Questions & Answers
Q1 In the Q&A (questions 3 & 4), the Government referenced a changed Appendix A. Was an updated (post-Amendment
2) Appendix A provided?
A1 The Q&As posted in Amendment 0002 were combined from the Pre-proposal conferences held in May 2015 and September 2015. These changes were added to the solicitation posted to FBO on October 2, 2015
Q2 In the Q&A (questions 26 & 27), the Government referenced added clauses to the solicitation. Will the Government be releasing a conformed solicitation document?
A2 Please see A1. A conformed solicitation document will not be released.
Q3 Q&A answers to questions 47 and 50 conflict with the answers to questions 30 and 32. Please clarify whether SBA-certified Small Business and Small Disadvantaged Business Offerors are required to submit a Socioeconomic Proposal.
A3 There is not a conflict with the answers to Qs 47, 50, 30 & 32. A Socioeconomic plan shall be included with the proposal
Q4 Reference Amendment 0002, D. PWS paragraph C-1.4.10: The paragraph states that ‘The contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of contractor-furnished vehicles and equipment’. This is a new requirement.
According to verbal information given by the Government at the site visit, the incumbent will be open to selling their fuels vehicles. If contractors intend to purchase vehicles from the incumbent, will a statement to this effect suffice for the fuels vehicles information, as the Government will already have the proprietary vehicle particulars, to include maintenance records, on file?
A4 The Government stated that the current Contractor “may” be open to selling their vehicles; however, that was not a promise of the Government. See PWS C-2.4.1.2.
Q5 Reference Amendment 0002, D. PWS paragraph C-1.4.10: The paragraph states that ‘The technical proposal will include contingency plans for major/minor breakdowns of support or inability to meet the requirements’. As the submittal of contingency plans is a new requirement to the proposal, please increase the page limit for Volume I.
A5 The contingency plans for major/minor breakdowns should be included in Sub-factor 1. The page limit for Volume I is increased from 60 to 70 pages.
Q6 Reference Amendment 0002, D. PWS paragraph C-1.4.10: The paragraph states that ‘The technical proposal will include contingency plans for major/minor breakdowns of support or inability to meet the requirements’. As the submittal of contingency plans is a new requirement to the proposal, please clarify if they are to be listed as another sub-factor in Volume I.
A6 See A5.
Q7 Reference Amendment 0002, D. PWS paragraph C-1.4.10: The paragraph states that ‘The contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of contractor-furnished vehicles and equipment’, and ‘The technical proposal will include contingency plans for major/minor breakdowns of support or inability to meet the requirements’. As the submittal of vehicle and equipment specifics, and contingency plans is a new requirement to the proposal, we request an extension to the due date.
A7 Submission closing has been extended to Monday, November 16, 2015, 3:00pm Fort Belvoir local time.
Q8 Reference Amendment 0002, A58: Please provide the linear feet of pipeline requiring pressure testing, by location.
A8 This information will not be provided.
Q9 Reference Amendment 0002, A58: Please provide the dimensions for all pipeline requiring pressure testing by the contractor.
A9 This information will not be provided.
Q10 Reference Amendment 0002, A62: Are fall protection systems in place for confined space protection on the bulk storage tanks?
A10 No.
Q11 Although Amendment 2 of the Key West solicitation included updates to several paragraphs in the PWS as well as Q/A, it did not include an updated PWS. Some of the Q/A eluded to updates to the PWS that we haven’t seen. For example Q77 states that Appendix E is correct as the Real Property List and that the paragraph C-1.2.1 in the PWS has been revised; however, that revision was not made in the latest PWS posted.
A11 The updates to the paragraphs mentioned in the Q&A on Amendment 0002 were from questions combined from the pre-proposal conferences held in May 2015 and September 2015 and were included in the RFP posted to FBO on October 2, 2015. Appendix E is the EBS Real Property List and C-1.2.1 was revised on the October 2, 2015 RFP.
Q12 Q18 mentions some Units require ULSD (Ultra Low Sulfur Diesel). Since there are no ULSD tanks listed in Appendix A; we would like to know where ULSD is stored and how it is received/loaded into the service provider dual compartment refueling vehicle.
A12 The ULSD shall be stored in the Dual Compartment Ground Fuel Truck and is intended to accommodate/fuel the Contractor Owned vehicles. See PWS C-2.4.4.1 and C-2.4.4.2. The fuel for Contactor Owned vehicles is the responsibility of the Contractor.
