Encl: (1) Tank Details
(2) Summary of Commercial Standard Inspection Cycles for Aboveground and Underground Storage Tanks
(3) Summary of Applicable State Requirements for Aboveground and Underground Storage Tanks
1. Purpose. To provide a Tank Management Plan (TMP) in accordance with reference (a).
2. Limitations. The information in this document is limited to storage tanks that:
a. Are considered real property;
b. Hold Defense Logistics Agency (DLA)-owned Defense Working Capital Fund fuel; and
c. Are operated by Naval Supply Systems Command (NAVSUP).
3. Listing of all Storage Tanks. Enclosure (1) includes a list of all storage tanks at the Installation, subject to the limitations of paragraph 2.
4. Regulatory Requirements and Inspection / Repair Standards.
a. NAVSUP applies current commercial standards, references (b) through (d), to the inspection and repair of storage tanks. The requirements of these standards are supplemented to include results from prior inspections and any more stringent requirements from host-nation, federal, state, TANK MANAGEMENT PLAN: NAWS Point Mugu (PTM) and local regulations. Inspection and repair standards are applied as follows:
(1) Large field-erected aboveground storage tanks (ASTs), typically those with capacities greater than 36,000 gallons, are inspected and repaired in accordance with reference (b).
(2) Smaller shop-fabricated ASTs, typically those with capacities less than 36,000 gallons, are inspected and repaired in accordance with reference (c).
(3) Fiberglass reinforced plastic (FRP) ASTs are inspected in accordance with reference (d).
(4) While references (b) through (d) apply specifically to ASTs, NAVSUP applies the same codes to underground storage tanks (USTs) to the greatest extent practical.
(5) Reference (f) defines additional requirements for returning storage tanks to service.
(6) Many states require that internal tank linings of USTs must be inspected every five years. Here, linings are interpreted to cover thick-film liners typically 20 – 120 mils thick and reinforced with glass flakes, fibers, or mats.
b. Enclosure (1) lists the applicable inspection and repair standard for each storage tank.
5. Plan of Action for Achieving and Maintaining Compliance. In order to achieve and maintain compliance through monitoring, testing, inspection, removal, repair, retrofit, and replacement of storage tanks, NAVSUP follows the requirements of references (b) through (e), applying any more stringent requirements from host-nation, federal, state, and local regulations. The general plan involves:
a. Each site maintains Standard Operating Procedures (SOPs) for tank operations, including a requirement for routine periodic in-house inspections monthly, at a minimum. Most tanks are also equipped with Automatic Tank Gauging (ATG) systems that continually monitor the tank inventory and alarm if an unexpected situation is encountered.
b. Storage tank systems requiring routine / periodic maintenance and repair are tracked individually and maintained / repaired as required.
c. Formal inspections and repairs are handled as follows:
(1) At least two years prior to a tank’s next inspection cycle, the NAVSUP Energy Office engages with DLA Energy to secure funding for the next inspection and repair action.
(2) DLA Energy engages with their selected Execution Agent (EA), typically the Naval Facilities Engineering Command (NAVFAC), Air Force Civil Engineering Center (AFCEC) or U.S.
Army Corps of Engineers (USACE), to provided contracted inspection and repair services. The EA develops a tank-specific inspection and repair performance work statement that captures all requirements from the applicable commercial code, prior inspection and repair activities, historical tank records, and host-nation, federal, state, and local regulations. Once contracted, the tank is removed from NAVSUP operational control and does not return to operational status until mandatory inspection and repair activities are complete.
(3) Tanks are returned to service in accordance with reference (f).
d. If an issue is identified at any point between formal inspection cycles, the site removes the tank from service and works with the NAVSUP Energy Office and DLA Energy to identify and rectify the deficiency on an emergent basis.
6. Testing, Inspection, Maintenance, and Repair Schedules.
a. Storage tanks receive routine periodic in-house inspections monthly, at a minimum, in accordance with site SOPs.
b. Enclosure (1) lists the next formal out-of-service (internal) inspection and in-service (external) inspection due dates for each storage tank. These dates are derived from prior inspection and repair activities, commercial standard inspection cycles summarized in Enclosure (2), and any more stringent requirements from host-nation, federal, state, or local regulations summarized in Enclosure (3). In accordance with reference (f), mandatory repairs that are identified during inspection must be performed prior to returning the tank to service.
7. Compliance Inspection Records. Tank records are maintained at the site, typically in the fuels operations building. These records include copies of past inspection reports and repair completion reports, as applicable.
8. Update Periodicity. This Tank Management Plan will be updated annually at a minimum.

These dates are derived from prior inspection and repair activities, commercial standard inspection reference (f), mandatory repairs that are identified during inspection must be performed prior to returning the tank to service.
7. Compliance Inspection Records. Tank records are maintained at the site, typically in the fuels operations building. These records include copies of past inspection reports and repair completion reports, as applicable.
8. Update Periodicity. This Tank Management Plan will be updated annually at a minimum.
9. Point of Contact. Direct any questions regarding technical content of this Tank Management Plan to:
