SPE4A5-20-R-0150, Amendment 5 is issued to make the following changes:

Proposal Transmission:

Due to the impact of COVID-19 and the challenges it presents to the Government and to industry, the requirement for notebook-bound, hardcopy (paper) proposals is hereby replaced with electronic transmission of proposals via DoD SAFE (Department of Defense Secure Access File Exchange), a web-based tool that supports encrypted transmission of large files.

DLA will utilize DoD SAFE’s “Request a Drop Off” feature to initiate an electronic proposal transmission from offerors for SPE4A5-20-R-0150.

OFFERORS MUST NOT directly email proposals to DLA.

OFFERORS MUST email the name and email address of the primary Proposal Point of Contact (POC) to the DLA Contracting Officer (DLA KO), tracy.ruland@dla.mil , as soon as possible but no later than 5:00pm EST fourteen (14) days prior to the proposal due date.

When the Proposal POC name and email address is received, the DLA KO will:

1. Email the Proposal POC with detailed instructions regarding the DoD SAFE process and provide the next steps.

2. Generate a DoD SAFE electronic request to the Proposal POC that will contain a dedicated DoD SAFE link for the offeror to submit (“drop off”) electronic proposal files.

Section L, Instruction to Offerors

- Updated at FAR 52.212-1(b) Submission of offers, Section L.3.1.2, and Section L.7, Format for Proposals, to reflect the change to electronic proposal transmission.

- Updated at Section L.9.2.1 to properly cross-reference the Contractor Transition Plan to the Statement of Work (SOW) at Section C.2.2 (instead of Section C.2.3).

- Removed the word “uncertainty” at Sections L.5.1 and L.5.3.

Section M, Evaluation Factors for Award

- Updated at Section M.4.2.2(1) to properly cross-reference the Contractor Transition Plan to the Statement of Work (SOW) at Section C.2.2 (instead of Section C.2.3).

- Removed the word “uncertainties” at Sections M.2.5 and M.4.2.5.
