Q&A RESPONSES
1. Please provide intermodal tank container (ISO Tank) delivery addresses for the following:
Kadena AB, Japan
18 LRS/LGRF
UNIT 5198 BOX 10
APO, AP 96368
Osan Air Base, Korea
51 WG-LGSFP
Unit 2064
APO, AP 26278-2064
DLA Energy Response: Please reference Amendment 0001 for updated information.
2. Is our reading correct that once the tank has been delivered to the AB and offloaded, the demurrage (if past the 45 days) ends and we are solely responsible for the tank at that point? If so, assume we are not required to us a US flagged carrier for the backhaul?
DLA Energy Response: Yes, the contractor is responsible for the containers after delivery/offloading. Additionally, a US flagged vessel is not required for the backhaul.
3. I could not find the preceding contract in BETA SAM, can you tell me the incumbent?
DLA Energy Response: Stolt Tankers B.V.
Westerlaan 5 3016CK Rotterdam Netherlands
4. Please confirm we are talking 20ft containers for shipment.
DLA Energy Response: The dimensions of a container that holds ~6K gallons are 20ft x 8ft x 8.5ft. Please reference PWS section 2.5.1.1 for more details regarding container requirements.
5. I see where we are required to clear customs. As this is military fuel, with a diplomatic note from the Embassy we are exempt from customs. Can you confirm?
DLA Energy Response: Per PWS section 2.5.3.5 “The contractor shall provide all customs clearances to the Port Authority at time of container delivery.”; this includes obtaining a clearing agent.

6. 1.1.3.1 and 1.1.3.3 Please give a little more info on this para. An example would help picture.
DLA Energy Response: Please reference Amendment 00001 for updated language.
7. 2.3.4 Please confirm 24 hours vs. 72 as in UAE?
DLA Energy Response: Please reference Amendment 00001 for updated language.
8. 2.5.1.1.1 Certified by who?
DLA Energy Response: The contractor shall ensure that the containers meet certification requirements for the designated transportation mode. There are DOT, maritime, airlift and local governing standards that must be considered. There is not a single document that covers these requirements. Contractors should follow best commercial practices to ensure containers are certified for transport.
9. 2.6 Line Item 5 45 days from load date…is this the date the fuel is loaded in our container? Or the load date on the DLA procured ship transport?
DLA Energy Response: Please reference Amendment 00001 for updated language.
10. 52.216-19 b. 1 and 2 how will we get the TBD upon contract award amount? Seems this means the ceiling for biding purposes is unlimited?
DLA Energy Response: Offeror bids should not be based on the TBD contract value amount in FAR clause 52.216-19. Offerors bids should take into consideration Table 1 Pricing Schedule (estimated qty per CLIN) and your commercial expertise of the requirement as described by the PWS.
11. 52.209-7 Does the offeror have active federal contracts and grants in excess of $10m…does this include a Multiple Award Contract?
DLA Energy Response: Yes, in accordance with 52.209-7 (a)(1) "all current, active contracts and grants, including all priced options"
12. Is the Offeror allowed to include the Subcontractor’s past performance in the Past Performance Statement?
DLA Energy Response: Per 52.212-02 Evaluations, Factor 2 Past Performance, "evaluation will assess each offeror's probability of meeting the solicitation requirement."
The Government will not factor in the subcontractors past performance into the offeror's overall Factor 2 rating, but the offeror can provide this if they so choose as part of their Technical Proposal to help demonstrate their overall technical approach, keeping in mind the available page limitation.
13. Other than door to port and port to door services, will the contactor incur any billable cost for ocean vessel movement if Surface and Deployment Distribution Command (SDDC) is arranging ocean vessel bookings?
Attachment 9 DLA Energy Response: No, all cost of performance should be accounted for in the Offerors proposed fixed prices in the established CLIN Structure in Table 1 Pricing Schedule based on the CLIN descriptions in section 2.6 of the PWS.
