Naval Air Station (NAS) Jacksonville, FL (Solicitation SPE603-25-R-0508)
Vendor questions due by 9/9/2025
(The Government’s response(s) to questions are bold and italicized)
Solicitation questions:
1. Can we get a copy of the presentation that was discussed during the pre-proposal conference? It wasn’t posted on www.sam.gov.
The PowerPoint slides for the NAS Jacksonville, FL preproposal conference are attached to Amendment 0002 (See Attachment II).
2. Is the maximum page limit on the technical proposal 80 pages or 75 pages?
In accordance with Addendum to FAR 52.212-1 Instructions to OƯerors of the solicitation, the maximum page limit for the technical proposal is 75 pages.
Pre-Proposal slide 26 was corrected from 80 pages to 75 (See Amendment 0002, Attachment II).
3. Reference Pre-proposal slides presentation. Page number count for Volume 1 – Technical Proposal is 80 pages, however solicitation document states 75 pages.
Please clarify.
In accordance with Addendum to FAR 52.212-1 Instructions to OƯerors of the solicitation, the maximum page limit for the technical proposal is 75 pages. The Pre-Proposal slide 26 was corrected from 80 pages to 75 (See Amendment 0002, Attachment II).
4. To assist with transition planning, if the Government receives compliant proposals by the submission due date that can meet the required 1 December start date, does the Government anticipate awarding on the current schedule, or should oƯerors anticipate an extension that shifts the award timeline?
The Government cannot provide definitive guarantees about future procurement actions. While it's possible the Government might extend the award timeline, the key takeaway is to prepare for the current schedule while remaining vigilant for any oƯicial updates from the Government.
5. Questions related to the Incumbent Contractor:
a. Please confirm the name of the incumbent contractor and the associated contract number for NAS Jacksonville fuel operations.
United Paradyne Corporation, contract number SPE60015C5000.
b. Will the incumbent be required to cooperate with transition activities (e.g., workforce data sharing, vacation liability reconciliation, equipment turnover) per
FAR 52.237-3?
In addition to FAR 52.237-3 CONTINUITY OF SERVICES (JAN 1991) of the solicitation, please also refer to the Performance Work Statement (PWS), C-1.4, Contract Turnover.
c. Will incumbent CBA agreements remain in effect and be provided to the awardee prior to start of performance?
The current CBA was provided as Attachment V of solicitation SPE60325R0508, which was published August 14, 2025. This procurement is subject to the Service Contract Act (SCA); therefore, the awardee is required to pay the incumbent contractor's employees at least the wages and fringe benefits (including those outlined in the CBA) that are determined by the Department of Labor to be prevailing in the area.
6. We request clarification regarding the current solicitation. After a review of the provided Collective Bargaining Agreement (CBA), we noted there is no listed position or wage rate for the Fuel Distribution System Mechanic (FDSM) role. Given that the solicitation references the requirement for an FDSM, will you please confirm whether the Government intends to amend the solicitation to include an area wage determination (AWD) for the FDSM position in accordance with the applicable Department of Labor standards?
See Amendment 0003, Attachment B, Wage Determination (WD) 2015-4539.
7. Transition / Payroll
a. During the 10-day transition/turnover period, are the payroll costs for incoming contractor staff who shadow the incumbent workforce reimbursable (mobilization CLIN), or should these costs be assumed to be borne by the incoming contractor?
In a firm-fixed-price contract, the contractor is generally responsible for all costs to perform the contract, including turnover. Turnover activities are considered part of the normal "start-up" costs for performing the contract, and the contractor is expected to factor those into their initial proposal. Please refer to the solicitation, SECTION B – SUPPLIES OR SERVICES AND PRICES OR
COSTS, “All costs associated with performing required services, including any startup costs, shall be included in the total price of” CLIN 0001 and CLIN 0002.
b. Given the biweekly payroll cycle and Net 30–45 payment terms in WAWF, will the Government consider any mobilization payment, advance funding, or other mechanism to offset the initial payroll gap before the first invoice is processed?
In accordance with FAR 32.202-1 Policy, the Government may consider use of commercial advance payment if it determines it is in the Government’s best interest. A contractor must request advance payment in writing, and if authorized, commercial advance payments shall not exceed 15 percent of the contract price.
c. If there are mid-year CBA wage-determination increases or required shift differential adjustments, should those be handled via REA or must they be pre-loaded into the base contract price?
This is a fixed-price price contract and since the CBA existed before the contract award, it is generally expected the contractor to consider the CBA terms (including planned increases) into their proposed price. The contractor should anticipate potential wage increases (including CBA-driven increases) and include them in their proposed price. Shift differentials can be subject to wage determinations, and if so, they should be factored into a contractor’s proposed price as well. Please refer to the solicitation, SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS, “All costs associated with performing required services, including any startup costs, shall be included in the total price of” CLIN 0001 and CLIN 0002.
Please also refer to FAR 52.222-41(c)(3).
