Questions & Answers Part IV Gillem Enclave, GA
RFP # SPE600-12-R-0821
General:
1. Reference JR1 includes a Model Easement which contains a notice to offerors implying that an easement will be issued to the new owner of the utility system. Section C.6 (Access to Utility System) contains clauses giving the Contractor contractual access rights but does not contain a cross-reference to the easement. Please clarify the intended connection between the easement and the contractual access rights and which will govern in the event of a conflict.
Government Response: Access to the utility system(s) will be provided as described in Section C.6, Access to the Utility System, of the RFP. In the event that it is later determined that an easement is required, the easement provided in JR1 is the model easement to be used.
2. The first sentence in C.6.2.5 (Liability for Damages) requires the Contractor to "keep the portions of the Installation on which access is granted to perform its obligations under this Contract, in good order and in a clean, safe condition by and at the expense of the Contractor." Please confirm that the intention is that the Contractor's obligations in this regard will only arise where Contractor's operational or construction activities are the cause of the unclean or unsafe condition, and would not, for example, arise merely because the Contractor's pipes run under a portion of the Installation.
Government Response: If a clear and visible unsafe condition exists, it should be included in the scope of this contract. If conditions should change such as to cause a future safety issue, any cost in excess of the contracted cost of maintenance and repair may be eligible for an equitable adjustment under Section H.12, Differing Site Conditions, of the RFP.
3. In the context of C.6.2.6 (Contractor Restoration), please advise whether it will be open for the Government and the Contractor to mutually agree specific items of the Contractor's equipment/fixtures/structure/property/improvements that the Contractor could leave on site on expiration/termination of the Contract.
Government Response: The Contractor and KO must mutually agree on specific items to be abandoned in place.
4. C.11.2.1 (Amortization of Major Capital Expenses) implies that the Contractor is funding ISDCs, however it was our understanding that the Government was intending to fund, or at least have the option to fund the ISDC projects as lump sum payments. In view of that, please clarify how the proponent should complete Price Data Sheet(s) - Schedule 3 since the Government has the option to fund as a lump sum payment.
Government Response: The Contractor will provide the initial funding for the ISDCs and will be reimbursed by the Government upon contract completion and acceptance. The Offeror is to complete Price Data Sheet 3 with an acceptable payment schedule and amortization rate. The Government may choose to amortize or provide a lump sum payment if sufficient funds are available.
5. The example adjustment calculations in I-0002 B.19.40 Economic Price Adjustment - Price Index Utility Services (DLA Energy Jan 2012) appear to contain outdated numbers from 2005-2008.

Please confirm if this is correct and if so please provide guidance as to the current indexation updated to 2012/13.
Government Response: Note that the example provided is an example and does not reflect current index numbers from 2012/2013. Indices and timeframes used are as described in paragraphs (b)(3) and (4) of the clause. Offerors should review the CPI-U for the most recent index numbers, as noted in paragraph (b)(2).
Natural Gas Distribution System
6. Does the base have a DIMP plan in place (Distribution Integrity Management Program)?
Government Response: The Installation does not currently have a DIMP plan in place.
7. Are all the subcontractors hired to perform tasks on the gas distribution system Operator qualified in accordance with DOT regulation? Please provide a list of all subcontractors currently providing Natural Gas distribution services to Gillem Enclave as well as the scope of work they are undertaking.
Government Response: All subcontractors hired to perform tasks on the gas distribution system are operator qualified in accordance with DOT regulation. The Installation OPS Contractor provides all Natural Gas distribution repair and maintenance services. The scope of work is reactionary to trouble calls.
8. Was the reconstruction of the natural gas system undertaken pursuant to a Army Corps of Engineering contract? Please provide a copy of the project scope of work and the associated Form 1354’s related to the reconstruction of the natural gas distribution system.
Government Response: The reconstruction of the natural gas system was an Army Corps of Engineers Project (1997). The Corps and Garrison only keep project documents like SOW’s for five years. The Installation has the “As-Built” drawings; the DD1354 is still with the Caretaker Force’s Real Estate Official and is not available. The drawings will be made available to the successful Offeror.
9. The natural gas point of entry is not well defined. Please confirm if the point of demarcation/point of entry of gas is a master meter operation at a gate station. Please provide the operating pressure of the natural gas system between the master meter point of entry and the gas meter.
Government Response: The transition is on the downstream side of the Atlanta master meter as shown on the JA2 Unique Point of Demarcation. The actual master meter is located inside a fenced area south of the old West Gate (inside the Enclave). The meter is fed from a four-inch main (installed in 2011) which runs under the perimeter fence and ties into the Atlanta Gas Light's system running parallel to Jonesboro Road. The operating pressure of the gas system between the master meter point of entry and the gas meter is not known, there are no pressure gauges on either side of the master meter and regulator.
10. Would we be expected to add meters to building that are not already metered?
Government Response: No, meters are specifically excluded in Section JA2.

11. No equipment besides vehicles is listed in conducting outside main and service leaks. Please confirm that external subcontractors currently provide all equipment for gas main service and leak detection/ remediation.
Government Response: All work is currently done by an external contractor using their equipment.
12. The inventory list machinery that would normally be associated with main and service repair, but no listing of any repair fittings, mechanical or PE is listed. The system is PE so some type of fusing equipment both butt and socket fusion would be needed. Please confirm that external subcontractors currently provide all equipment for gas main and service repairs.
Government Response: External contractors currently provide all equipment for gas mains and service repairs.
13. Repairs on live blowing gas requires SCBA. Excavation may require trench shield and shoring equipment but none are listed. Please confirm that external subcontractors currently provide all equipment for repairs on live gas systems.
Government Response: External contractors currently provide all equipment for repairs on live gas systems.
14. Has the Army filed and obtained a recognized DIMP or SHRIMP system program? Who currently performs the leak surveys for main, services, valves, building?
Government Response: The Army has not filed a DIMP or SHRIMP system program. Leak surveys are not currently performed. Gas system service is currently limited to reactionary responses.
15. Does the army have an OQ program with all the required tasks performed? If so that they would share upon contract award.
Government Response: The Army does not have an OQ program with all the required tasks.
16. How are gas system operating pressure monitored?
Government Response: Gas system pressure is not currently monitored. There is a place downstream of the master meter where a gauge could be installed to show system pressure.
17. Are established procedures in place for over gas and under gas failures?
Government Response: There are no procedures in place other than industry standard safety procedures. Emergency 911 notification alerts the Gate (Guards, emergency services), Forest Park Fire Department, and the Forest Park Police Department.
Water
18. Was the reconstruction of the water distribution system undertaken pursuant to a Army Corps of Engineering contract? Please provide a copy of the project scope of work and the associated Form 1354’s related to the reconstruction of the water distribution system.
Gillem Enclave, GA Page 4 of 5
Government Response: The water system was constructed as an Army Corps of Engineers Project (1997). The existing water system was separated and reused for fire suppression only. The Corps and Garrison only keep project documents like SOW’s for five years. The Installation has the “As-Built” drawings, the DD1354 is still with the Caretaker Force’s Real Estate Official and is not available. The drawings will be made available to the successful offeror.
Stimulus money (2009-2011) was used to replace the mains, valves, hydrants, backflow preventers and altitude valves (at the elevated water tank) on the fire suppression system. West Side Corps Projects with large footprints (USACIL Lab, Reserve Center Projects, Gate Project) replaced existing system piping, valves and hydrants on the rest of the system.
Wastewater
19. Are there any environmental or safety issues with the waterwater / sewer system of the operation?
Government Response: All Government identified deficiencies are noted in the Section JA4.
20. Please confirm that the deep bury Cast Iron sewer that is noted in the inventory is not intended/expected to be replaced by the Contractor during the term of the contract and that the Government will accept that any renewal, repair or replacement of this section of cast iron pipe shall be specifically excluded from the R&R cost estimates and that any work actually required during the term of the contract shall be treated as an ex-scope project, with terms and conditions to be agreed upon between Government and the System Owner at that time by way of a contract modification.
Government Response: The Government states that these lines are not expected to be replaced by the Government during the term of this contract. The Contractor may assume that these lines are not required to be replaced during the term of this contract. Any actual work required may be eligible for an equitable adjustment in accordance with the terms of this procurement.
21. Was the reconstruction of the wastewater collection system undertaken pursuant to a Army Corps of Engineering contract? Please provide a copy of the project scope of work and the associated Form 1354’s related to the reconstruction of the wastewater collection system.
Government Response: The wastewater system was replaced to conform to the new requirements of large footprint Army Corps of Engineers Projects. Copies of the DD1354's exist for the most recent projects (Gate, Building 608, etc.) but those documents simply list linear feet and size of pipe installed. Contractor's should refer to the "As-Built" drawings, which are available dated back to 1995, to see exactly what was abandoned, removed, replaced, and newly installed. The drawings will be made available to the successful offeror.
Proposal Format
22. If preparing a bundled proposal (ie: Gas, Water, Wastewater), will Government accept one Volume IV Cost proposal, with each of Gas, Water, Wastewater B1 or B2 and Pricing Data sheets provided in applicable subsections or must the proponent provide a separate Volume IV Cost proposal for each system being bid upon?
Government Response: For a "grouped" proposal, the Offeror is required to submit one set of price schedules for each system alone (gas, water, wastewater); three sets of pricing schedules and must clearly state that the offer is only valid if all systems are awarded.
Gillem Enclave, GA Page 5 of 5
For an "ungrouped" proposal, the Offeror is required to submit one set of price proposals for each system alone (gas, water, wastewater); three sets of pricing schedules and must clearly state that these offers are valid for award of each system alone.
If the Offeror is submitting both "grouped" and "ungrouped" proposals, a total of six pricing schedules are required.
23. If preparing an alternative bundled proposal (ie: Water & Wastewater only), will Government accept one Volume IV Cost proposal, with each of Water and wastewater B1 or B2 and Pricing Data sheets provided in applicable subsections?
Government Response: The Offeror is required to submit one set of price proposals for each system (water and wastewater); two sets of pricing schedules.
If the Offeror is only interested in submitting an Alternate Proposal, one price proposal for each system is required. The Government does not have to accept the Alternate Proposal. The Contractor must clearly state the Alternate, correctly identify the technical and pricing modifications, and provide two sets of pricing schedules, one for each system. If the Alternate is "grouped" and "ungrouped", then four pricing schedules are required for the two systems, see response to Question #22 above.
24. Related to the above noted Q22 and Q23, can the Volume 1, Volume 2 and Volume 3 proposals for the Primary Proposal (ie: Gas/Water/Wastewater) be used for the Alternative Proposal, such that the alternative proposal is merely a separate Volume IV Cost Proposal. ?
Government Response: The Offeror must clearly identify each system separately such that the Government can evaluate each system separately. Each system must stand up to the Government evaluation process separately even if the Contractor is only offering on a combined system. The Government does not have to accept an alternate proposal.
The Offeror must provide separate pricing schedules for each base offer and each alternate proposal. If offering a "grouped" and "ungrouped" on each system, then six pricing schedules are required for the Base Offer and six pricing schedules are required for the Alternate Proposal.
However, the Offeror may use the same Volume 1, 2, and 3, as for its primary proposal.
25. The Section L instructions indicate that the proponent shall (be) provided supporting information relating to the Cost Proposal (B1, B2 and Pricing Data Sheets), but does not specifically required that these be included as a hard copy attachment(s) to the Volume IV Cost Proposal. Please confirm if the provision of the supporting documentation by way of electronic files in excel on a CD is acceptable.
Government Response: The Offeror must provide sufficient supporting documentation. The supporting documentation can be in hard copy but electronic copies of any and all Excel spreadsheets/workbooks should be provided in support of the Offeror's pricing proposal.
