D. PWS paragraph C-1.4.10 has been revised as follows:
C-1.4.10 Equipment Provisioning Plan The Contractor shall provide the types and quantities of contractor vehicles and equipment necessary to support the locations identified under this contract. This will include contingencies for maintenance or availability of vital operational contractor-furnished equipment such as refueler vehicles, pantographs, hose carts, etc.
E. PWS paragraphs C-2.4.1.2 and C-2.4.1.3 have been replaced with the following:
C-2.4.1.2 Condition of Vehicles and Equipment Prime-movers, tractors and refuelers utilized in the performance of this contract shall meet the current standards listed in “Section 2.4.1.1 General”, and be capable of meeting all the requirements outlined in the PWS for the duration of the basic and option contract performance periods. All refueling vehicles that are taken out of service for maintenance and repair shall be reported to the COR; however, this does not relieve the Contractor of his responsibilities in meeting the fuel servicing requirements within this PWS. The Contractor will include in their technical proposal the make, model, manufacture date, capabilities relevant to this PWS, specifications, and maintenance/inspection records of contractor-furnished vehicles and equipment. The technical proposal will include contingency plans for major/minor breakdowns or unavailability of contractor-furnished equipment such as vehicles, pantographs, and/or hose carts that ensure no disruption of support or inability to meet the contract requirements. These contingency plans must include plans for varying quantities of unavailable equipment; such as one refueler out of service; two refuelers out of service; three to four or more, etc. This information will be included for use in evaluating the contractor’s ability to perform as required for the duration of the contract.

A11 Contractors were afforded the opportunity to identify and research the equipment on site at the pre-proposal and are expected to develop their own maintenance plan.
Q12 Please provide all meter calibration due dates or provide the last time the meters were calibrated, as well as the dates the JP5 fill stand hoses were last hydrostatically tested.
A12 These are recurring requirements and they will be done either annually or semi-annually as required. The specific date due will not be provided. Contractors are expected to develop their own maintenance plan.
Q13 During the site visit we noted that three of the four JP5 Above ground Storage Tanks (AST) did not have automatic high level shutoff valves installed. The one AST that did have an automatic high level shutoff valve installed had the diaphragm removed; therefore, making it inoperative. Can you tell us why this is the case?
A13 This was a government decision regarding our supplier.
Q14 During the site visit it was noted that the four JP5 AST’s had the stripper lines flanged off and were not connected to the issue side of the piping. Can you tell us why this is the case and describe how tank bottoms are safely removed as necessary for cleaning, inspection or repairs?
A14 Only 945 had the stipper lines flanged. All others are connected to stipper tanks. A solution for 945 is being worked presently.
Q15 Since no fall protection (railing) is installed on top of the four JP5 AST’s is fall protection equipment provided so SP employees can safely manually gauge the tanks and inspect pan seals safety?
A15 Refer to C-2.4.7.3 as CFE
Q16 Three of the JP5 AST’s are due 653 inspections prior to and just after contract start. Will any of these inspections be done prior to contract start or will the SP be expected to perform these inspections?
A16 SP will perform the inspections
Q17 Paragraph C-1.7.1.2 Fleet Replacement Squadron Deployments mentions Key West deployments usually require the SP to perform additional services on 18 Saturdays per year and 1-2 times per year on Sundays. What/how many additional services are typically required?
A17 All typical support requirements have been disclosed; however, this in no way guarantees that an unknown situation won’t arise that will require additional support.
Q18 Please provide additional details on the Ground Fuel (JP8) Operations requirement mentioned throughout the PWS, to include the requirement for the dual compartment Ground Fuel Delivery Truck(s). JP8 is mentioned, yet the PWS Appendix A refers to only JP5 as being issued as ground product; what product(s) is/are actually issued? Why is there a requirement for a dual compartment ground fuel truck?
A18 There are some ground service equipment that require JP5 and some that require ULSD.
Q19 Table 1 Hours of Operations lists Sat/Sun/Holidays as "As Required", yet Aircraft fuel Servicing Operations are 0600 -
2300 during those same periods. Is the Fuel Dispatch Center required to be manned while aircraft servicing operations are occurring?
A19 See A3
Q20 Is there a return to bulk header or other means of returning a refueling vehicle's inventory back into any of the JP5 AST’s?
A20 Offload Headers were visited
Q21 If/when an aircraft with JP8 is defueled, is the fuel downgraded into the JP5 stock (capitalized) or are other disposition actions required? And if so, what?
A21 No, which is the basis for the dedicated defuel truck.
Q22 Is there any sampling requirement(s) that must be followed prior to collecting used oil? If so, what and is there any special equipment required for this analysis?
A22 No testing required
Q23 PWS Appendix A does not provide sufficient data to develop an accurate picture of the aircraft servicing requirements.
Please provide the average number of weekly aircraft servicing’s, segregated by shift and the average number of weekend servicing’s, segregated by shift.
A23 Our data is not categorized in such a manner and there is no guarantee that the workload will remain constant.
Q24 Solicitation Clause E-003 E28, Note 1, refers to an attachment entitled MINIMUM REQUIREMENTS FOR STORAGE SAMPLING AND TESTING; however, the attachment does not appear to be included with the solicitation documents. Please provide a copy of this attachment.
A24 See MIL STD 3004D
Q25 Solicitation Clause E-003 E28, Note 2, requires that the Contractor provide unrestricted use of equipment and supplies to the Quality Representative when needed to perform laboratory testing on petroleum products. Will the Government reimburse the Contractor for consumable supplies used by the Quality Representative?
A25 No. This is not common practice and likely is only mentioned if the QAR if performing quality investigations.
Q26 Solicitation Clause 52.212-5(c) does not indicate that FAR 52.222-17, Nondisplacement of Qualified Workers (May 2014)(EO 13495) is incorporated into this solicitation. Is this correct?
A26 FAR 52.222-17 has been added to this solicitation
Q27 Solicitation Clause I-001 I1.01-4(n)(5) - this sentence is incomplete. Please provide the missing information.
A27 Clause I1.01-4 has been added in its entirety.
Q28 Solicitation Clause I-001 I1.01-4(n)(6) - This clause states “The Commanding Officer may at his discretion exercise control and supervision over the refilling/discharging operation.” Military operations and units have multiple Commanding Officers - please clarify which Commanding Officer this refers to and under what conditions his authority may be exercised to control Contractor operations.
A28 Commanding Officer for NAS Key West Q29 Solicitation Clause 52-212-1 (f) advises that Offerors may provide additional technical information that will enhance the proposal. Is this additional information to be included as part of the 60 page limit for Volume I of the proposal?
A29 Additional technical information shall be included in the 60-page limit for Volume I.
Q30 Solicitation Clause L-006 L7 requires submission of a SOCIOECONOMIC PROPOSAL. Is this document part of
Volume II of the proposal submission? Is there a page limit for this proposal?
A30 The Socioeconomic Plan should be included in Volume II; there is not a page limit for the plan. Yes, it should be included in your document submission.
Q31 Solicitation Clause 52-212-1, c, Section III PRICE, refers to the requirement to submit a spreadsheet in MS EXCEL format in the format proscribed in Attachment 1 to the Offeror Submission Package. Since the OSP wasn’t included with the draft solicitation, please provide details as what information must be included in this spreadsheet and an explanation of how submission of pricing data relates to evaluation of a firmed fixed price entered in Clause B-0001 B30.
A31 The EXCEL spreadsheet reference has been removed from this solicitation. Please complete the fill-in provided on the OSP. All costs are to be included on one CLIN.
Q32 Solicitation Clause 52-212-2 EVALUATION-COMMERCIAL ITEMS (OCT 2014) makes no reference to how the SOCIOECONOMIC PROPOSAL will be evaluated. Will this document be part of the overall evaluation for award? If so, what are the criteria by which this proposal will be evaluated?
A32 The Socioeconomic proposal is not an evaluation factor for this procurement. Please submit IAW L-0006 L7
(SOCIOECONOMIC PROPOSAL)

Q60 Reference SOW Paragraph C-2.3.3.1: The paragraph defines HVAC issues as being addressed by Public Works;
however, the paragraph is silent on plumbing and electrical issues. Are these issues, to include safety light changes, handled by the Public Works Department?
A60 Yes. The services in question are handled by the Public Works. Note PWS Para C-3.5 “The Contract Officer may request the contractor to provide a proposal for repairs which exceed those covered under CLIN 0001, but do NOT include engineering design, construction, or creation of real property. These may include, but are not limited to, replacement-in-kind of non-expendable parts or components and/or repairs which require special certifications or specialized equipment (ex. electric/masonry/etc.).” The repairs requiring special electrician or plumber credentials/certifications would not be in CLIN 0001.
Q61 Reference SOW Paragraph C-3.0 and Subordinate Paragraphs as well as the Site Visits: The paragraphs outline the maintenance responsibilities to be provided on the site; however, we saw 3/4T chain hoist in the pump house. Does the O&M Contractor have the responsibility to complete recurring maintenance and weight inspections of that asset?
A61 No. The Chain Lift in the Pump House was tagged out/locked by NAVFAC and is not the responsibility of the Contractor.
Q62 Reference SOW C-3.1 and UFC 3-460-02: The UFC requires a monthly inspection of AST floating roof/pan seals and pan and the roof drain. We saw during the site visit that confined space entry is not currently in place. Are the ASTs equipped with the required confined space entry equipment that is necessary for the access to the roof to perform these inspections?
A62 Each tank has a hatch located on the top of the tank where entry can gained.
Q63 Reference SOW Paragraph C-3.4.1.1: The paragraph describes the external inspection requirements for the fuel tanks.
Please provide the last date of inspection for each of the 4 tanks to be maintained by the Contractor.
A63 PWS Para 3.4.1.1 does NOT describe “external” inspection requirements. These are API 653 inspections and the term “internal inspections” is clearly stated. “External or visual” tank inspections are recurring maintenance and covered in UFC 3-460-03 as MONTHLY and a (more in-depth) annual requirement.
Q64 Reference SOW Paragraph C-3.4.1.1 and site visit: The paragraph describes the API 570 requirements that the Contractor is responsible for the annual testing; however, we were told at the site visit that DLA had another contractor responsible for the annual testing and that the O&M contractor would only be responsible for recording information on the Vista system. Please clarify the O&M Contractor’s annual and 5-year testing requirements.
A64 As stated in C-3.4.1.1 “The DLA Installation Support shall use the Vista HT-100 system to pressure test the two 6” pipelines on an annual basis. The Contractor is required to ensure the annual pressure testing requirement is met and recorded in the maintenance database.” The O&M contractor is our manager and will make sure it’s done and recorded. See para C-2.2.7.1
Q65 Reference SOW Paragraph C-3.4.1.1 and Site Visit: The paragraph states the Government will manage the ATG program and we believe we heard the Government state that all calibration of ATGs would be completed by the Government directly or through a DLA program in place. Please confirm calibration of ATGs is not the responsibility of the O&M Contractor.
A65 Confirmed. The PWS is clear on the contractor’s responsibility.
Q66 Reference SOW Appendix A: The generator listed in the appendix is provided for our use in the performance of services. Please confirm that fuel for this generator is Government-furnished.
A66 As stated. Confirmed
Q67 Reference SOW Appendix A and Site Visit: During the site visit, it was mentioned that the used oil tank and off spec fuel tank were inspected by the Florida EPA. Please confirm that the Government, as the owner of the tanks, is responsible for the registration and associated costs associated with registration with the State of Florida Environmental Protection Division as defined in Rule 62-762.
A67 Confirmed. NAS Key West is responsible the registration and associated costs associated with registration with the State of Florida Environmental Protection Division as defined in Rule 62-762.
Q68 Contrary to previous DLA solicitations, there are no CLINS for Reclamation/Waste Oil Handling, Maintenance/Repair, Emergency Repair, Overtime, Environmental Spill Response, and Fuel (for refuelers) purchase. Does the government expect the offeror to include these costs in CLINS 0001 and 0002?
A68 Yes. Include costs for all mentioned services in CLIN 0001 of the proposal.
Q69 Nowhere in the PWS does it mention how many times a year the contractor is required to perform fueling operations at Trumbo Point and Truman Annex. Would the government please provide this workload data?
A69 Approximately 15 services annually combined.
Q70 Will all tank cleaning coming due between now and next Spring be performed by the current contractor before the new contract starts in 2016.
A70 No. These cleanings must be factored into the proposal.
Q71 For the purposes of calculating fuel costs, can the Government tell us how many miles are driven off-base for fuel deliveries on a weekly or monthly basis?
A71 Monthly: 20 Miles
Q72 Reference PWS C-2.4.6.4 – Can the contractor purchase the required fuel for contract performance from the Government at Key West?
A72 This will be arranged with the Contractor and NAS Key West, if possible.
Q73 Reference RFP Standard Form 1449: The stated due date for offeror proposals is Nov 01, 2015. As this is a Sunday, we request an extension to the due date.
A73 To be answered by Contracting: however DLA Energy recommends no change to the due date.
Q74 Reference SOW Paragraph C-3.4.1.1 and Site Visits: The SOW Paragraph implies that the O&M Contractor will be responsible for the submission of the report that confirms the integrity of the Boca Chica Bulk Storage transfer pipeline. It was our understanding that the DLA Service Provider for the Vista system completed this report and the O&M Service Provider responsibility was limited to providing readings from the on-site gauge. Please clarify the responsibility of the O&M Contractor for this task.
A74 As stated in C-3.4.1.1 “Monthly testing services using the installed leak detection equipment to conduct pipeline leak detection testing will be performed by the Contractor. DLA Installation Support will provide training and testing support to prepare the Contractor to conduct the required tests and prepare the required reports. Completed reports will be provided to the DLA Energy Contract Officer, COR, Public Works, and any other required office or agency within 5 days of completing the required test. In addition, DLA Installation Support will be responsible for reporting all testing performed by the Contractor via preparation of an annual report. Testing is required to meet Florida DEP annual testing requirement, as well as the DLA Energy monthly best management practice (BMP). All testing and services performed to this system will be recorded in the automated commercial maintenance management system by the Contractor as described in para C-2.2.7.3.”
The Contractor will be trained and responsible for testing and submitting MONTHLY reports. DLA Inst Sup will prepare an annual report and perform any repairs to the Vista HT-100 system. All of it will be recorded in the CMMS.
Q75 Please clarify the number of hard copies and the number of electronic copies that the Government desires with respect to the Technical proposal.
A75 Please submit 1 hard copy and 1 electronic copy of the technical proposal as stated on page 2 of the solicitation.
Q76 Some of the similar DLA-E fuel projects have noted in their RFPs that if your company has provided past performance questionnaires within the last 12 months on another solicitation that you could simply provide that project information and POC. Would this apply for the NAS Key West project?
A76 No, but provide the POC and RFP number.
Q77 Question: PWS C-1.2.1 Quality Monitoring and Evaluation references Appendix E, however, Appendix E is the EBS Real Property List. Is it the intent of the government that the reference to Appendix E is intended to reference Section E (Solicitation Pages 54-58)?
“C-1.2.1 Quality Monitoring and Evaluation: DLA Energy shall utilize a Quality Surveillance Plan (QSP) as shown in Appendix E to monitor and evaluate the Contractor’s performance throughout the contract performance period. DLA Energy may also perform customer satisfaction surveys, which may be used as part of the assessment of Contractor’s performance. The Contracting Officer has the option to increase the frequency of surveys to address contract compliance issues as needed. “
A77 Appendix E is correctly listed as the EBS Real Property List. PWS Paragraph C-1.2.1 has been revised.
Q78 Question: Appendix D references Common Access Card (CAC) procedures. Did the government intend this to read Annex C – Reference Documents?
“PWS C-1.1 states that “the Contractor shall employ best commercial practices and guidelines in accordance with all applicable federal, state and local regulations including, but not limited to, those listed in Appendix D to meet the requirements of this Performance Work Statement (PWS)””.
A78 Appendix D is correct as referenced at CAC procedures. The Appendix reference in PWS C-1.1 should read Appendix C.
