Attachment I: Responses to Questions.

1. Q: The table in the initial reference lists the Technical Proposal as having a 50 page limit; however, the second reference lists the Technical Proposal as having a 60 page limit. Please confirm the maximum number of pages for this volume.

A: Please see Attachment III, revised Addendum to 52.212-1 Instructions to Offerors.

2. Q: The paragraph outlines a Past Performance Questionnaire to be completed by our customers and submitted directly to the Government. Would the Government consider allowing questionnaires submitted for other DLA-E procurements within the last 60-90 days be used for this procurement as well so as to reduce the burden on both our customer and DLA-E personnel?

A: Please see Attachment III, revised Addendum to 52.212-2.

3. Q: The first reference states the recency window for Past Performance as 5 years, yet the second reference states it as 3 years. Please clarify.

A: Please see Attachment III, revised Addendum to 52.212-1.

4. Q: The solicitation includes a Wage Determination and no Collective Bargaining Agreement. Please confirm that the incumbent contractor is paying wages and benefits that are in line with the pay and benefits included in the Wage Determination.

A: Please provide a proposal that reflects the current wage determination that was included in this solicitation.

5. Q: The paragraph states that the Contractor is to provide a prefabricated building used to house all Contractor functions. Is this a requirement of the current contract?

A: Yes

6. Q: The first reference states that the Contractor support is limited to truck fill and product return to bulk operations. The second reference states that one truck should be dedicated to JP-8. There is no estimate on the amount of JP-8 defueled annually. Please provide an estimate on the amount of product handled.

A: The amount of product handled is approx. 100,000 gallons annually.

7. Q: The first reference states that the Contractor support is limited to truck fill and product return to bulk operations. The second reference states that DSOs are to be qualified on both pantographs and hydrant servicing. Please clarify as to why this knowledge level is required if the Contractor’s duties are limited to truck fill and product return to bulk operations.

A: The DSO needs to have a basic understanding of fuel systems. They will not be required to operate the hydrant system on the flightline. However, they will need to possess the understanding for a similar system that is used to fill the refuel/defuel vehicles.

8. Q: The first reference states that the Contractor support is limited to truck fill and product return to bulk operations. The second reference states that the Contractor shall perform deliveries or defuels to and from aircraft and support equipment by mobile fuel servicing vehicles, fixed direct refueling systems, or a combination thereof. Please clarify as to how this level of service is required if the Contractor’s duties are limited to truck fill and product return to bulk operations.

A: The contractor is responsible for all listed services.

9. Q: The first reference states that the Contractor is operating “solely from a Contractor-furnished prefabricated building. The second reference states that requirements for other building/structure maintenance i.e. electric, carpentry, and other skilled trade work shall be reported to the COR. Does the Government intend to provide maintenance of the Contractor-furnished facility?

A: The government will not provide maintenance to the contractor-furnished facility.

10. Q: The first reference states that the Contractor is operating “solely from a Contractor-furnished prefabricated building. The second reference states that requirements for other building/structure maintenance i.e. electric, carpentry, and other skilled trade work shall be reported to the COR. Does the reporting requirement include maintenance of the Contractor-furnished facility if the Contractor is required to maintain the building?

A: No.

11. Q: The paragraph states that the Contractor support is limited to truck fill and product return to bulk operations. There is no estimate on the number of truck fills to be accomplished annually. Please provide an estimate on the number of truck fills to be accomplished.

A: This number is completely dependent on the volume of the tank on the refuel trucks that the contractor decided to purchase. Use Table 1 on page 11 to determine the math.

12. Q: The paragraph states that the Contractor support is limited to truck fill and product return to bulk operations. There is no estimate on the number of truck fills to be accomplished by shift. Please provide an estimate on the number of truck fills to be accomplished by shift.

A: Approximate amount of fuel issued in FY2015 3,700,000 gallons. Average refuel amounts for each aircraft can be found on Table 1.

13. Q: The paragraph states that the Contractor support is limited to truck fill and product return to bulk operations. There are no references to alongside refueling or hydrant operations being accomplished by the Contractor. Please confirm the Government is performing alongside refueling and/or hydrant servicing of aircraft

A: Please review section 2.1.

14. Q: The paragraph states that the Contractor shall perform dispatch tasks. Does the Contractor provide dispatch services for Government personnel as well?

A: No.

15. Q: The first reference states that the Contractor will be operating 4-50,000 gallon aboveground F-24 tanks. The second reference states that JP-5 is used in lieu of diesel for GSE. Are there storage tanks that have not been disclosed in the PWS or does JP-5 receipts occur via tank wagon receipt?

A: Reference to F-24 has been removed from C-1.1. The reference to F-24 in C-3.1 will remain because it is referring to the refueler truck requested by the fuel officer.

16. Q: The paragraph states that JP-5 is used in lieu of diesel for GSE. Please provide an estimate on the number or receipts of product that will occur annually.

A: Receipt of product is not a functional area of concern for this service contract.

17. Q: The paragraph references quality determination requirements. Does the Contractor perform laboratory testing on product in their custody?

A: Testing is performed by the government.

18. Q: The paragraph references quality determination requirements. Does the Government provide any facilities or equipment necessary to perform product conformance?

A: Testing is performed by the government.

19. Q: The paragraph states the Contractor, in terms of maintenance, is limited to the reporting of observed deficiencies regarding Government provided facilities. Please provide specifics on the Government furnished facilities – number of fillstands, LF of pipeline under Contractor control, pumphouse specifics, etc.

A: The only Government Furnished Equipment is radios and a computer.

20. Q: The first reference states we are to ensure facilities are in safe and operable condition. The second reference outlines our responsibility to provide safety training to our employees. Are there any confined spaces that our employees will be required to enter in the performance of services?

A: Not unless the contractor plans on going inside their own tank trucks.

21. Q: The paragraph talks about trash removal; however, there is no discussion on hazardous material accumulation. Does the Government dispose of hazardous waste generated as a result of services being solicited?

A: Yes.

22. Q: The paragraph outlines our responsibility to respond in compliance with the installation Facility Response Plan. Please provide a copy of the Facility Response Plan for review by prospective offerors.

A: Facility response plan will be provided upon award.

23. Q: The paragraphs and subparagraphs imply that the Government is providing Government assets for use by the Contractor. We do not see a listing of Government property available for use beyond the computer and components/accessories listed in Appendix A. Please provide an updated listing of

Government property or confirm Government assets for use on the contract is limited to the referenced listing in Appendix A.

A: Confirmed.

24. Q: The paragraph states the Contractor will provide aviation, ground, utility vehicles and equipment in necessary quantities to meet aircraft and ground requirements. Are the vehicles provided by the current Service Provider considered serviceable for the period being solicited by the Government in this solicitation?

A: Contractor furnished equipment is required to meet the standards listed in the PWS.

25. Q: The hours of operation outlined in the table suggests the potential for part time employees being used to meet the service windows defined. Does the Government consider part-time staff being realistic for this contract organization?

A: The contractor needs to provide manpower in sufficient numbers to satisfy the requirements as established in the PWS.

26. Q: The computer and components/accessories list state that 6 radios are available for use by the Contractor. Is there a base station provided for use with these radios?

A: Yes.

27. Q: The first paragraph states “The Contractor’s responsibilities shall be limited to truck fill and product return to bulk operations” while the second reference states “The Contractor shall be responsible for performing all aviation fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control.” The second reference implies services beyond those defined in C-1.1.

Please clarify the role of the Contractor in the performance of services.

A: Please see question 8 for response.

28. Q: The paragraph states that C-3 will provide the specifics for the ground product truck. We do not see any specifications for any vehicle beyond the 5,000 gallon requirement for the refueler/defueler.

Please provide the specifications for ground product vehicles.

A: Requirements for the ground service vehicle can be found in the reference listed in 2.2.1

29. Q: The paragraph states “Any requests for ground fuel for GSE outside of the set refueling schedule will be at the expense of the requesting unit via Military Interdepartmental Purchase Request (MIPR).”

What is the Contractor’s role in getting these MIPRs accomplished?

A: Role is limited to receiving approval to perform work outside established hours and notifying COR after work was performed.

30. Q: The paragraph states “Any requests for ground fuel for GSE outside of the set refueling schedule will be at the expense of the requesting unit via Military Interdepartmental Purchase Request (MIPR).”

We do not see a CLIN in the current solicitation that allows billing for these additional services. Please clarify how the Contractor is to recoup these costs?

A: Please see revised PWS, Attachment II.

31. Q: In the PWS, Table 1 under Jet Fuel Services Data does not provide data for the MV22 aircraft.

Can this information be provided?

A: Please see revised PWS, Attachment II.

32. Q: The slide presentation given at the site visit mentioned that weekend coverage should be anticipated for Reservist activity; however there is no mention of this in the PWS. Can hours of operation and anticipated workload data be provided so that we may correctly price this coverage?

A: Support for reserve activity is rare and minimal; typically support will be conducted by uniform military. Contractor needs to be prepared to support in the rare event.

33. Q: There is no workload data provided in the PWS. There was some workload data provided in the slide presentation, however that data seemed contradictory. It stated that the daily aircraft average is 75- 120 (very large spread there), over 15,000 aircraft fueled in 2015 with a total of 6,500,000 gallons.

Using 250 working days per year, the daily aircraft average appears to be about 60, with an average refuel amount of 433 gallons. Can this workload data be verified in the amendment?

A: The 6,500,000 number is total fuel issued and does not delineate between hot and cold services.

Approximate fuel issued in FY15 via truck – 3,700,000 gallons.

34. Q: The table under a) lists the page limit for the technical proposal as 50 pages however, under j) proposal organization 1. Volume I, Technical Proposal, paragraph b, it says the page limit is 60 pages.

Please clarify.

A: Response: Please see question 1 for response.

35. Q: (Page 85, b. Section II- Past Performance, iv. Attachment III – Past Performance Questionnaire) If a completed CPAR is available, may we submit that instead of a PPQ?

A: No, a PPQ is required.

36. Q: Looking over the Solicitation and OSP I see a new term - Business Management Proposal – on page 84 of the SOL and page 4 of the OSP.

A: Please see Attachment III, revised Addendum to 52.212-1.

37. Q: I have a question concerning PWS paragraph C-2.4.1. It was sated during the site visit that the contractor does not have any sample testing responsibility. Statements like "Products shall be issued on first in and first out and the contractor shall ensure test reports are maintained on file for all fuel stocks" imply that the contractor is responsible for the performance of testing in the lab. Is this paragraph applicable to this solicitation?

A: Contractor is required to maintain reports in accordance with the PWS.

38. Q: Concerning the refueling of GSE, are the contractor provided refuelers required to have Vil-Key readers installed or is fuel issued to GSE documented through other ADPE or DLA forms?

A: DLA forms will suffice.

39. Q: What facility (building and utilities) provided for the contractor to before maintenance on the refuelers?

A: None.

40. Q: How many tanker trucks are received daily?

A: Tanker truck receipt is not part of this service contract.

41. Q: During the site visit, there was a drain seen in the fill stand area. Who is in charge of inspection and cleaning this drain and is it connected to an Oil/Water separator.

A: The contractor in not responsible for the cleaning of the oil/water separator. The contract’s responsibility for inspection of the oil/water separator is limited to reporting any observed irregularities.

42. Q: What is the workload data for refueling of the various type of aircraft?

A: See Table 1.

43. Q: Do the refuelers need to be tag and commercially licensed in CA over public roadways?

A: Vehicles need to follow all federal, state and local regulations.

44. Q: Where does the current contractor conduct oil changes, tire changes, and major maintenance of their refuelers?

A: Major maintenance of vehicles is not conducted on MCAS Pendleton. The contractor will have to repair vehicles offsite.

45. Q: Where would the contract obtain automotive gasoline for their pick-ups?

A: Gas stations

46. Q: Is the contractor allowed to purchase DLA fuel (JP-5) for the operation of their refuelers?

A: Yes.

47. Q: Are bowsers provided for the contractors use for the collection of daily tank and filter separator sump samples?

A: No.

48. Q: Will the maintenance ISO conex that the incumbent is currently using as maintenance work area and storage be provided to the new contractor or is that Maytag property?

A: ISO container is property of Maytag.

49. Q: Is the dedicated defueler for JP-5 or JP-8?

A: The dedicated defueler will be for all aviation turbine fuels.

50. Q: Throughout the solicitation there are several references to a 50 page limit for the technical proposal. On page 84 of 93 of the RFP, paragraph j) 1. b. states the page limit is 60 pages. Please clarify.

A: Please see Attachment III, Addendum to 52.212-1 Instructions to Offerors.

51. Q: On page 84 of the RFP paragraph j)1. b. states the page limit for the Technical Management proposal does not include resumes; however, the PWS paragraph C-1.4 states resumes are not due until 30 days prior to contract start date. Please clarify the resume submission requirement

A: Please see Addendum to 52.212-2 Evaluation-Commercial Items for the basis of award.

52. Q: Section L and OSP do not match in terms of proposal submission requirements. Section L calls for one hard copy and one electronic copy of the Offeror Submission Package. The OSP itself calls for an original and two copies to be returned of the Offeror Submission Package. Please clarify.

A: OSP is hereby amended to require one hard copy and one electronic copy.

53. Q: The flightline layout and access roadways to the home station and wide-body transient aircraft parking areas are configured in such a way as to place a significant amount of wear and tear on fueling unit tires at significant cost to the service provider. Does the Government have any plans to modify the access points and turning radius to mitigate extensive tire replacement costs?

A: No.

54. Q: Paragraph C-3.3 provides the specific requirements for the Contractor furnished prefabricated building, including the need to equip it with restrooms (and other facilities) if not otherwise provided by the Government. A reference is also made for the service provider to account for water and sewer hook-ups. We observed during the site visit that the existing contractor’s building does not appear to have restrooms, water and/or sewer connections. Please clarify if the prefabricated building supplied by the contractor will require water/sewer/restroom facilities, or will restroom access be provided by the Government as it presently is to the incumbent service provider.

A: Restrooms will be available to contractors.
