About this file

This document is Amendment 0004 to solicitation SPE603-25-R-0507, issued by DLA Energy Bulk Petroleum Services for contractor-owned, contractor-operated (COCO) bulk petroleum storage services at the Port of Fujairah, United Arab Emirates. The amendment revises the Price Proposal Form (PPF) for Line Item 0002 to extend the option period from four years to five years (August 1, 2029 – July 31, 2034). The base period remains four years (August 1, 2025 – July 31, 2029) under Line Item 0001.

The storage requirements include 440,000 barrels of Fuel Naval Distillate Grade F76 and 325,000 barrels of Aviation Turbine Fuel Grade JP5/F44 during the base period, with expanded capacity during the option period to 540,000 barrels of F76, 1,063,000 barrels of JP5/F44, and 360,000 barrels of Jet-A/F24. Pricing is firm-fixed and includes monthly use charges, annual storage charges, and initial/final shipment prices, with all costs including startup expenses incorporated into the total line item prices. The amendment also deletes five FAR employment-related clauses per Executive Order 11246 and replaces FAR 52-212-5 with the October 2025 version, incorporating updated federal acquisition regulations and compliance requirements. Contractor signature is required, with one copy to be returned to the issuing office.
