17. The JA40 document suggests that the Payment Credit Term and the Purchase Price Recovery should have the same term and interest rate. Is this correct or can the Payment Credit be structured for a period of time less than the 50 year contract term.

QAs II – Gillem Enclave, GA Page 3 of 3

SPE600-12-R-0821

Government Response: Yes, the Government would prefer that the terms and interest rates for the Purchase Price Payment and the Purchase Price Credit are the same. Proposing different terms and/or rates could negatively impact the long-term benefits to the Government associated with the Contractor’s proposal. The term of the Purchase Price Payment and Purchase Price Recovery may be less than the 50-year contract term.

18. The JA40 document (footnote) suggests that the unrecovered investment in utility infrastructure is to be included as a terminal value at the end of the 50th year of the contract. Please advise if this is correct, as the footnote suggests that the Contractor will be compensated for unrecovered investment if the Utility Services Contract is not extended.

Government Response: Please note that the unrecovered investment in the utility infrastructure should be subtracted from the total net present value of total renewal and replacement (R&R) project expenditures in the calculation of the levelized R&R component. This unrecoverable investment will be included in the levelized R&R component calculation and recovered in the succeeding contract, i.e., the contract following the initial 50-year contract.
