NAS Corpus Christi Technical Responses
Item Reference# Attachment VII
Question NAVSUP-Energy/Installation/DLA-E Reply
1 PWS C-1.2.1 How often are services required at each of the NOLF sites? Response: The contractor provides service for Waldron and Cabaniss every Monday with fuel for diesel generator.
2 PWS C-1.6 This paragraph refers to compliance with NAS Corpus Christi entry requirements. Does this station use RapidGate or any other third-party security service to control base access? If yes, does DLA supply the credentials at no cost to the contractor, or is the cost of program compliance a contractor responsibility?
Response: At this site DLA sponsors CAC cards for the employees.
During the interim of approval for the CAC’s, a base issued ID is utilized for access to the base and flightline. Neither at a cost to the contractor.
3 PWS C-1.6 This paragraph states “There is no provision for augmentation or overtime.” PWS C-1.6.1 states that “contingency support of any type” isn’t quantified, but is “required to be supported.” When considered together, these two statements imply contingencies of any duration, and regardless of the cause (natural disaster, military action, or long-term malfunction of government provided mechanical equipment/facilities for example) have to be accommodated at no extra cost to the government – is this your intent?
Response: Yes
4 PWS C-1.7.2 This paragraph does not mention a requirement for the TM to have completed formal Responsible Officer Training IAW DLA P-32, nor is there any mention of a requirement to have an alternate RO who has completed formal training. Is this training required? If yes, is the current contractor required to have this training at the present time? Will DLA fund personnel to attend the required training?
Response: TM/ATM are required to have the formal RO course as indicated in DLA Policy P-32. Yes DLA will fund personnel to attend.
5 PWS C-1.8.2 This paragraph does not mention a requirement for either the primary Accountant of the alternate/back-up Accountant to have completed formal FMD Training IAW DLA P-32. Is this training required? If yes, is the current contractor required to have this training at the present time? Will DLA fund personnel to attend the required training?
Response: The primary and secondary accountant shall attend BSM-E training IAW DLA Policy P-32.
6 PWS C-1.8.3 – We don’t see any reference to direct refueling or mobile pantograph systems on site; however, this paragraph indicates DSOs may perform hot refueling operations. Does the contractor perform hot refueling at NAS Corpus Christi?
Response: There is no requirement at this time for “hot refueling” at NAS Corpus Christi.
7 PWS C-2.1.5 Please provide the average number of overtime hours the incumbent contractor incurs so that we can accurately forecast costs to include in CLIN 0001
Response: Estimated 50 hours in 5-year base period. Airshow overtime is not included. The most recent airshow had 34 hours of overtime.
8 PWS C-2.1.5 Please clarify the frequency and location of off-station fuel services to aircraft and support equipment. How often does this occur and where? Please provide information for both aviation and ground fuels separately.
Response: The contractor provides service for Waldron and Cabaniss every Monday with fuel for diesel generator.
9 PWS C-2.2 The paragraph states that a dedicated bulk fuel scheduler is required, along with specific duties this position performs, including scheduling shipments. The NAS Corpus Christi bulk fuel operations described elsewhere in the PWS don’t seem to require this position.
Please clarify. If a bulk scheduler is required, can this be a collateral duty?
Response: ATM/Dispatcher/Fuel accountant usually will handle this responsibility.
10 PWS C-2.2 Is the contractor required to provide tank truck escorts? Response: Commercial trucks are escorted from the gate to the offloading facility, security is provided through base security that conducts and provides manning for vehicle escorts.
11 PWS C-2.4 This paragraph states that jet fuel may be used in lieu of diesel for ground support equipment. Are any customers currently using jet fuel instead of diesel?
Response: The only organization with an onsite F-24 tank is the CCAD propulsion shop. Additionally, numerous pieces of aircraft support equipment may utilize jet fuel in lieu of ULSD based on design; these pieces of equipment are serviced upon request as needed.
12 PWS C-2.4.2 & C-2.4.3 Additional detail regarding ground fuel delivery points is required to accurately gauge the workload involved in this requirement (information is needed separately for each grade of fuel handled):
a. How many delivery points?
b. What are the tank sizes and average delivery quantities?
c. How often are deliveries scheduled?
Response: There are no set delivery schedules for ground products at this time. The number of ground fuel delivery points is undeterminable as ground fuel support requests are on an as needed basis to service ground support equipment such as lite-all’s, compressors, and other flying support equipment such aircraft tugs and associated aircraft servicing equipment.
There are also a few organization tanks that request fuel service as needed, they are not on any scheduled delivery cycle.
13 PWS C-2.5 How many pick-up points for used oil are there and how often are they serviced?
Response: There are 10 used oil collection points that are emptied as needed through organizational requests. As an average, the frequency of requests for these services are 2 or 3 times per week.
14 PWS C-2.9 If needed, will the incoming contractor be provided a reasonable time to restore facilities not meeting standards for corrosion control, spot painting, and other sub-standard maintenance requirements at the start of the contract? Will the Government allow the incoming contractor to pursue an equitable adjustment based on any additional work hours or materials required to perform this restoration to acceptable conditions?
Response: Yes, the Navy understands the current state of facilities, we expect continuous facility improvement (preventative and operator maintenance) throughout the life of the performance period.
15 PWS C-2.9 Are filter separator element changes the responsibility of the contractor?
Response: Fixed facility fall under the RM/MR contractor, however mobile servicing equipment filter separators fall under the GOCO contractor.
16 PWS C-2.9.11 &
Appendix D
States grounds maintenance is provided by the contractor; however Appendix D states grounds maintenance is provided by the Government. Please clarify.
Response: All areas inside the fence line and a 5’ clear zone is the responsibility of the GOCO contractor.
17 PWS C-2.10 This paragraph requires the use of Personnel Qualification Standard (PQS) for Aviation Fuel Operations Ashore, NAVEDTRA 43426 as the core training record of fuel personnel under this contract. Please provide a copy of this document.
Response: GOCO contractor is responsible to train their personnel and provide supporting documentation IAW NAVAIR 00-80T-109.
Documentation shall be provided upon request from the Navy.
18 PWS C-2.12.1
(PM did not respond accurately).
This paragraph states the SPCC and/or FRP may designate contractor management/personnel to serve as the Incident Commander or Initial Point of Contact during an environmental incident. Please provide a copy of these documents so that we can ensure personnel possess the needed qualifications and training for these positions. Note, these documents are also needed to accurately assess the spill kit content and locations required under PWS C- 2.12.4.
Response: Spill kits are based off number of mobile fuel servicing equipment.
The Environmental Protection plan shall be in compliance with all applicable Federal, DoD, Navy, state, and local references and laws.
19 C-2.7.11 Is the contractor responsible for grounds maintenance at either NALF Orange Grove or NOLF Goliad?
Response: These sites do not apply to NAS Corpus Christi.
20 PWS C-3.1 Is a dedicated defueler required? Response: GOCO Contractor shall provide a properly identified refuel/defueler IAW NAVFAC P-300 and NAVAIR 00-80T-109. The justification for refueler/defueler is with the intent to re-issue on spec fuel.
The intended purpose of the truck is to remain empty to support defuels as required.
21 PWS C-3.1.1 This paragraph includes the statement the contractor is required to have all proposed refueling vehicles in place at the start of the performance period; or provide leased vehicles at contractor expense until the proposed equipment manufacturing cycle is complete. As you are aware, the manufacturing lead time for new fuel servicing equipment can vary by supplier, but is typically six months. Given that the time between contract award and the beginning of the performance period is an unknown factor and is completely out of the contractor’s control, the requirement to lease vehicles at our expense seems onerous. In order to accurately forecast the cost of complying with this paragraph, the government must provide the length of time between contract award and the start of the performance period. There must also be a provision for the contractor to adjust pricing if this time frame changes. Without this information, there is no way to forecast when leased vehicles will need to be in place, how much time we’ll have to arrange leasing and delivery, nor how long the leased vehicles would need to remain in place. Each of these factors has a significant impact on pricing.
Response: There will be approximately 45 days between contract award and period of performance start date. DLA-Energy and the Navy understand that this is a short window. The contractor’s proposal shall demonstrate the approach they will take to ensure that vehicles are in place by period of performance start date and will be evaluated as such in the technical evaluation. The PWS does not state a specific year for mobile fuel servicing vehicles.
C-3.1.1-“… The contractor shall provide fuel servicing equipment of such age, condition, and specifications as to eliminate risk of mechanical failures, breakdowns, or other maintenance problems. All aircraft refuelers/defuelers shall comply with SAE ARP 5818 and NFPA 407. The Contractor will include in their technical proposal the manufacture date, make, model, mileage/hours, capabilities relevant to this PWS, specifications and maintenance/inspection records of contractor-furnished vehicles…”
22 C-3.1.4 & Appendix C This paragraph states the contractor has to provide radios for dispatch control; however, Appendix C lists a total of 13 portables and 1 base station radios as GFE. Please clarify this requirement.
Response: NAVSUP has provided 13 hand held radios and two (2), 6 bank chargers for flightline/airfield use. There is no base unit.
23 C-3.1.4 Do contractor furnished radios have to be compatible with Navy specifications or frequencies? If yes, please provide the specific requirements.
Response: Radios are provided as GFE.
24 PWS C-3.1.7 Please provide the specification(s) for the overfill protection equipment currently in use at the facility.
Response: Fillstand is equipped with hard wired Scully overfill protection.
below are changes that have been approved/accepted.
25 PWS C-3.1.11 The first sentence states that refuelers must be equipped with both over- and under-wing hoses. The last sentence states that refuelers must have two over-wing hoses. Are we to interpret this to mean vehicles have to be equipped with three hoses – two for over-wing and one for under-wing servicing?
Response: Some assigned aircraft require simultaneously over wing refueling, therefore mobile fuel servicing equipment shall be outfitted with two (2) over wing hose assemblies and one (1) under wing hose assembly.
26 PWS C-3.1.11 this paragraph instructs offerors to refer to the schedule of aircraft to determine hose length requirements for refueler/defueler trucks;
however, the schedule provided in Appendix 6 doesn’t list any specific characteristics for hose length. Please confirm the 50’ hose typically installed on aviation fueling units is sufficient.
Response: NAVAIR 00-80T-109 minimum requirement for hose length is 50’.
27 PWS C-3.6.11 Are there any confined spaces the contractor is required to enter? Response: NAS Corpus Christi has no confined spaces subject to daily operations or maintenance.
28 PWS Appendix A, Tables 3, 4 & 5 the data presented is two years old. Please provide more recent information if available, or confirm the workload data is consistent with the performance period contemplated for this contract.
Response: See Attached Spreadsheet- EOM FY16
29 Appendix A, Table 3 the number of transactions/receipts appear to be incomplete. Please provide the correct figures.
Response: See Attached Spreadsheet- EOM FY16
30 PWS Appendix A, Table 4 please clarify the data presented to indicate the average number o dispatches per month and the average issue quantity per dispatch. Als it appears the 2015 consumption is significantly less than prior years is this trend expected to continue?
Response: See Attached Spreadsheet- EOM FY16
31 PWS Appendix B Is there additional Government furnished equipment besides what listed, for example, hot pit pantograph, office furnishings; etc.?
Response: We currently provide lockers, conference table, chairs for conference table and radios.
32 PWS Appendix D Utilities – This section contains a reference to prefabricated structure provided by the contractor under section C-3.1.10; however, th paragraph of the PWS refers to meters on refueling vehicles. Furthe we find no other reference to providing a pre-fabricated building Please confirm there are no contractor-provided pre-fabricated buildin required under this contract.
Response: No prefabricated buildings are required from GOCO contractor.
33 PWS C-3.1.1 “The Contractor will include in their technical proposal the manufacture date, make, model, mileage/hours, capabilities relevant to this PWS, specifications and maintenance/inspection records of contractor-furnished vehicles.”
Please clarify what level of maintenance/inspection records are required (daily, weekly, monthly, PMs, major repairs, minor repairs) for what time frame (with no age limit there could be over 10-years) and where should this data be presented in the proposal?
Considering the possibility of 10+ vehicles and there could be many pages of information per vehicle – the 70 page limit won’t be enough.
Response: The proposal package 70-page limit is the maximum number of pages allowed. The contractor shall submit all pertinent maintenance documentation supporting their submission of mobile fuel servicing equipment for technical evaluation.
34 PWS Paragraph C-1.2.1 The paragraph states that there is a requirement to support NOLFs as required. Is there a period of service for these locations where a dedicated truck will be on site for support?
Response: NO, support is as required and there is no current requirement for a dedicated/pre-positioned mobile refueling unit.
35 PWS Paragraph C-2.1.1 The paragraph outlines the duties of the FSC. Does a Driver carrying the call phone and working as a Dispatcher satisfy the requirements that the FSC must be manned at all times during normal duty hours?
Response: What is FSC? Dispatch shall be manned IAW hours of operation dictated in Appendix A.
36 Paragraph C-2.1.3 The paragraph established a response time for aviation fuel servicing’s; however, we do not see any response time established for ground fuels or used oil support. Please provide those response time standards for our use
Response: Ground fuel delivery time is mutually agreed upon when the request is made from the customer. There is no specific response time for used oil collection, it will be mutually agreed upon when the request is made by the customer.
