C. Questions and Answers:

1. Please clarify what the Source Selection Procedure is for this acquisition: RFP Page 4 of 114 states “LPTA”, Page 101 of 114 states “Best Value”, Page 109 of 114 states “price and other factors”, Page 110 states “LPTA”. Amendment 0001 states on page 11 that award is made based on the Best Value offer.

Response: See Amendment 0002 number 16 which addresses this question.

2. RFP Page 104 of 114, starts with a. Section I – Offeror Submission Package, then c. Section II –

Price follows immediately. Is there a paragraph b. missing?

Response: This was an error within the section, there is no b.

3. There is a requirement for a Socioeconomic Proposal, but Section L does not give instructions where to place it in which proposal volume, and Section M has no evaluation criteria for it. Please clarify.

Response: See Amendment 0002 number 5 which addresses this question.

4. RFP and OSP do not concur in the number of proposal hardcopies to submit. Also, Volume III, Past

Performance is required as PDF only, but in addition to PPQs, Section L (Page 104 of 114, 3. i – iii) requires further information regarding the contracts cited in PPQs. Are these to be submitted as Volume III, but electronically only? Please clarify.

Response: See Amendment 0002 numbers 3 and 4 which addresses this question.

5. OSP Page 4 of 29 states that the first 50 pages of the technical proposal are to address the PWS and then 20 pages are to be Corpus Christi site-specific. This statement is not found in Section L of the solicitation. Which takes precedence, OSP or Section L?

Response: The number of pages listed in the OSP (70 pages) is the correct number of pages.

6. Though the PWS is dated 27 September 2016, the solicitation number in the header reads SP0600- 13-C-0527. Will the Government please confirm this is the correct and most current PWS for us to use for this solicitation?

Response: Attachment I Performance Work Statement has the corrected solicitation number as SPE600-16-R-0527.

7. Can we use recently submitted PPQs for similar DLA-E contract?

Response: Yes, you are able to use submitted PPQs that were performed within the past twelve months.

8. What training is Government-provided, such as RO and BSME training? Does the Government reimburse contractors for travel-related training costs for RO and BSME Training (e.g., per diem, air fare, hotel, etc.)?

Response: PWS: C-1.7.2.1 Required DLA Energy TM Training: DLA Energy Policy P-32 provides training requirements and procedures for Terminal Mangers. The Terminal Manager shall comply with DLA Energy Policy P-32 and complete all training requirements established therein. This training is funded by DLA Energy. In addition, the TM will complete required Spill Response Training.

9. During the site visits for Corpus Christi and Kingsville it was made very clear that a FDSM is required for Kingsville, but this was not stated for Corpus Christi. The PWS paragraphs regarding Maintenance read identical in both PWSs. Please clarify if an FDSM in required in both locations or only Kingsville.

Response: A Fuel Distribution System Mechanic (FDSM) is required for Corpus Christi, TX.

10. Which publication takes precedence for vehicle markings, NFPA 407 or NAVFAC P-300?

Response: See Attachment I Performance Work Statement (dated November 9, 2016) paragraph 3.1.

11. Reference PWS paragraphs C-3.1 and C-3.1.1. Of NAVAIR 80T-109, DOT 406, NAVFAC P-300, NFPA 407, and SAE ARP 5818, which takes precedence regarding manufacturing specifications and maintenance of Aircraft Refueling/Defueling vehicles?

Response: Response: See Attachment I Performance Work Statement (dated November 9, 2016) paragraph 3.1.

12. With the absence of a DD254 from the RFP we are wondering what level of clearance is required to obtain Flight Line Access. Does DLA-E or the Installation require a level II or Level III clearance for Flight Line Access?

Response: Need Restricted area access Level III

13. Reference PWS paragraph C-2.2. Is the dedicated fuel scheduler a Dispatcher?

Response: No. Different tasks are performed.

14. During the site visit it was mentioned that there are non-portable generators on Base to be refueled. How many are there and how often are they refueled?

Response: See Amendment 0003 number 76 which address this question.
