R-0514, with an offer due date of April 30, 2026 at 11:00 AM Eastern Time. A mandatory pre-proposal conference is scheduled for April 15, 2026, with written questions due by April 15, 2026 at 11:00 AM. The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, and pricing is submitted on a monthly use charge (MUCG) basis for 48 months (base), 60 months (option), and 6 months (extension).
The contractor must provide safe and efficient receipt, storage, transfer, issue, and accounting of Defense-Wide Working Capital Fund (DWWCF)-owned petroleum products; operate and maintain contractor-furnished facilities, equipment, and systems; perform preventive and corrective maintenance on all facilities and equipment; conduct spill prevention and response operations; ensure environmental and safety compliance; provide 24/7 operational support; and manage quality control and inventory accuracy. Staffing, operations, maintenance, and contractor-furnished facilities are evaluated as Acceptable/Unacceptable technical factors. Past performance is evaluated based on recent and relevant contract experience, and price evaluation uses a lowest-price technically acceptable approach with a 10% price evaluation preference for qualified HUBZone small business firms. The contractor must comply with all applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses, including Service Contract Labor Standards, cybersecurity requirements (NIST SP 800-171), anti-terrorism training, and various representations and certifications related to business conduct, ethics, and compliance.
