Defense Logistics Agency Energy
About this file
This statement of objectives describes hydrogen delivery requirements for Arnold Air Force Base in Tennessee. The Defense Logistics Agency Energy, as the Department of Defense integrated material manager for aerospace energy products, requires the delivery of gaseous hydrogen meeting MIL-PRF-27201 specifications to Arnold AFB. The contractor must provide hydrogen in government-owned tube trailers on a routine seven day schedule or expedited 72 hour schedule in response to delivery orders. Deliveries are to occur between 0700-1400 hours Monday through Friday excluding holidays at Arnold AFB. The contractor will initially pick up a tube trailer from Arnold AFB and return it filled to the required pressure minimums. The contractor is responsible for residual hydrogen quality testing and may pre-fill trailers at their own risk ahead of orders. Inspections will occur at origin with acceptance at destination, and payment will be based on net fill quantities.

STATEMENT OF OBJECTIVES
7 April 2023
DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Material Manager (IMM) for Aerospace Energy products and related services, requires delivery of Gaseous Hydrogen (GH2) f.o.b. destination into Government owned tube trailers in support of Arnold AFB, TN. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of bulk GH2.
GH2 (NSN 9135-01-666-1258) shall meet the requirements of Type I, MIL-PRF-27201 F, dated Aug 26, 2022, Propellant, Hydrogen.
The filter referenced in MIL-PRF-27201 E is not required.
Laboratory testing required by MIL-PRF-27201 F shall be performed at the Contractor's fill point. All limits of Table I, MIL-PRF-27201 F apply. Shipments not fully meeting the limits in Table I, MIL-PRF-27201 F when offered for acceptance shall be rejected by the Government.
In addition to the reports required elsewhere within the contract, one copy of a certificate of analysis for each sample required by the specification shall be sent to DLA Energy Quality within three days after the analysis of that sample. The analysis report shall be emailed to tech.prop@dla.mil.
PRODUCT ORDERING: The DLA Energy Contracting Officer (CO) shall issue Delivery Order (DD Form 1155) for obligation of funds for orders to be issued during that specific timeframe by the appointed Ordering Officer. The individual orders placed by the appointed Ordering Officer will designate the specific quantity to be delivered at the customer location specified in the contract.
PRODUCT DELIVERY: Routine product deliveries shall require the Contractor to fill, schedule product inspection, complete all supporting documentation, and deliver a full tube trailer within 7 calendar days after receiving an order from the appointed Ordering Officer. Expedited/Emergency Delivery shall require the Contractor to perform the same function as Routine deliveries, but shall be accomplished within 72 hours after receiving an order from the appointed Ordering Officer.
Product deliveries shall be made to the following address:
AEDC/Fuels Management, Gate 2 869 Third Street Arnold AFB, TN 37389-5500
Product deliveries shall arrive at the Customer's location between 0700-1400 hours, Monday-Friday, as scheduled, excluding federal holidays. Weekend delivery as needed.
Under routine operations, one Government owned tube trailer will be at the test stand with one Government owned full tube trailer in reserve at Arnold AFB and one Government owned tube trailer at the Contractor fill plant, available to be filled upon notification by the authorized Ordering Officer. Contractor shall provide to Arnold AFB a full tube trailer with on specification GH2 and return to fill plant with available tube trailer provided by Arnold AFB.
Maximum tube trailer capacity is 55 MC. Normal residual GH2 quantity is 20 MC. Tube trailers shall require a minimum of 2,000 psig to be considered full.
Initial Tube Trailer Delivery to Fill Plant: Upon contract award and notification of tube trailer availability by the Government, the Contractor shall be required to pick up an available Government owned tube trailer at Arnold AFB for return to Contractor's fill plant. The Government shall notify the Contractor when replenishment filling is required.
Tube Trailer Pick up: After the initial tube trailer delivery to the fill plant, there may be occasions after a full tube trailer is delivered to Arnold AFB that a tube trailer is not available for return to the fill plant for later filling. Upon notification by the Government, the Contractor shall return to Arnold AFB to pick up a tube trailer for return to the fill plant. Separate notification shall be provided when the tube trailer is required to be filled and delivered.
Tube Trailer Evacuation/Purge: Prior to filling Government provided tube trailers, the Contractor shall analyze the residual hydrogen returned from the Customer in the tube trailer and record the pressure. If the Contractor determines that filling on top of this residual heel would result in off-specification product offered for delivery, the Contractor shall notify the Contracting Officer. The Government may direct the Contractor to evacuate the tube trailer and purge with nitrogen until the tube trailer is suitable for loading.
Tube Trailer Pre-filling: The Contractor may pre-fill tube trailers that are pre-positioned at their fill point awaiting a product order at no risk to the Government. The Contractor will be responsible for the product pre-filled into the tube trailer and shall not invoice the Government or offer the pre-filled tube trailer for inspection to the assigned Quality Assurance Representative (QAR) until the Government places an order for product.
This order will be placed for any tube trailer that the Government selects to fill.
INSPECTION AND ACCEPTANCE: Inspection for quality and quantity determination shall be at origin and acceptance shall be at destination.
METHOD OF MEASUREMENT: Residual GH2 shall be analyzed by the Contractor for conformity to specification and quantity determination shall be performed prior to filling the tube trailer for the next shipment. Quantity billed to the Government shall be net fill quantity added by the Contractor to any on-specification residual GH2.
SECURITY REQUIREMENTS: Contractor's driver must be a U.S. citizen, have a valid driver's license and a contractor identification card. Drivers are to report to security at Gate 2 and wait for an escort.
