Amendment 0009 under solicitation SPE603-18-R-0504 is hereby issued to answer offeror questions received under the solicitation.
A. Questions and Answers:
1. Question: Reference Appendix AF (3) Workload Information, the table shows that 1 truck can be on-loaded for bulk deliveries i.e. DFSP to DFSP. Please confirm the Contractor is responsible for loading a tank truck for delivery to other DFSPs and if applicable, please provide the frequency.
DLA Energy Response 1: Contractor does not load tank trucks, other than the government owned refueling units (R-11) and the Diesel refuelers (C-300/C-301).
2. Question: Reference Appendix AF (3) Workload Information, please clarify if the average 4 fillstands per shift are JP-5 or JP-8. Our understanding is that JP-8 is not issued to fillstands at bulk storage; rather JP-8 is transferred to operational hydrants and the fillstands are for JP-5, which is delivered to Government refueling trucks.
DLA Energy Response 2: Appendix AF (3) is referring to 4 JP-5 fillstands per shift.
3. Question: Reference Appendix AF (3) Workload Information, the table shows approximately 5 JP-5 receipts per month – please confirm if these occur as single receipts on 5 separate days, or multiple deliveries on the same day (or days).
DLA Energy Response 3: Most receipts are single loads, but do occasionally have 2 receipts per day/occurrence.
4. Question: Reference Appendix AF (3) Workload Information, the table shows tank truck deliveries require escort;
however, during the site visit we were briefed that no escorts are required. Please confirm whether escorts are required or not.
DLA Energy Response 4: Escorts from the main gate to the Fuels yard are not needed. Once trucks arrive to the Fuels Yard, they are now the contractors responsibility to escort for unloading.
5. Question: Reference Appendix AF (3) Workload Information, the table indicates approximately 80 hrs. of overtime were performed per year. Please clarify the following:
a. Are the work hours/days listed in Appendix AF the same as the current contract?
DLA Energy Response 5a: No, the new Appendix AF is stating that the duty hours go to 2300 hours during the work week.
The updated Appendix AF is reflected in Amendment 0005. ' b.Were the OT hours performed as extended hours M-F, or were they worked on weekends when the facility was normally not staffed?
DLA Energy Response 5b: OT hours were performed on weekends only.
c.Are the two exercises mentioned (annual Ex Cope North & bi-annual Ex Valiant Shield) the sole causes of the OT, and are they expected to continue with the same frequency for the duration of the new contract?
DLA Energy Response 5c: Yes
6. Question: Please provide the average duration of fuel transfer operations
DLA Energy Response 6: 2 hours
7. Question: Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers)
DLA Energy Response 7: Contractor is required to perform return to bulk fuel operations (R-11).
8. Question: Please confirm whether or not the Contractor is required to provide spill response kits.
DLA Energy Response 8: Refer to PWS Section C-5.8.2
9. Question: Please confirm all fillstands, to include DS2, are equipped with operational deadman control and overfill protection device (Scully System)
DLA Energy Response 9: Yes, all fillstands to include DS2, are equipped with operational deadman control and overfill protection device.
10. Question: Reference nitrogen bottles for the ATG systems, please clarify if the Contractor is required to purchase the nitrogen bottles.
DLA Energy Response 10: N/A
11. Question: Please clarify the responsibilities for operating (training etc.) and maintaining (fuel, oil, mx.) the emergency generators.
DLA Energy Response 11: CE will provide training and maintenance on all generators.
12. Question: Referring to the TS collateral duty restrictions listed in PWS Appendix D, would the Government consider removing this restriction for AF Bulk Storage GOCO sites with fewer than 10 FTEs assigned? It is highly unlikely the administrative and management duties for small workforces would require 8-hrs per day, 5-days per week, and

segregation of duties is not a factor since the contractor does not process accounting paperwork.
DLA Energy Response 12: No, Refer to PWS Appendix D, TS/TM, number 4
13. Question: Please confirm the due date for offer Reference OSP, the title page states the due date for offers is February 5, 2018 NLT 0900 Local Ft. Belvoir time. However, Page 2 states the due date is February 26, 2018 NLT 0900 Local Ft. Belvoir time.
DLA Energy Response 13: Revised the date for timely proposals listed on pages 1 and 2 of the Offeror’s Submission Package (OSP): To be timely, offers must be received at:

14. Question: Please confirm if there are any ANG/AFR units on Guam that require the Contractor to provide training per PWS C-5.7.3.
DLA Energy Response 14: No, there are not any ANG/AFR units on Guam that require the contractor to provide training.
15. Question: Please confirm if the contractor is required to drive on the flightline areas at Andersen AFB, Guam.
DLA Energy Response 15: No, Contractor is not required to drive on the flightline areas at Andersen AFB, Guam.
16. Question: Please confirm if any of the storage areas are designated as Controlled Areas.
DLA Energy Response 16: Yes, all Fuel Storage facilities are designated as a Controlled Area.
17. Question: Please provide the listing of when each tank is due API inspection/testing.
DLA Energy Response 17: Please contact AFCEC rep, Peter Cruz at peter.cruz.6.ctr@us.af.mil.
18. Question: During the visit, we were briefed three of the tanks at Andy II were out of service; will these tanks be returned to service prior to award of this contract?
DLA Energy Response 18: No, Tank #14, RTO 1 OCT 2018.
19. Question: Please confirm if the 6 confined spaces listed in Appendix AGG are permit or non-permit controlled.
DLA Energy Response 19: Permit required.
20. Question: Is the contractor responsible for draining low points along the transfer lines outside of the fenced bulk storage areas? If yes, please provide the number and locations of the low points.
DLA Energy Response 20: Contractors are not responsible for the transfer lines outside of the fenced bulk storage areas.
21. Question: Please confirm if Andersen AFB is serviced by a USACE RMMR contract, and if so, the frequency of service performed (quarterly, semi-annually, or annually).
DLA Energy Response 21: Yes, USACE RMMR conducts all three frequencies (quarterly, semi-annually, or annually).
22. Question: As you are aware, there are multiple active solicitations for AF GOCO Bulk Storage services for practically every Air Force Base across the globe. This results in multiple submissions of identical Past Performance Questionnaires to the same clients over and over. Would DLA consider allowing us to use prior submissions (such as those submitted just last month for Elmendorf AFB) to satisfy the PPQ requirement for this proposal?
DLA Energy Response 22: Yes, DLA will consider prior submissions to satisfy the PPQ requirement for this proposal.
