The changes set forth herein are incorporated into Solicitation SPE602-23-R-0705 and is amended as follows:

1.The following delivery notes are added:

DFSP West Oahu Port Restrictions

A-LOCATION/PORT: latitude 21° 16' 58" N and longitude 158° 04' 39" W, thence on a bearing of 090° true, 850 yards, thence on a bearing of 180° true, 450 yards, thence on a bearing of 270° true, 850 yards, thence on a bearing of 000° true, 450 yards to the point of beginning.

The center of the above described area is on an "approximate" bearing of 119° true, 2.3 miles from the Barbers Point light.

B-MAX LOA: 1,000 Ft

C-NUM OF BERTHS: 1 offshore berth used for tankers/oilers. Maximum of 1 vessel in the berth at all times. (2.5 miles offshore mooring)

D- LENGTH OF BERTHS: 2,550 ft length of berth

E-MAX DRAFT: 52 ft year round max draft

F-MLW DRAFT: 64 ft depth of berth

G-DWT: Maximum deadweight tonnage 150,000. Island Energy Services may allow vessels of a larger size under special circumstances to be determined on a case-by-case basis by IES Port Captain.

H-HEIGHT RESTRICTIONS (SEA LEVEL TO MANIFOLD): No height restriction

I-TOTAL LOADING ARMS: Two pipelines serve to transfer products between the off-shore terminal and the Kapolei Terminal, one 20" diameter (MOGAS) and one 30" diameter (Jet Fuel). Both pipelines connect to ship via 12” submarine hoses that connect to ship’s manifold.

J-MAXIMIUM PUMPING RATE (BY PRODUCT): Max rate for both 20” and 30” pipeline – 24,000 BPH.

2.All other terms and conditions remain unchanged.
