Question and Answer via Email for Gas Cylinder Project SPE4A6-15-R-0340
Following is the question received via email regarding RFP SPE4A6-15-R-0340 on June 24, 2015:
1) Q: The RFP requires that the contractor submit a waiver for Ultrasonic testing.
However; DLA changed from MIL STD 1411A to MIL STD 1411B in 2010. MIL STD-1411B states UE testing is permissible calling out DOT Special Permit 14313. Can you please provide clarification as to whether Ultrasonic testing is acceptable in all forms under the potential new contract or if a waiver request will still be a requirement in order to make UE testing permissible?
A: Paragraph 3.31 of MIL-STD-1411B is the definition of Ultrasonic examination (UE). Please refer to Paragraphs 5.2.6, 5.2.6.1 and 5.2.6.2 of MIL-STD-1411B regarding the UE requirements. DOT-SP-14313 was granted to Airgas. The special permit which is attached does NOT apply to all cylinders and the cylinders that are covered are in paragraph 2 of the permit.
