About this file

This document is an Amendment (0002) to a federal solicitation for the Deep Freeze Program (SPE602-25-R-0710) issued by DLA Energy for a one-time fuel delivery. The solicitation covers the procurement of multiple fuel types (AN8, JP5, and MUM) with a performance period from 12/01/2025 to 01/31/2026, to be delivered via tanker. Key updates include clarifying delivery specifications, answering vendor questions about fuel sourcing, transit restrictions, and performance details, and adding a new solicitation note prohibiting offers requiring Bab al-Mandab Straight transit on a FOB Origin basis.

The amendment provides extensive vendor Q&A, addressing topics such as fuel measurement (clarifying "barrel" is a unit of measurement), delivery logistics, potential Interim Proposal Revision (IPR) rounds, and compliance requirements. Specific guidance was provided on acceptable fuel sources, referencing DFARS provisions related to trade agreements and restrictions on business operations with certain regimes. The document also incorporates detailed Quality Technical Provisions for fuel specifications, including references to various non-governmental standards and quality assurance provisions.

Amendment 0002

Block 14 Cont'd:

The purpose of this amendment is to provide vital updates to the ongoing solicitation. Firstly, it aims to provide answers to general information questions that have been submitted by interested vendors.

Secondly, this amendment incorporates MUM Quality Assurance Provision information under SECTION B – SUPPLIES OR SERVICES AND PRICES OR COSTS of the solicitation. Lastly, a solicitation notes 28 has been added to the solicitation. The changes set forth herein are incorporated into Solicitation SPE602-25-R-0710. A conformed copy of the solicitation has been attached for your convenience.

1. Below are questions and answers received by interested vendors:

a. Question: Under point 14 of the solicitation notes, please could you clarify with further steps on how to obtain the previous year’s BEM reports and award information as no such information was found on SAM.gov.

Answer: When searching for previous solicitation information in SAM.gov ensure that you select the inactive box in the search options. Here is the link to the previous solicitation:

https://sam.gov/workspace/contract/opp/dc0b851634e245dd831377b4842e767e/view

b. Question: Under Section B of the solicitation, the period of performance is given as 10/01/2025- 03/30/2026, however under point 1 of the solicitation notes, the period of performance if December 1, 2025, to January 31, 2026. Please clarify the correct performance period.

Answer: The period of performance for solicitation SPE602-25-R-0710 is 12/01/2025 – January 31, 2026.

An amendment to the solicitation was issued on July 28, 2025. Here’s the link:

c. Question: Are the products to be delivered in barrels?

Answer: No. The term barrels is used as a term of measurement. One (1) barrel equals 42 U.S. Gallons.

d. Question: Are you indicating barrels, as jet fuels are usually sold commercially based on barrels.

Therefore, what is throwing me off is that it's just one delivery then what significance does discussing barrels have, other than a reference to gauge what a gallon is, as we must do with ground fuels to explain a gallon versus liters?

Answer: Because the fuel is being shipped via tanker, the unit of measure for parcel sizes is barrels.

Please see solicitation note #7.

e. Question: Is the minimum quantity of barrels 50,000 per shipment?

Answer: There will be no barrels in this delivery (if you are referring to drums). This will be a one-time shipment using a tanker as the mode of delivery.

f. Question: Will the supplier be responsible for collecting and returning the barrels?

Answer: Barrels will not be used.

Amendment 0002

g. Question: Does the supplier charge per barrel also?

Answer: Barrels will not be used.

h. Question: Does the solicitation indicate that the activity will provide the map coordinates?

Answer: Please refer to attachment 6 for instructions on map coordinates.

i. Question: Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

Answer: This is a new solicitation which can be found using the following link:

https://sam.gov/workspace/contract/opp/c3724b474bf84e02a2de377a16d83879/view

j. Question: Max parcels are mentioned in the solicitation per fuel type. How long after receiving each parcel can we deliver the next? Per fuel type.

Answer: As defined under solicitation note #1, the winner of this contract must provide all products and there will only be one delivery.

k. Question: Does the fuel have to be U.S. made? Which countries can we work with?

Answer: Please review the solicitation, more specifically DFARS 252.225-7021 TRADE

AGREEMENTS—BASIC (FEB 2024), DFARS 252.225-7056 PROHIBITION REGARDING

BUSINESS OPERATIONS WITH THE MADURO REGIME (JAN 2023), and DFARS 252.225-7967

PROHIBITION REGARDING RUSSIAN FOSSIL FUEL BUSINESS OPERATIONS (DEVIATION

2024-O0006, REVISION 1) (FEB 2024).

l. Question: Could you please advise whether Interim Proposal Revision (IPR) round is expected for this solicitation? We would like to understand if there will be an opportunity to amend the shipping point at a later stage, if necessary—as is typically allowed during IPR round - or if no changes will be permitted after the initial submission deadline on August 12th.

Answer: IPR dates are currently to be determined. However, as specified in the solicitation, the IPR round is the last chance to finalize shipping points, products, methods of delivery, sources of supply, FOB, and escalator exception requests. IPR submittal is also the last opportunity for offerors to submit additional bid lines. Please note that in order to participate in IPRs, your company must have successfully submitted a timely initial proposal.

m. I would like to seek clarification on a few key aspects of the tender — specifically the 60-day delivery window and the anticipated tender award date.

Answer: For clarification purposes, the period of performance is from 12/1/2025 – 01/31/2026. This means a one-time delivery carrying the full scheduled requirement quantity of AN8, JP5 and MUM will be requested within this period of performance. With respect to the award date, it cannot be anticipated at this time.

2. The following solicitation note is hereby added to the solicitation:
