Date: 29 March 2012 Item Nomenclature: Weldship Corporation 20’ x 6’6” ISO Frame Mounted 10 Tube and 12 Tube Compressed Gas Systems and Trailer File Number: 2010.06.03 Rev 5 Requestor: DLA/ DESC-M (Robert Gloria/Joseph Bresnok) Superseded Certification Date: 21 April 2011
New Information Summary: Increased maximum weight and added sleeper shoring after additional analysis.
Reference Document: USTRANSCOM e-mail (R. Beckman), 21 Mar 2012, Helium Trailer Cert Letter.
Item Description: The subject items are identified to be open frame ISO containers loaded with either 10 or 12 gas cylinders and carried on an extendable 2-axle ISO trailer. These containers also have the option of being transported placed on a pallet train without the trailer. The ISO containers are manufactured by Weldship/Texas Trailer. The ISO trailer is manufactured by Cheetah Chassis Corporation. The approximate dimensions of the containers are 240” L x 96” W x 78” H. The approximate dimensions of the ISO trailer are 279” – 323” L (extendable) x 96” W x 53” H. The combined approximate dimension of the container and trailer when loaded for transport are 279” L x 96” W x 131” H. The gross weight of the ISO trailer, when empty, is approximately 6,900 lbs with a gross vehicle weight rating (GVWR) of 54,000 lbs. The combined weight of the skid and trailer is approximately 49,000 lbs. The axles weigh approximately 14,700 lbs and 13,400 lbs with a rated capacity of 20,000 lbs each. The landing gear weight is approximately 20,900 lbs with a static rated capacity of 140,000 lbs (70,000 lbs each leg).

Certified Aircraft: USAF C-17 and C-5
File Number 2010.06.03 Rev 5
Conditions of Certification:
1. Maximum Weight for Air Transport:
a. Container/Trailer Configuration:
(1) Gross Vehicle Weight: 43,200 lbs (without sleeper shoring); 54,000 lbs (with sleeper shoring)
(2) Axle Limits each: 16,000 lbs (without sleeper shoring); 20,000 lbs (with sleeper shoring)
(3) Landing Gear Limit: 23,000 lbs (sleeper shoring required)
b. Palletized Configuration:
(1) C-5: 38,000 (aircraft roller contact limitation)
(2) C-17: 50,000 lbs
2. Item Preparation:
a. Container/Trailer Configuration:
(1) Ensure twist locks are securely engaged in the bottom ISO corners of the container.
(2) Trailer tire pressures shall not exceed 100 psi.
b. Palletized Configuration: Place the container on a three pallet train married on its 108” side.
The four protruding outside corners of the container shall not contact the pallets or shoring.
Shipper supplied shoring is needed for placement between the bottom longitudinal outside edges of the container and the top surface of the pallet. Shoring shall be a minimum of ¾” thick by 6” wide with a minimum length of 192” and shall be placed between the container and the pallet surface.
c. All equipment shall be prepared, packaged, or mounted such that there is no adverse effect on the functioning of the equipment after being subjected to the aircraft environmental extremes.
MIL-STD-810 provides guidance on approved test methods and data gathering techniques.
d. The 10 and 12 Tube ISO Containers (and contents) have been found to be capable of withstanding a rapid in-flight decompression of up to 8.3 PSI within ½ second without endangering the aircraft or personnel. No special procedures are required to meet this requirement.
e. All hazardous materials (to include fuel level, batteries, etc.), including the transport of the ISO container cylinders full with compressed gas, must be prepared and certified for airlift in accordance with TM 38-250/AFMAN 24-204(I). Do not consider this air transport certification as approval for hazardous materials or the transport of the ISO container cylinders full. Authorization for airlifting hazardous materials is the responsibility of 401 SCMS/GUMAA (DSN 787-4503 or COM (937) 257-4503) and their counterpart organizations within each of the armed services and agencies.
3. Loading Instructions:
a. The ISO frame and trailer may be loaded front or aft end first into the aircraft via a prime mover using general loading procedures as listed in the respective aircraft cargo loading manual.
b. Loadmasters and safety observers will monitor critical clearances between landing gear and cargo floor/ramp at hinge adjacent locations during on/off-load operations.
c. Parking shoring is required under the landing gear footpads if the trailer is disconnected from its prime mover and supported by the landing gear during air transport. See paragraph 5 for minimum shoring dimensions required.
d. ISO Container and trailer shall be restrained separately to the aircraft cargo floor per paragraph 4 below.
e. The palletized container shall be loaded aboard the aircraft via a K-loader with the aircraft ramp in the coplanar position utilizing general loading procedures for palletized cargo as listed in the respective aircraft cargo loading manual.
4. Restraint Requirements: The subject system and all accompanying cargo must be restrained to meet MIL-HDBK-1791 requirements of 3G forward, 1.5G aft and lateral, and 2G up. In addition, stored or installed equipment must meet these requirements and be capable of withstanding a 4.5G down load. Restrain the trailer and the container separately to the aircraft floor when transported connected.
The trailer shall be restrained for all directions as a 7,000 lb item. The trailer has eight tiedown provisions with a rating of 15,000 lbs each. Restraint may be applied to axles up to their rated capacity in longitudinal and lateral directions as listed in the Item Description paragraph. Do not apply more than 50% of required restraint to vehicle axles for longitudinal and lateral directions. Note that spring mounted axles provide zero vertical restraint. Tie-down rings mounted on the sides of the containers (3 per side) are rated at 10,800 lbs longitudinally, 30,800 lbs laterally and 30,800 lbs vertically.
Tie-down rings mounted on the front (4) and back (5) of the containers are rated at 30,800 lbs longitudinally, 10,800 lbs laterally and 30,800 lbs vertically. See Figure 2 below for a pictorial representation of the rated capacities of the tie-down rings. The landing gear shall not be used for restraint. See Figure 3-5 below for tie-down ring locations. Each container ISO corner fitting has the following rated capacities: Longitudinal: 67,442 lbs, Lateral: 67,442 lbs and Vertical: 33,721 lbs. The top four corner fittings may be used for restraint if required.

5. Shoring Dimensions & Diagrams:
a. Parking Shoring: 18” L x 18” W x 4” H under each landing gear pad.
b. Sleeper Shoring minimum: Front - 30” L x 30” W; Rear - 24” L x 26” W. The height shall be at least one half the largest dimension and built up so it is snug against the underside of the trailer chassis/frame area and secured to the aircraft floor.
c. Support Shoring (Palletized Configuration): 192” L x 6” W x ¾” H (two rows)
Required Distribution:
1. Shipper shall give a copy of this certification to the ATOC representative when the item is presented for airlift. This certification shall be part of the official cargo manifest documentation package and shall be briefed to the aircraft loadmaster prior to loading this item.
2. AMC/A3V & AMC/A4T.
