Can the Government confirm that offers will not receive a proposal evaluation weakness if they do not provide EOQs for Alternative basket NIINs with EAD=1 (24,377 NIINs total) but instead provide a plan to submit EOQs following contract award?
Offerors need to provide a plan to submit EOQ’s as part of their proposal. Determination of whether a weakness exists will be based upon the adequacy of the plan as well as any EOQ’s submitted.
