About this file
This document is an amendment to the solicitation for Contractor-Owned, Contractor Operated (COCO) fuel storage services in the Arabian Gulf area. The amendment provides clarifications to several questions received from offerors:
-
The solicitation requires all storage to be at a single location. The Port of Fujairah is not an acceptable location as it is outside the defined area of consideration.
-
The requirement is for two tanks per product, with each tank meeting the minimum receiving and shipping requirements. One large tank will not suffice.
-
Offerors may use a subcontractor to fulfill the ownership and operational requirements, but the prime contractor remains solely responsible for contract performance.
-
The area of consideration is limited to Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates. Locations in Oman will not be considered.

SPE60324R0507 - 0002
This amendment 0002 is hereby issued to answer the following questions received in response to the solicitation:
1. We understand that solicitation as DLA is seeking one single location to perform this operation, is that correct?
DLA Energy Response: Correct, all storage must be at a single location.
2. What is considered an acceptable geographic location to best provide the services DLA requires? Can you tell us if the Port of Fujairah is considered within the acceptable geographic range for the purposes of the solicitation?
DLA Energy Response: Fujairah is not acceptable as it is not located within the area of consideration which can be found in section 1.2 of the Performance Work Statement (PWS).
3. Requirement for F76 is 465,000 BBLs, we have 1 tank with a Fill + pipeline capacity of 500,246 BBLs, will this 1 tank suffice for the requirement? As per the solicitation each product should have a minimum of 2 tanks, if this is a mandatory requirement, we can offer another tank of 12,822 BBLs (fill + pipeline). So for F76, capacity will be 500,246 + 12,822 which totals 513,068 BBLs for 2 tanks. Please advice if the 1 tank of 500,246 BBLs meet your requirement.”
DLA Energy Response: No, one tank will not suffice. The requirement is for two tanks as stated in PWS section 1.3.1.
The successful offer must demonstrate their ability to meet the requirements within the PWS. If the offer is only for 2 tanks and one of the tanks is out of service, the remaining tank must meet the receiving requirement (PWS section 1.8) and shipping requirement (PWS section 1.9).
4. We realize Technical/Management Evaluation Sub-factor 1 states the Area of Consideration to be along the Arabian Gulf, littoral south that includes Kuwait, Saudi Arabia, Bahrain, Qatar, and the United Arab Emirates. But would DLA Energy consider a facility located in Oman, just south of the Strait of Hormuz?
DLA Energy Response: DLA Energy will not consider a facility located in Oman as it is outside the area of consideration.
5. We are considering engaging in subcontractor to own and operate the bulk storage and handling facilities specified under the contract. I would like to confirm if it is acceptable for a subcontractor, rather than the prime contractor, to fulfill the ownership and operational requirements outlined for the contractor-owned, contractor-operated (COCO) services? Please advise if this arrangement is permissible under the terms of the contract or if further documentation is needed for this approach?
DLA Energy Response: It is acceptable for a subcontractor to fulfill the ownership and operational requirements of the COCO storage services but the prime contractor will need to confirm it is solely responsible for contract performance and the performance of its subcontractor. Both the prime and subcontractor must meet and adhere to the requirements in the solicitation and performance work statement.
