The related solicitation seeks annual bulk petroleum supplies of F76 naval distillate totaling 278.9 million gallons, JP5 aviation fuel totaling 73.2 million gallons, and JA1 aviation fuel totaling 315.59 million gallons including 128 million gallons requiring additives. The Defense Logistics Agency Energy will deliver supplies from January 1, 2022 through December 31, 2022 with a 30-day carryover period. Offers must be submitted through the Offer Entry Tool by the anticipated availability date of April 27, 2021 for this requirement.

AMENDMENT 0004
a) SF1449, SOLICITATION NOTES, has been updated to add Note 22. F76 Additives:
22. F76 ADDITIVES: In addition to the additives identified in QAP C16.23 FUEL, NAVAL DISTILLATE (F76) (DLA ENERGY APR 2020), the following additives have been approved for use in the F76 requirement as follow:
LIA approved in addition to those found on QPL-32490 reference in QAP C16.23 FUEL, NAVAL DISTILLATE (F76) (DLA ENERGY APR 2020):
• Infineum R650, 200 ppm max treat rate
• Infineum R655, 150 ppm max treat rate
• Dorf Ketal SR-2010, 180 ppm max treat rate
• Dorf Ketal SR-2008, 100 ppm max treat rate
• Lubrizol 539M, 120 ppm maximum treat rate
Additionally, the following trace additives are approved:
• Innospec Stadis 425 can be present in F76 in a concentration up to 2.0 ppm max
• Innospec Stadis 450 can be present in F76 in a concentration up to 0.5 ppm max
• Dorf Ketal SR-1795 can be present in F76 in a concentration up to 2.0 ppm max
NOTE: All offerors of F76 must still comply with the requirement to provide a completed F-76 Traceability Signature Page.
b) All other terms and conditions of the Solicitation remain unchanged.
